9 WESTERN UNDERGRADUATE EXCHANGE ENROLLMENT REPORT FALL 2008 INTRODUCTION The Western Undergraduate Exchange (WUE) was initiated in 1988, opening up new opportunities for undergraduate study in a wide range of programs in public two-year and four-year colleges and universities. Twenty-one years later, more than 23,600 students are now enrolled at 143 WUE institutions for the academic year. In WUE, states include programs in which they are prepared to enroll residents of other participating states at a tuition rate equal to 150 percent of resident tuition. This discounted tuition rate represents a significant savings over nonresident tuition for students and their families. Sending states gain access to a wide variety of high quality academic programs that may not be available in the student s home state. Receiving states and institutions benefit too, as WUE helps build an enrollment base that strengthens programs, improves efficiency, and provides student diversity. All 15 WICHE states now participate as equal partners in WUE. As of 2006, California residents became eligible to apply to nearly all of the WUE schools; this was a result of the growing number of California institutions joining the WUE network. Seven California institutions now receive students from the other WICHE states through WUE. WICHE welcomes CSU Sacramento and CSU San Bernardino as our newest California partners. Also of important note, Hawaii residents seeking community college options on the mainland now have 65 two-year institutions available to them through WUE, effective for the 2008 academic year. Previously, Hawaii residents were only eligible to enroll at four-year institutions, because Hawaii s community colleges don t currently receive students through WUE.
