The project aims to improve access to employment skills and employment opportunities for underemployed youth in Benin. The project has four components: 1) Developing Skills through Apprenticeships; 2) Developing Small Business Skills; 3) Start-up Support; and 4) Institutional Capacity Building and Project Management. The project has two conditions of effectiveness, which are expected to be achieved before the deadline of August 10, 2014: - Recruitment of project coordinator, financial management analyst, and procurement specialist. STATUS -> The recruitment agency responsible for recruiting these three staff has been hired. The posts have been advertised and about 40 applications have been received between the three posts. - Ratification by Parliament and provision of a legal opinion by the Supreme Court on the financing agreement (Standard condition of effectiveness). STATUS -> The Council of Ministers transmitted the Financing Agreement to Parliament on April 23, 2014. The Ministry of Microfinance and Youth and Womens' Employment is following up to make sure the ratification is voted as soon as possible.
