3 Introduction The Safe Drinking Water Act (SDWA) Amendments of 1996 require states to implement Source Water Assessment Plans (SWAP) to better protect public drinking water from contamination. The Missouri Department of Natural Resources (MDNR) has developed a guideline for SWAP implementation in Missouri. The identification of potential contamination sources in areas that might affect a public drinking water source is an important component of this plan. These contaminant inventories must be completed by May In November of 1998, the Public Drinking Water Program (PDWP) at MDNR contracted with the Center for Agricultural, Resource and Environmental Systems (CARES) at the University of Missouri Columbia to develop and implement strategies for performing source water inventories. Task Review Task 1. Quarterly reports discussing progress with respect to tasks. These reports will be submitted in final form by September 30, 1999, December 31, 1999, March 31, 2000, and June 15, 2000, respectively. A separate final report will be submitted July 15, This report fulfills Task 1. Task 2. Maintain the list of databases to be georeferenced. The specific number of databases will remain flexible. Agency/University staff will jointly determine the inclusion/exclusion of any database. Databases from MDNR programs will be included. (Ongoing) Appendix A, List of Data Bases Reviewed, contains the databases collected to date for SWIP. Task 3. Acquire suitable base map information (DOQQs) for areas to be inventoried. (Ongoing) 3

4 Figure 1. DOQQs acquired for SWIP. Task 4. Geographically reference the records in the selected databases. Initial location will be based on information provided in the databases. Improved positional information may be derived from Digital Raster Graphics (DRGs) of USGS topographic maps, Digital Orthophoto Quarter-Quadrangles (DOQQs), other aerial images, regional office visits, on-site reconnaissance, or Global Positioning System (GPS). (Ongoing) This quarter the latest WQIS database was updated. Otherwise, no new databases were acquired. Records from previously acquired non-geographic data bases are being located in the field. Most records in these database are already georeferenced within other databases. Task 5. Continue to cooperate with DGLS on source water area determinations. (Ongoing) A meeting was held on December 20, 2000 at the MDNR Public Drinking Water Program Office in Jefferson City, MO. Participants included: MDNR PDWP, MDNR DGLS, and CARES personnel. Discussion of the meeting included alluvial well systems and the delineation methods of those systems, inventory area for groundwater systems, and the construction of reports and 4

5 maps to be served on the web to the public. The most important point of the meeting as pertains to the Source Water Inventory Project was the confirmation of half-mile buffers around wells as the inventory area. Task 6. Map source water area contaminant inventories for community systems using groundwater. This will involve integrating data acquired from statewide databases with information collected from on-site visits. Inventory reports, by system, will be generated and provided to the Agency. Source water area contaminant inventories have been completed for 56 wells in 36 systems this quarter. These have been located in Jefferson, Osage, Pulaski, Phelps and Washington counties. A total of 628 potential contamination sources have been verified within these source water areas. This includes 255 sites from existing databases and 373 sites found in the field. Figure 2 shows the areas of activity since CARES initiated the source water inventory process in May To date, source water areas for 944 of 2,560 wells have been inventoried resulting in approximately 9,770 verified potential contaminants. Wellhead, water tank and water treatment plant locations have also been verified during the contaminant inventory process. No new wellheads not already listed as an active well were found while in the field. A total of 39 water tanks have been verified this quarter. Thirty-five of the water tank locations collected were new (not already present in the water tanks layer). One local contaminant inventories were received this quarter. This was Cape Girardeau. The inventory has been reviewed. As wellhead and water tank locations are verified, digital photographs are taken of many of these entities. To date, 66 photos have been collected at wellhead locations, and 36 photos of water tanks. These photos will be accessible through the SWAP web site and may be included with the source water inventory reports. Field data collection has consumed a total of 5 days since September 30, An average of 125 contaminant site verifications were performed per day. This number varies with the density of human activity in the source water area. Up to 184 contaminant sites have been collected in a single day. To report this information to MDNR, CARES has set up an FTP site on the internet. The site is updated bi-monthly and allows MDNR personnel to retrieve the information at any given time. It contains copies of all the original databases used in the project (see Appendix A) as well as location information for wells, tanks, and contaminants verified from on-site visits. The FTP site address is ftp:// Construction of a website is well underway, but more work is needed before it is completed. The goal of the website is to make available the results of this project to the public through an Internet Mapping Server. Also, similar to the MDNR VA Project, CARES will establish a mapmaking site for printing and download. This will feature maps of the well-head area, well data 5

6 sheets, contaminant data sheets, and contaminant summary tables. Much of the staff's time this quarter has been spent setting up this system up. Source water mapping for surface water systems has also continued this quarter. This was a carryover task from the FY2000 project. This process involves heads up photo-interpretation of DOQQs. All the mapping has been completed or is in the progress of being complete. Once the source water mapping is complete, sectional printouts are generated for each watershed. These include the DOQQ photo base, the land cover interpretation lines and codes, and a legend describing the coding system. Appendix B shows the watersheds that are designated to have land use data developed under SWIP. Roughly 16 of the 66 watersheds have been returned and many of those have been corrected and are completed. The status of mapping and printout delivery is also shown. Task 7. When expedient, georeference records in the selected databases outside the source water areas. Areas with high concentrations of non-community wells, many database records, or near community source water areas will receive high priority. Only a handful of records outside the source water areas have been georeferenced. In all cases, this applied to sites within one-quarter mile of the source water area boundary. 6
