Executive Summary: We are in receipt of the Notification of Structural Addition with the alteration permit # 2016/02/17/9761 issued 05/26/2016 described as PROVIDE DECK AT REAR. REMODEL FAMILY ROOM INCLUDING NEW WINDOWS AND NEW SLIDING GLASS DOORS AND REMODEL KITCHEN. We are appealing construction of the deck at rear of the property due to the noncompliance with the San Francisco Building Code Slope Protection Act, Section 106A B. Overview: Landslides triggered by earthquakes historically have been a significant cause of damage. Areas that are most susceptible to earthquake-induced landslides are steep slopes in poorly cemented or highly fractured rocks, areas underlain by loose, weak soils, and areas on or adjacent to existing landslide deposits. These geologic and terrain conditions exist at the site of the proposed project. The opportunity for strong earthquake ground shaking is high in San Francisco because of the presence of numerous active faults. The combination of these factors constitutes a significant seismic hazard in the hillside areas of San Francisco including the Mount Davidson area and adjacent Edgehill Mountain. Page 1

The slope is very steep and is barely accessible. Due to the distance, configuration of the slope and heavy vegetation the Dalewood property is not easily visible from our house. Page 3

Geological conditions San Francisco s seismic landslide hazard areas include Twin Peaks, parts of the Presidio around Fort Point, Lincoln Park, the Cliff House, the University of San Francisco's Parnassus Heights campus and Mount Davidson area. The proposed project is located in the Mount Davidson area which is one of the city s landslide hazard areas; see Seismic Hazard Zones Map below. Page 4

Vegetative cover aids in preventing slope erosion. Where soil is not protected by vegetation and is exposed to elements, erosion speeds up. It is paramount to maintain vegetation cover in the landslide hazard areas. Example of slope erosion and slide. Page 5

Recent Landslide Events Casitas Ave. January 2016: A water-line break may have caused the slow slide and emergency demolition of a house on our street along the lower ridge of Mount Davidson. The San Francisco Public Utilities Commission discovered a leak from the 8-inch water main upstream from the property. The three-story home in Sherwood Forest was demolished after the city deemed it uninhabitable and a threat to homes below it. The cause is still being investigated, and officials do not know whether the break correlated with the house s drift. It is unknown how long the 8-inch water line had been leaking. Page 6

Telegraph Hill January 2012: Residents evacuated from a San Francisco apartment building at the foot of Telegraph Hill following a rockslide. Boulders tumbled down the rain-soaked hillside above Lombard Street near Winthrop Street, crushing a car and causing a partial evacuation of 220 and 240 Lombard St., the Parc Telegraph condominium complex. Edgehill Mountain event: 1997 events: The original plans called for the homes along Knockash Hill to line the base of the slope. Instead, the roadway went in at the base of the slope. As a result even with a retaining wall, there wasn't enough resistance at the base to keep the hillside stable. Heavy winter rains filled cracks between the layers of chert, causing them to fracture. Fifty yards of Edgehill Way sagged outward. The retaining wall buckled, the residence above had to be demolished. Page 8

Code Requirements - San Francisco Building Code (SFBC) Besides triggering roughly $2 million in repair work, the 1997 events led the city to change its building code to tackle topography in a more proactive way. The Slope Protection Act is now part of the San Francisco Building Code, Section 106A that addresses any activity that may increase likelihood of hillside instability. San Francisco Building Code Slope Protection Act now requires independent review of all construction projects along hillsides that are potential landslide areas. No. S-05 Geotechnical Report Requirements put a special focus is the "effect on slope stability" of the larger area. State of California Department of Conservation Division of Mines and Geology (CDMG) Seismic Hazard Zones Map for San Francisco was released November 17, In the aftermath of the 1997 events the 2000 Seismic Hazard Zone Report for the City and County of San Francisco, California by the Department of Conservation, Division of Mines and Geology was published. The proposed project is located at the bottom of a very steep slope. Based on the hazard Potential matrix, the combination of the geological material group with the steep slope indicates that the earthquake -induced landslide hazard potential for the proposed project is High. Summary: Based on the above we d like to summarize our findings as follows: 1. On steep slopes, particularly where soils contain loose rock, earthquakes can start the ground sliding from the top or even midway down, threatening unprotected houses at the bottom and damaging houses at the top of the hill. 2. The proposed DECK AT REAR of the house at the 265 DALEWOOD WY presents construction at the toe of the hill in the City defined landslide hazard area with high hazard potential. 3. Any construction in this area will disturb the vegetation cover in the landslide hazard area, will likely weaken the hill, and make it more susceptible to an earthquake-induced landslide. 4. The San Francisco Building Code Slope Protection Act requires the following: a. Reports must be prepared and signed by both licensed geologist and licensed geotechnical engineer. b. These reports must undergo an independent review by a licensed geotechnical engineer who shall verify that all geological and geotechnical issues have been considered and that appropriate slope stability mitigation strategies have been proposed to guarantee that this project will not make the hill more susceptible to an earthquake-induced landslide. Furthermore, the property Owner, the design team and the Contractor should obtain project insurance to cover potential damages to the third party resulting from the subject project. 6. Without such a guarantee by an independent reviewer and the project insurance, the proposed deck construction should not be permitted by the City; otherwise, the City will incur liability in perpetuity in the event of any future damage to the houses located near the proposed project.
