OPENING (CHAIRMAN AND LOCAL ORGANIZERS) + 2. ORGANIZATIONAL MATTERS 20 th LSC meeting was opened by LSC Chair and RB (on behalf of CHMI Director Dr. Vaclav Dvorak). 3. ADOPTION OF AGENDA (LSC) Adoption of Agenda (Item 3 included: Presentation of new PM) was accepted by LSC.
2 4. PM PRESENTATION New LACE Project manager Yong Wang presented his view about current and future role of RC LACE. The following points were addressed and opened for discussion: Strength & weaknesses of current RC LACE, Overview about R&D staff at different LACE members, Overview about models running at different LACE centers (ALARO, AROME, ALADIN-LAEF, HMS- EPS), Possible model development in LACE for the next 5 years (towards EPS on 5km, local deterministic run on 1km, etc.), Options for HPC facilities (centralized, decentralized, rotating options), Verification: each LACE members should provide at least a verification score once per year for their operational models as input for Council meeting, ALADIN Climate: A focal person should be set up within LACE to evaluate and find possibilities for fundings in the area of climate modeling; (LACE fundings for travels and meetings should be provided meanwhile), Management issues: o LACE ppt template should be used for any presentation when LACE funding is involved, o input documents (report & plan) should be send to LSC at least 1 week prior to LSC meeting by Area Leaders, o R&D budget should be >> budget for management+travel/meetings o Possibility to finance PHD students from parts of the management budget (e.g. scholarship paid from PM salary), Discussion/Results Ensuring visibility of RC LACE in context of the ongoing Convergence ALADIN/HIRLAM is a big challenge in the next years. LSC RECOMMENDS TO FINANCE A FOCAL PERSON FOR CLIMATE MODELING WHICH HAS THE TASK TO FIND POSSIBILITIES FOR FUNDINGS AND COORDINATE PREPARATION OF PROJECT PROPOSALS IN THE AREA OF CLIMATE MODELING; Options for verification are discussed; a suitable and robust (in terms of year to year variability) has to be found; some approaches already exist (e.g. percentage correct); the use of a reference (e.g. ECMWF, climate, etc.) can solve the variability problem.
3 LSC agrees that each member state will provide a verification score for their operational ALADIN/ALARO model. LSC supports the PM suggestion on the management issues. LSC MEMBERS SHOULD PROMOTE AT UNIVERSITIES THAT THERE ARE POSSIBILITIES TO FINANCE PHD STUDENTS (LOCAL FINANCING RULES ARE APPLIED). Budget & administration (Andreas Sigl, AT) Andrea Sigl presents an overview about budgetary and administrative issues: Overview about LACE budget (contributions, etc.), Budget status by the end of 2012, New template for budget planning was introduced, New rules for administration: o Payment of research stays is performed after report has been sent to PM, AL, supervisors and ASC, o In certain situations part of the money can be paid at the beginning of the research stay, o Reports should be sent to ASC as PDF (for LACE webpage), o Invoices should not be sent later than 2 months after finalizing stay / travel, o Invoices will be sent to LACE President twice per months. o Non-planned mission: request for approval BEFORE THE TRAVEL ( to PM, cc Andrea) Status of invoices 2012: see AOB LSC supports the administration rules proposed by LACE management. 5. CONTROL OF 17 TH LSC MEETING TASKS FULFILLMENT (ACCORDING MINUTES OF 19 TH LSC) Radar data from Austria for LACE Radar assimilation experiment: Is ZAMG allowed providing data? Yes, data has arrived at ZAMG two weeks ago and will be contributed to interested DA teams, Data policy for the exchange of observation data within LACE: LSC REQUESTS PM AND DM TO PREPARE A PROPOSAL FOR THE DATA POLICY (UPDATED LIST OF STATIONS, TECHNICAL OPTIONS FOR DATA EXCHANGE, ETC.) WHICH SHOULD THEN BE SIGNED AT THE NEXT LACE COUNCIL MEETING,

RESEARCH AND DEVELOPMENT ISSUES Area Leaders reports (ALs) Predictability: Theresa Gorgas presents the report for 2012 and the plan for Main topics: Status and timeline for operational implementation of new LAEF version: E-Suite has started at new HPC at ECMWF; operational switch to new LAEF envisaged for summer 2013; Experiments Ensemble CANARI vs. NCSB (non-cycling surface breeding) : Overall better scores for Ensemble CANARI; Time consistent coupling vs. space consistent coupling: Impact just in few cases; Tests with AROME-EPS performed at OMSZ (PEARP downscaling vs. Ens. 3D VAR, SPPT (stochastic physics) with surprisingly low impact); Plan for 2013: Operational implementation of new LAEF Further optimization of the LAEF components (including verification package) Development of AROME-EPS (at ZAMG, OMSZ) Contributions to international projects (Frost 2014, SRNWP EPS phase 1) Publications of results Data assimilation: Former Area Leader Tomislav Kovacic presents the report for Main topics: Austria: work on 3DVAR+CANARI system for AROME, assimilation of high density GPS data over Austria with promising impact; start of work with correct initialization of Lake temperatures; usage of satellite based snow cover maps for initialization of snow in AROME; Slovenia: 3DVAR+CANARO for ALARO 4km; experiments with more station data; investigation about T2m Bias problem connected to problem with snow cover in initial date: Benefit of a snow analysis scheme can be shown; Work on Mode-S assimilation (T, wind) ;
5 Czech Republic: Work on 3DVAR+CANARI for ALARO 10km 5km; Romania: Tests with ALARO Oper vs. ALARO with 3DVAR for a period with problematic T2m scores; positive impact of DA visible; Croatia: Work on Radar assimilation for ALARO; extension of the CONRAD Software by radial velocities; case studies using all available Radar data in assimilation performed; Hungary: Assimilation of Radar data in AROME; clear impact visible; positive for precipitation; negative impact for first hours for e.g. humidity (bias increased) ; Plan for 2013 (presented by Gergely Bölöni on behalf of leaving AL and new AL for Data assimilation has not been confirmed yet - call still opened). Identified Tasks for 2013: Task 1: Fully operational DA Systems at all LACE Centers; Task 2: Radiance Assimilation (e.g. IASI) ; Task 3 :Continue work on Radar assimilation; investigate impact of using all available LACE radars; Task 4: GPS assimilation; Additiona l: retuning of thinning distance; addition of more local stations; work on estimation of background error statistics; LSC DISCUSSES ABOUT DIFFERENT OPTIONS FOR DA BUDGET 2013 ( 4 OPTIONS PROVIDED) -> OPTION 1 ACCEPTED BY PM; FURTHER LSC REQUEST NEW AREA LEADER TO PREPARE PLAN UND BUDGET IN THE SAME FORMAT AS OTHER ALS; REPORT FOR 2012 WILL BE FINALIZED BY TK Dynamics & Coupling: Petra Smolíková presented the report for The main topics: Vertical finite elements for non-hydrostatic dynamics (NH VFE): Significant progress was made during last month (by Jozef Vivoda et. al); scheme now shows stable behavior in 2D experiments; 3D experiments are the next to follow; achievement is mainly due to the invention of a new design of vertical operator and redefinition of boundary conditions; Physics-dynamics interface: o SLHD Tuning for AROME (work at OMSZ): Tuning performed in order to improve precipitation forecasts (positive bias) and improve timing of initiation of convection; SLHD is not applied to all hydrometeors + switched off below 100hPa; a significant reduction of max precipitation and wind gusts can be observed; neg. impact on 2m temp;
6 o Sensitivity of ALARO to choice of timestep: experiments carried out using e.g. 144s vs. 150s timestep; impact is surprisingly strong; source for differences has not been clearly identified yet; experiments ongoing; o Investigation on the importance of thee coupling frequency for case with fast moving systems entering the LAM model domain, i.e. fast changing pressure at the boundaries; o Which coupling model for AROME: Tests at OMSZ; overall direct coupling of AROME to IFS gives better results (compared to coupling with ALARO Hungary), Coupling with ARPEGE can bring reduction of positive precipitation bias, but for other parameters IFS as coupling model is preferable; Plan for 2013: Continuation of the work on VFE NH (3D experiments, etc.); Continuation of the work on physics-dynamics interface; 1d + 2d turbulence (in coordination with actions taken in physics area); Question to LSC/PM: Future time scale for planning/strategy documents? PM: Longer term plan (e.g., 3 years plan) should be available, in addition an update of the yearly plan should be made once per year (for the September LSC meeting) in order to be discussed and finally presented at Council meeting; for the spring LSC meeting just a check of the yearly plan is necessary PM: results of dynamics area should be published; contact with HIRLAM, MF should be further enforced; Physics: Neva Pristov presents the report for 2012, main topics: Development of ALARO-1: o TOUCANS: testing and code debugging was done; main task at the moment is to find best tuning for operational use; developments will be phased into CY39; o ACRANEB2: many new features developed; improvement with respect to current ACRANEB can be shown (of thermal and solar band); baseline version is expected to be ready in June 2013; o Complementary sub-grid updraft (CSU)+non-saturated downdraft work: Work ongoing; Baseline version of ALARO-0 was finalized (including new tunings for microphysics, convection, closure, etc.,.) and sent out in December 2012; all new developments will be evaluated with respect to this baseline version; ALARO-1 Working days took place in June 2012;
7 Low-Stratus in AROME: OMSZ reports low stratus which is decaying too fast in AROME; tuning work ongoing; Reports concerning ALARO related work from different countries: o Baseline version operational in CZ since December 2012; o Tuning of wind gust in HU; o 2m temperature case studies in At, SI: Problem connected to Snow Cover and PBL mixing; o Tests on 3.3km resolution in SK; o Tests with Tuning if LACPANMX=.TRUE. / WMXOV in SK; o Experiments with ALARO baseline version in RO; o Tests with new tuning for microphysics in At; operational in AT since January 2013; o Validation of solar radiation in Croatia; Plan 2013: Continuation of work related to ALARO-1: version including TOUCANS and ACRANEB2 can be expected by the end of 2013; Continuation of work on CSU; unification of cloud scheme; New fields for Post-processing; SURFEX for ALARO (incl. interface to TOUCANS); 3MT in ARPEGE; Set up of Verification Test bed (Case selection, data provision); 7. TECHNICAL ISSUES Technical reports (ASC, DM) Data Manager: Alena Troiakova presents report and plan for Data Manager activities. Report for 2012: OPLACE maintenance (bugfix, new observation types, work for monthly monitoring reports); Data exchange within LACE: no progress yet as data policy for different LACE countries is not clarified; Verification / SRNWP-V: new results can be expected by the end of the year; -> if LACE is not included, PM should insist that LACE model data should also be shown; Planned for 2013: Further work on OPLACE (extension with new data types; monitoring); ODB support on request;
8 Data Policy: see above, document will be prepared together with PM; PM asks DM to follow ongoing developments within the framework of COSPS and OOPS (and contact Claude Fisher for further steps); ALADIN System Coordinator: Oldrich Spaniel presents report and plan for ASC activities: Phasing cy39t1 in February 2013, cy40 in May; speed-up of frequency for new cycles because of foreseen change of MF HPC; Work with Harmonie Scripting system including verification package -> plan to have all LACE models available within the verification package; PREPARATION OF VERIFICATION INPUT SHOULD BE INSTALLED AT EACH LACE MEMBER FOR OPERATIONAL SUITE -> WILL BE CHECKED AT NEXT LSC MEETING; Namelist maker: Recommended to be used in future to generate baseline version of Namelists for different configurations (-> all LACE members should start to build up local namelists from the same basis in order to improve comparability); ASC recommends that CY38t1 export version should be used for the next operational update; intensive testing, especially for OBD related parts recommended; 8. OPERATIONAL ACTIVITIES (LSC ROUND TABLE) At: Change of operational HPC (NEC -> SGI, operational since November 2012; Update of operational ALARO to cy36t1 (including most components of the baseline version); AROME running in regular mode (8 times / day, incl. 3DVAR/CANARI) ; Ro: no changes, cy361 in operations; baseline will be put to e-suite; AROME version planned to be run in some time lagged mode; Hu: EPS system on 8km running with ALARO physics; planned to be merged with DA system -> perform EDA; ALARO: cy35t1 + ALARO patches for 3MT in operations; plan to move cy361 baseline version; AROME: dyn. Downscaling mode; but 3DVAR version in e-suite; no OIMAIN used in the e-suite; Cro; no operational change (cy36t1, ALARO, including assimilation system); in parallel 2km ALARO version; new computer system in SGI UV 2000, 228 CPU;
9 Slo; no changes in operational suite; cy35t1; preparation in autumn for ITT: new machine should be delivered in June; cy38t1 + increase of vertical levels planned on new machine; Cz: baseline version in operations since December 2012; not all automatic stations used yet in operational suite. CANARI -> tests planned; ALARO-1 developments will enter test/e-suites; Sk: Cy36t1 operational; work on cloudiness tuning was performed; CANARI for surface assimilation used + blending for upper air; increase resolution to 3.3km? results not very promising at the moment; change coupling model to ECMWF might be prepared; 9. AOB Open invoices for 2012 were signed by LACE President -> issue closed. DM: Action group proposal from HIRLAM related to DA; HIRLAM defined subjects of interest and each institute can nominate a member to join (WebEx meeting, mail correspondence); 2 groups proposed; satellite data assimilation; high resolution aircraft measurement; 10.
