Other footnotes: (1) OSHA generally covers only commercial strengths of chemicals; dilutions of these chemicals (except for those specifically listed as solutions) are not covered. Where the listed HHC is a solution (at or above a specified minimum concentration), the total weight of the solution is the quantity that is compared to the d. (2) EPA d 7 S for toxics are, with the exception of oleum, intended to be applied to the mass of the regulated chemical at whatever concentration it exists in the process; for example, if the dis 10,000 lbs, it pertains to 10,000 lbs of the molecules of the regulated chemical. However, see the exclusion for solutions at concentrations of < 1 wt% or with partial pressure < 10 mm Hg, per (l). he single exception to the above "rule" is oleum; since there is no "oleum molecule" the dof 10,000 lbs applies to the total amount of solution, regardless of concentration. (3) EPA has established separate ds for anhydrous ammonia and for ammonia in solutions; and for anhydrous hydrogen chloride and hydrochloric acid solutions. In each case, the dpertains to the pounds of regulated substance, not the pounds of solution. Note that the solutions are not regulated unless the concentration is equal to or greater than 20 weight percent for ammonia or 37 weight percent for hydrochloric acid. (4) Methyl chloride is the only substance for which the EPA threshold quantity is smaller than the OSHA threshold quantity. (5) he mixture exemption in (l) does not apply to this substance (6) hese substances, while not specifically listed by OSHA, would be covered by OSHA as flammables. (7) EPA increased the solution concentration cut-off from 30 to 37% in a Final ule issued 8/25/97. (8) See (2), as revised by the 1/6/98 Final ule, for EPA's handling of ds for flammable mixtures.
