2 APPENDIX B REFORMS IN ANDHRA PRADESH The Electricity Supply Industry in Andhra Pradesh is basically governed by four enhancements namely: 1. Electricity Act, Electricity (supply) Act, The Electricity Act, Electricity Act, The Electricity (Supply) act, 1948 mandated the creation of a State Electricity Board. The Andhra Pradesh State Electricity Board (APSEB) was formed in 1959 with a responsibility of arranging the supply of electricity in the state of Andhra Pradesh. APSEB was in the forefront of technological advances in the design, construction, operation and maintenance of generation, transmission and distribution systems. The capacity was 213 MW in In fulfilling its statutory responsibility to ensure continuity of a safe and economic supply of electricity, APSEB built up a powerful engineering capability, and accumulated a wealth of experience in the design, construction, operation and maintenance of Generation, Transmission and Distribution systems. Government of AP has initiated the reforms through IE Act These reforms have involved unbundling of the State Electricity Board into separate generation, transmission and distribution companies. 204

3 Reforms in APSEB have resulted in restructuring of APSEB into six successive companies namely 1. APGENCO 2. APTRANSCO 3. AP Eastern Power Discom Corporation Ltd (AP EPDCL) 4. AP Southern Power Discom Corporation Ltd (AP SPDCL) 5. AP Nothern Power Discom Corporation Ltd (AP NPDCL) 6. AP Central Power Discom Corporation Ltd (AP CPDCL) All these entities came into existence on as a consequence of restructuring of the erstwhile AP State Electricity Board (APSEB). AP Genco has to look after Generation of Electricity in Andhra Pradesh, APTransco has to look after Transmission of Electricity and Discos to look after distribution of electricity in their respective geographical areas. APTransco remained as Single buyer in the state - purchasing power from various Generators. It sold power to DISCOs in accordance with the terms and conditions of the individual PPAs at Bulk Supply Tariff (BST) rates from Feb 1999 to June Subsequently, as per the Third Transfer Scheme notified by Government of Andhra Pradesh (GOAP), APTransco has ceased to do power trading and has retained with Power Transmission responsibility. The purchasing power from various generators according to the requirement is the responsibility of the each Distributing company. Since all the four Disco s are not fully equipped to do so, Government of Andhra Pradesh formed a 205

4 committee during June 2005 namely Andhra Pradesh Power Coordination Committee (APPCC). Since then the committee has taken over the responsibility of power procurement from various generators. The APPCC reviews the power requirement situation periodically and issues necessary guidance for procurement of power and Grid Operation for implementing the procurement and supply to each individual Discos. At present it is increased to 10,328 MW (including share from central projects) and is the third largest power system in the country.
