9 SUM region is not defined exactly (due to different functional linkages) but focused on this region.

10 The urban region management Cooperation and Intermediation activating the cooperation and harmonization of the involved Lower Austrian communities and Viennese districts and the two Länder concerning regional planning matters as well as specific projects mediating controversial cross-border issues Platform of Information serving as a platform for information about topics of regional relevance organising exchange of ideas among the stakeholders with a focus on establishing an all-inclusive vision of the agglomeration Incentives and Management designing solutions for cross-border challenges together with the stakeholders to create added regional value

14 Assistance for self - help, SUM provides a basis for regional thinking and acting Intensive networking with provincial departements, regional stakeholders Like drilling hard boards permanent communication / regional kowledge management Appropriate departements / municipalities / organisations are responsible bodies for projects

Transparency between municipalities is not common practice.so SUM had to establish a special procedure VIA SUM: Procedure for Information and Coordination concerning regional relevant projects (since 2009) Database: 67 projects with regional impacts (espec. traffic) SUM is platform for presentation, discussion, Negotiation SUM is neither public authority nor referee VIA SUM can upgrade projects with regional impacts

16 New ways, new approaches. Environmental compensating measures (eg. for infrastructure projects) should be implemented in ecologically worthwhile areas Good practice example: Ökokonto in Germany

17 District Mödling / Lower Austria Traffic Capacities on the road (for motorized individual traffic) are limited. Building land reserves for more than inhabitants and working places (based on determinations of the communal land use plans) Therefore: Development in municipalities, in development areas has to be harmonized with the regional traffic capacities.

18 A sustainable structured urban region o with development axes, poly centric and complemantary facility areas o With strong centers o with moderate dynamic in the fringe and in between areas o With compact and traffic reducing settlement structures, with good quality concerning infrastruture and public transport. o To promote an ecologic and economic balanced development: Prior focus on the high potential areas
