2 Legal basis for establishing the uniformity measurement system for mass concentration of particles in the Russian Federation 1. Federal Law «On Ensuring the Traceability of Measurements» of , 102-FZ as amended in Establishes the scope of the state regulation of ensuring the uniformity of measurements. 2. Federal Law «On Sanitary and Epidemiological Well-being of the Population» of , 52-FZ as amended in Establishes the Sanitary and Epidemiological requirements for the atmospheric air and the working zone air. Maximum permissible concentrations (levels) of pollutants, including РМ10 and РМ2.5, are given in sanitary-hygienic standards. 3. Federal Law «On Protection of Atmospheric Air» of , 96-FZ as amended in Establishes requirements for maximum permissible emissions of pollutants into the air from stationary and mobile sources. 4. Large park of particle (dust) analyzers, used in the field of state regulation of ensuring the uniformity of measurements. 2

Comparisons of the State Primary Standards with the standards of the International Bureau of Weights and Measures and National Standards of foreign countries. 3. Mandatory type approval of measuring instruments. Determining of errors and calibration period. Issuing a Certificate of Type Approval of measuring instruments. 4. Well-timed calibration of measuring instruments in accordance with an approved calibration procedure. Issuing a Certificate of Calibration. 4

9 Working standards implemented in the territory of the Russian Federation Traveling Working Measurement Standard Designed for in situ calibration of particulate matter analyzers at fixed stations for air pollution monitoring, located in various cities in the Russian Federation. Reference Beta-ray Analyzer DUST-E is a part of the Traveling Working Measurement Standard complete with sampling probe and interchangeable isokinetic heads and is used for in situ calibration of tobacco dust analyzers used in stationary emission sources in the Liggett Ducat manufacture (Moscow). Measurements are performed in accordance with the certified measurement procedure. Maintained at the D. I. Mendeleev Institute for Metrology. 10 Working standards implemented in the territory of the Russian Federation Working standards for mining dust analyzers calibration Standard 1 is stored and used in the Novokuznetskyi CSM Regional Centre for Standardization and Metrology (Novokuznetsk). Used for calibration of dust analyzers exploited in coal mines. Standard 2 is maintained and used in the Research Center For Safety in the Mining Industry, VostNII (Kemerovo). Used for control the metrological characteristics of dust analyzers during their release from manufacture. Range of measurement ( ) mg/m³ Expanded uncertainty U = 10 % (k=2) Standards 1 and 2 were developed in 2012 Based on the analyzer type DUST-E 10
11 Working standards implemented in the territory of the Russian Federation Working standards for atmospheric and working zone dust analyzers calibration Standard 1 is maintained and used in Rostest Moskva - Regional Center for Standardization and Metrology (Moscow). Used for calibration of analyzers of the mass concentration of particles in the atmospheric air and working zone air. Standard 2 is in development for the Novosibirskyi CSM - Regional Center for Standardization and Metrology (Novosibirsk). New requirements for the measuring instruments of mass concentration of particulate matter in terms of expanding the measurement range, determining the fractional composition of РМ2.5 and РМ10 and other fractions: - in atmospheric air - in working zone air - in industrial emissions - in coal mines air A greater need for competitive and internationally recognized measurement results in environmental control and arbitration proceedings. 15 Proposal for new pilot comparison of national standards in the field of mass concentration measurements of aerosol particles (CCQM-PXXX) Background CCQM GAWG Strategy Document for Rolling Program Development The scope of the GAWG includes nanoparticles and aerosols in gaseous matrices. Project description It is planned to conduct the research in two stages. Within the scope of this project (the first stage), the subject of research will be an aerosol containing solid particles in the range of (0.5 5) mg/m³, which corresponds to the range of the dust concentration in the air of the working zone. At the next stage, the subject of research will be an aerosol medium, containing solid particles in the range of ( ) mg/m³. This range covers the atmospheric levels of dust concentration. In VNIIM carried out investigations within COOMET project 435/RU/08 with a view to adjusting the measurement procedure for standard aerosol analyzers in the range of (0.5 5) mg/m³ (participated: VNIIM (coordinator), VNIIFTRI, KazInMetr).
