The project DPO is confirmed as highly relevant. The project is on track to achieve its development objective, with considerable achievement of local level infrastructure, training of staff and local cadres, and the formation of common interest groups for livelihood activities. Over 4,230km of rural roads were paved or upgraded and 3,250m of small bridges constructed, helping the poor to gain better access to market and services. Over 9,000 ha of farmland have been irrigated leading to a reduction in the number of hunger months of the poor. Over 8,600 households now have access to improved water quality from the 126 schemes established. Project-funded O&M plans are in place to ensure these benefits are sustained. There are good examples of the innovative CIGs expanding livelihood opportunities although they still need attention to enhance their performance and sustainability. Decentralized planning under the project has been widely implemented with the substantive engagement of stakeholders and bodes well for the provinces to institutionalize the integrated planning process. Disbursement initially picked up but tailed off over the last 3 months due to the early onset of this year s rains. Disbursements are expected to pick up again over the final quarter of this calendar year when the dry season starts. As of September 30, 2013, the project had disbursed 46.5% (or US$69 million) of the IDA Credit.
