Refrigerators ( FFR and DCR) 3:00 PM- 4:30 PM BACKGROUND Technical Committee meeting for Refrigerators was held on 31 st July 2018 at BEE Conference Hall. Welcoming the participants Shri. Sameer Pandita, Director informed that the existing star rating table for both Direct Cool and Frost-Free refrigerators will expire on 31 st December 2018 and meeting was convened to finalize the next course of action. DISCUSSIONS 1. BEE submitted that the Frost Free Refrigerators star labelling program was launched in mandatory phase from 12 th January 2009 onwards. Since then, the star table has been upgraded in 2012 ( by 1 star), 2014 (by 2 star )and in 2016 ( by 1 star). The existing star table for Frost Free Refrigerators will expire on 31 st December Similarly, Direct Cool Refrigerator was made mandatory from 26 th May 2016 onwards. The star table has been upgraded in 2015 ( by 1 star) and 2017 ( by 2 star). The existing star table for Direct Cool Refrigerators will expire on 31 st December BEE stated that the analysis of production data submitted by manufacturers, indicate that 9.6 million of Direct Cool Refrigerators and 2.5 million of Frost Free Refrigerators were produced in the financial year Almost 80 % of the refrigerators produced in the market are Direct Cool Refrigerators (DCR) and the remaining 20% produced are Frost Free Refrigerators (FFR). 4. It was also observed that in the financial year , only 0.08% (i.e. 2,020 units) out of the total 2.5 million of FFRs produced, were 5 star rated. While in case of DCR, only 3% (i.e 3,50,777 units) out of the total 9.6 million of DCRs produced, were 5 star rated. 5. Manufacturers submitted that despite availability of technology and manufacturing infrastructure, the incremental cost for achieving 5 star performance is high and is therefore not popular amongst consumers. BEE submitted that the manufacturers must make efforts to reduce this incremental cost in the backdrop of government slashing the GST from 28% to 18% w.e.f July 27 th BEE sought a clarification from CEAMA and PRAYAS on how its standards fared visa-vis the related international standards, to which Manufacturers stated that the current BEE star rating table is stringent than Europe, China and USA. BEE directed manufacturers to support their claims with concrete evidence consisting of test reports of the refrigerators preferably from a third-party laboratory.

In the context of expiry of the star table for FFR, BEE proposed extending the current table for Frost free Refrigerator by one year, freezing 1 star level till 31 st December 2019 and thereafter ratcheting up the table by 2 levels from 1 st January 2020 till 31 st December In case of DCR, BEE proposed extending the existing star table by one year till 31 st December 2019 and subsequently ratcheting up the star table by 2 levels from 1 st January 2020 till 31 st December Manufacturer submitted that the present market transformation towards 5 star was low and therefore upgrading the table by 2 levels from 2020 will be difficult to achieve for both Direct Cool and Frost Free Refrigerators. 10. Representative from PRAYAS, Energy Group submitted that for Frost Free Refrigerators, the existing table has remained unchanged for past 3 years. BEE star labelling program was meant to increase the energy efficiency of equipment and by setting performance standards to drive this transformation. He mentioned that low market transformation in 5 star should not be a hinderance for upgrading the star table, as with increased consumer awareness, the demand for 5 star rated FFR and DCR will always be there. DECISIONS Based on detailed deliberations with the stakeholders, following decisions were taken:- 1. The existing star table for Frost Free Refrigerators will be extended by one year till 31 st December 2019, freezing 1 star.
