3 Dear Mayor Brinda, The 2011 Annual Report of the Elyria Police Department is respectfully submitted for your review. This report is based strictly on the NIBRS format for reporting crime data. It contains no Uniform Crime Report defined data. The total calls for service in 2011 were 42,140. Total calls for service equal the number of incidents officers responded to 34,749, along with the number of officer initiated calls, 7,391 to equal total calls for service of 42,140, which is an increase of 5% from Serious crimes in the City of Elyria increased by 4% in 2011 over the previous year. During 2011, reports showed an increase in juvenile arrests of 26% and a 34% increase in adult arrests. The number of traffic arrests was up for the year showing an increase of 37% from The police department s budget increased 5% from what it was in We started 2011 with 81 sworn officers, 17 full-time civilian employees. We hired four officers through the COPS grant we received in late 2010, however, one of the four officers hired did not make it through the training program. We ended the year 2011 with 82 sworn officers and a total of 16 civilian employees (15 fulltime and 1 part-time). Capt. Jaykel retired in October Sgt. Behne retired in October Ptlm. Eric Palmer was deployed for at least a year starting in Sept He was deployed all of 2011 and is not likely to be back until July According to the city charter, the authorized strength of the police department is 102 officers. The retirements and resignation lead to the reduction in total staffing. The department did not fill either the Captains position nor the Sergeants position created with the retirements of Capt. Jaykel and Sgt. Behne. Lt. Juncker was assigned as the Acting Patrol Commander. The police department was in desperate need of new equipment. During 2011, the police department added or replaced several pieces of equipment, including the purchase of 6 Ford Crown Victorias and 4 Chevy 4wd Tahoes. Near the end of 2011, City Council approved $323, for the police department to purchase equipment. $23, of the $323, came from grants applied for and received by the police department. While the orders for the equipment were made in 2011, the equipment did not arrive until The police department also received a grant through the State of Ohio to purchase a fifth 4wd Chevy Tahoe. The department made positive steps forward in 2011, however, we are still in need of additional staffing, equipment, and training. The city has taken steps to help us move forward in equipment and training and while we need to continue to improve in those areas, staffing remains our greatest deficiency. Sincerely, Duane P. 19 Towed / Impounded Vehicles Through the course of a year, the Elyria Police Department tows many vehicles. These vehicles are towed for many reasons. In some cases, the owner never reclaims the vehicles, so the police department overtakes ownership of the vehicle. With ownership, the department can auction the vehicle at the annual police auction or have it sent for salvage at a contracted salvage dealer. 21 Special Response Team - SRT In 2011 The Elyria Police Department Special Response Team conducted 12 monthly trainings. These trainings consisted of 4 quarterly Physical fitness tests, 2 firearms qualifications, and 4 tactical shoots. Monthly trainings also covered dynamic entry, covert searches, vehicle assaults, dignitary protection, less lethal force training and active shooter training. SRT operators were also trained in subject control tactics. The officers assigned to SRT where responsible for their own physical conditioning and to maintain the required physical fitness standard to stay on the team. These officers dedicate their own time to stay physically fit and to pass the required fitness tests. The SRT Team was also activated to serve 4 Narcotics search warrants in All search warrants were executed without incident. The SRT Team was not called out for any barricaded subjects in

22 ### K9 Unit 2011 The Elyria Police K9 unit was created after a generous donation from Sue Everett, owner of Dynatech Systems Inc. on Resar Ct. in Elyria. Sue, being a devoted pet owner and a friend of the police department, saw a need at the Elyria P.D. She also saw a way for her to give back to the community that she is an everyday part of by donating the money for two K9's and their training. The first K9 that was placed on the streets of Elyria was K9 Stuka in October of He has since been followed by K9 Foky in February of The K9 unit adds another tool for the police to combat and prevent crime in and around the City of Elyria. The K9's are each paired, trained and certified with a Handler/Officer. The Officer and K9 are commonly referred to as a team. The K9 teams are used for narcotic detection, tracking, building searches, area searches, warrant services, perimeter security, public appearances, and apprehensions of violent or fleeing subjects that would otherwise pose a risk to Officers. In addition to working in the City of Elyria the K9 units are available, and have been called to assist neighboring departments through a mutual aid agreement. The K9 teams are certified every two years with the Ohio Peace Officers Training Academy. They also maintain their training with weekly documented training and evaluations. 23 Jail Operations 2011 Due to serious budget issues facing the City of Elyria in 2009, the Elyria City Jail was forced to close on October 2nd, As a result of this, 15 corrections officers were laid off. All prisioners are now held at the Lorain County Jail pending the posting of bond, or an appearance in court. Through an agreement with the City of Elyria, the Lorain County Sheriff is now operating the Jail for the purpose of housing female inmates. 21

24 Support Services Training In 2011, many members of the Elyria Police Department received training in numerous law enforcement related subjects. This training was accomplished through the use of outside schools and seminars, roll-call training and in-service training. The following is a list of some of the topics covered: Firearms Child Abuse Controlled Force Field Training Officer Death Investigations Field Force Voice Stress Analysis Evidence Technician Data Master Accident Investigation Interview and Interrogation Crisis Intervention Field Training Officer During 2011, there were a total of 3,096 hours of training provided to police officers, corrections officers, dispatchers, and civilian personnel within the department at a cost of $35, The following is a breakdown of the distribution of the training and cost by departmental unit. During 2011, the Elyria Police Department provided tours of the police station to 233 juveniles and adults on a total of 13 organized tours. There were also 10 speaking engagements where presentations were provided to approximately 1,102 people. 22

25 Support Services Safety Town The 2011 Safety-Town was a cooperative effort of the City of Elyria, the Elyria Kiwanis Club, and the Fraternal Order of Police Associates and is conducted at Northwood Junior High School. A total of 375 children received instruction during the Safety-Town Program in Since 1990, over 9,000 children have benefited from the Safety-Town Program. In general, personal safety, as well as safety going to, from and while at school is taught during the program. There were 120 student volunteers who donated hours as Safety-Town instructors. The 2011 adult instructors included: Officer Wandra Ward Auxiliary Holly Huff Lynn Medders Mrs. Tallarino 23

26 Investigative Division During the year 2011 the Elyria Police Investigative Division investigated a wide range of crime. The Investigative Division was comprised of four different divisions, the Narcotics Unit, the Neighborhood Impact Unit, the Youth Bureau and the Detective Bureau. The Narcotics Unit primarily investigated crimes such as Possession of Drugs, Trafficking in Drugs, Prostitution and Gambling. On March 23rd, 2011 the Narcotic Unit was disbanded and a single officer was assigned to the Lorain County Drug Task Force. The Lorain County Drug Task Force will conduct narcotics investigations within the City of Elyria. The Neighborhood Impact Unit is primarily a street crimes unit. They will continue to address neighborhood concerns and investigate Possession of Drugs, Prostitution and Gambling. The Youth Bureau primarily investigated felony crimes involving juveniles as suspects or victims, as well as missing persons. The Detective Bureau primarily investigated felony crimes involving adults as suspects or victims, as well as missing persons. During the year 2011 there was one homicide. On April 16, 2011 officers responded to a scene locating two victims of fatal gunshot wounds. This crime scene was secured and evidence was seized and processed. The victims were identified and witnesses were interviewed. The investigation revealed this incident to be a murder/suicide. The Investigative division investigated 431 cases during of those cases remain open. 140 (32.4%) of those cases were cleared by arrest or indictment. During the year 2011, the Elyria Police Department s Narcotics/Neighborhood Impact Unit was involved in numerous drug investigations. The unit conducted controlled drug buys. Some of these controlled drug buys led to the immediate arrest of the suspects. Many of these narcotics buys were considered for indictment by the Lorain County Grand Jury. Some of the buys were used in conjunction with on-going investigations into drug complaints and high drug trafficking areas. These investigation are continuing through the Lorain County Drug Task Force. These investigations directly led to 15 search warrants yielding illegal narcotics, firearms, illegally obtained currency and criminal tools. The Elyria Police Neighborhood Impact Unit attends the monthly meetings of the 15 Neighborhood Watches and assists and addresses their concerns. Their efforts resulted in 518 total arrests and the issuance of 338 citations. The Neighborhood Impact Unit is also responsible for the seizure of illegal narcotics, illegally obtained currency, firearms and criminal tools. The Neighborhood Impact Unit conducted investigations into the illegal sale of alcohol resulting in 10 citations being issued for underage sales. The Neighborhood Impact Unit, working with the U.S. Alcohol, Tobacco and Firearms (ATF) sought and received 5 federal indictments for federal firearms violations. The Elyria Police Department Narcotics/Neighborhood Impact Unit, working with the U.S. Bureau of Alcohol, Tobacco and Firearms (ATF) sought and received 6 federal indictments for federal firearms violations. The Elyria Police Investigative Unit operates and maintains the Property/Evidence Room and is responsible for the return or disposition of abandon vehicles. During 2011, a total of 4,912 pieces of property/evidence were processed into the Property Evidence Room. Property/Evidence is then disposed of in accordance with law. 1,172 vehicles were towed by the Elyria Police Department. 109 were determined to be of little value and were destroyed, 48 from prior years. 8 were placed into service. 62 are pending disposition. The Elyria Police Department Investigative Unit presented 257 felony cases generated by the Patrol Division to the Lorain County Grand Jury. 93 percent were True Billed. 24

27 Elyria Police Auxiliary 2011 The Elyria Police Auxiliary continued to be active during Donating 2,619 hours of public service to the Elyria Police Department and the community. The Auxiliary Officers perform a multitude of duties and services for the City of Elyria. Including: Working on patrol with patrol officers Providing traffic control and security at special events Checking houses of persons on vacation Reporting for duty for emergency callouts During 2011, the Auxiliary Unit volunteered their time at many special details including: Cleveland Pops Weekend Memorial Day Parade The Elyria Apple Festival EHS Home Football Games Safety Town EHS Graduation Special Olympics Kerstetter 5K Race New recruits attend the Lorain County Sheriff s Auxiliary Police Academy, which provides a well-rounded introduction to the skills needed in auxiliary law enforcement. Current members also attend several classes at the Academy each year in order to keep their knowledge and tactics in areas such as baton skills and selfdefense current. During 2011, the Auxiliary Unit began to implement regular training during some of its monthly meetings. This training included reviews of traffic control and stop-and-frisk searches. In addition several auxiliaries participated in Firearms Simulator Training with the full-time officers. During 2012, the Auxiliary will aim to expand and improve upon this regimen. The Auxiliary Unit volunteered a record number of hours during the year 2011, donating 2,618.6 hours of service to the Police Department.
