3 I. BRIEF INTRODUCTION
4 Sedimentation problems are matter of global concern the annual erosion of surface soil from global river basins amounts to 60 billion tons; 5 to 7 million ha of farmland are annually ruined about 1% of the precious storage capacity of the world's reservoirs is annually lost to deposition Economic Loss over USD 6 billion/year Establishing an international center to strengthen the research and training activities and technical co-operation in the field of erosion and sedimentation is very important.
5 Inauguration Ceremony of IRTCES (1984,China) IRTCES is the first established Category II water-related centers under auspices of UNESCO, it was established in 1984 under: Resolution of the 22nd Session of UNESCO s General Conference (1983, Paris) Agreement between the Chinese Government and UNESCO (1984) The Ministry of Water Resources is the governmental executive agency.

8 The renewed agreement reiterated the objectives and responsibilities of IRTCES, defined the relationship between IRTCES and UNESCO, and confirmed the leading role of IRTCES in the field of international research on sedimentation.
9 1. Functions of IRTCES Functions of the IRTCES are: 1. to promote the scientific research on erosion and sedimentation (including sediment transport theory, fluvial/coastal and reservoir sedimentation, sedimentation engineering, soil erosion, soil and water conservation, environmental and ecological impacts of sedimentation); 2. to provide technical advisory services and to create a mechanism for the exchange of scientific and technical information on the results of research among experts in various countries;

Functions of IRTCES (cont.) 3. to act as the Secretariat for the International Sediment Initiative, including hosting and coordinating the implementation of projects relevant to sediment, sustainable water management and water environment and ecology; 4. to coordinate international cooperative research activities and to establish laboratory and research centres in order to provide facilities for laboratory and field work for the experts from other countries; 5. to organize international training courses, symposia or workshops on special subjects and international study tour and lecturing activities.

14 4. FACILITIES AND EXPERIMENTAL BASES IRTCES possesses an Office Building The Office Building has a floor area of 4300m 2, consisting of offices, guesthouses, meeting rooms and a conference hall. The Conference Hall is equipped with advanced conference services, modern audio and video facilities and a computer management system.

18 Under the supports of the UNESCO and the Ministry of Water Resources, P. R. China, IRTCES has had many achievements, won reputation worldwide and become one of the important partners of UNESCO in China.

Organization, coordination and participation in the national program of "Sediment Research for the Three Gorges Project". Coordination and participation in the studies related to the Yellow River. Organization, coordination and participation in Research Projects of the National Science Foundation of China (NSFC). Organization, coordination and participation in Research Projects of the Ministry of Water Resources, Ministry of Science and Technology, Ministry of Finance etc.
39 DOMESTIC ACTIVITIES (CONT.) Numerical modeling of river sedimentation and channel roughness estimation. Feasibility study on flushing sedimentation by utilizing flood tides with tidal gates. Experimental study on flushing Haihe River mouth sedimentation with flood tides using tidal gates. Comparative study on the downstream erosion of the Xiangjiaba and Xiluodu dams on the Jinsha River. Evaluation of sediment reduction through soil and water conservation in the Jialing River Basin. Mechanics and mitigation of disasters induced by river sedimentation. Sediment movement by hyperconcentrated flow, debris flow, and unsteady flow. Mechanism of the development of the turbidity belt along the Bohai Bay and its effects on longshore drift of sediment and river mouth shrinkage. Sediment oxygen demand and its affecting factors. Integrated physical and ecological management of rivers. Feasibility of reducing the riverbed elevation of Tongguan. Evaluation of sediment reduction by soil and water conservation in foreign countries.
40 DOMESTIC ACTIVITIES (CONT.) IRTCES has organized over 30 domestic training courses Over 30 training courses on sedimentation, watershed management, water and soil management, and applications of new technologies, new methods, and new models have been organized.
41 DOMESTIC ACTIVITIES (CONT.) IRTCES has organized more than 50 domestic symposia, seminars and workshops with a total of 5,000 participants.
42 DOMESTIC ACTIVITIES (CONT.) SEDIMENTMEASUREMENT AND RESEARCH TEAM IRTCES has assisted the Bureau of Hydrology, the Ministry of Water Resources, in organizing the National Sediment Measurement and Research Team. THE NATIONAL INFORMATION NETWORK OF EROSION AND SEDIMENTATION The National Information Network of Erosion and Sedimentation was established in The member agents and institutions are the departments of scientific research, programming, designing, education and administration on sediment movement and watershed soil erosion. IRTCES edits periodicals and abstracts, and exchanges information provided by these member agents.
43 DOMESTIC ACTIVITIES (CONT.) CHIEN NING PRIZE FOR EROSION AND SEDIMENTATION TECHNOLOGY IRTCES awards the Chien Ning Prize to outstanding sediment researchers and engineers, and manages the Chien Ning Memorial Foundation for Erosion and Sedimentation. To 2007, 8 award ceremonies have been held, and 27 individuals and 18 technical papers have received the awards. First Qian Ning International Prize has been announced in the 10th ISRS in 2007.

45 COOPERATION IRTCES has good linkage and cooperation with many international organizations.
46 COOPERATION (cont.) INTERNATIONAL COOPERATION AGREEMENTS Since 1984, IRTCES has signed seven co-operation agreements with Yugoslavia, Pakistan, Sudan, Iran, the United States of America, India and the International Coordinating Committee on Reservoir Sedimentation. Chinese Premier Li Peng and Pakistan Premier Benazir Bhutto attending the signing ceremony of the memorandum between IRTCES and the Pakistan Commission of Water Resources (Dec.1993)
47 COOPERATION (cont.) IRTCES has sent over 400 Chinese scientists abroad for international symposia and workshops, technical study tours, and training and advanced studies. It has also gathered 150 scientists and engineers from all over the world for international lectures and consultations. IRTCES has also hosted 1400 overseas visitors.

49 WASER The WORLD ASSOCIATION FOR SEDIMENTATION AND EROSION RESEARCH( WASER), founded in 2004, is a non-governmental, nonpolitical and non-profit organization. Its objectives are to promote the study and development of the science of erosion and sedimentation interpreted in its widest sense, and to foster the application and dissemination of knowledge of sedimentation and erosion. 68 Closing remarks Sediment important issue Sediment problems are matter of global concern. It is an important component of the three major problems faced by human beings at present, namely rapid increase in population, shortage of natural resources and protection of the environment. IRTCES welcomes cooperation with other organizations, institutes and universities to jointly promote the advancement of global sustainable sediment management.
