COPERNICUS SPACE DATA OFFER FOR PUBLIC AUTHORITIES DISTRIBUTED BY ESA

The Copernicus Space Component Data Access (CSC-DA) service - financed by the EU and operated by ESA - grants National Public Authorities harmonised access to data that originates from a large fleet of Earth Observation missions, the Sentinels dedicated missions and over 40 European and international Contributing Missions. Data flow from data providers to users

Which entities qualify as Public Authority? 1 Any government or other public administration of States participating in the Copernicus Programme including public advisory bodies, at national, regional or local level; 2 Any natural or legal person performing public administrative functions under national law, including specific duties, activities or services in relation to an EU policy; 3 Any natural or legal person having public responsibilities or functions, or providing public services relating to an EU policy under the control of a body or person falling within (1) or (2), such as a contractor of a public authority; 4 Any research and academic organisation; 5 Contractors of such entities. What is the data Offer? The Data Offer for National Public Authorities is split into three data categories. 1 2 3 Sentinel Missions CORE datasets ADDITIONAL datasets Sentinel data systematically generated according to predefined acquisition and production scenario Predefined repetitive large coverages of Europe or Africa in various resolution, either Optical or Radar data Single products from various Copernicus Contributing Missions demanded on a yearly base by Copernicus Services and FP7/H2020 projects More information on the data offer is available in the Data Access Portfolio document, available at https://spacedata.copernicus.eu/web/cscda/data-offer. 1 Copernicus programme provides users with free, full and open access to Sentinel data. More information is available at https://sentinels.copernicus.eu. Access is implemented via ESA scientific data hub (https://scihub.copernicus.eu).

2 CORE Datasets. The following data collections are available (further described at https://spacedata.copernicus.eu/web/cscda/data-offer/core-datasets): Optical High Resolution (HR) Pan Europe coverages: One to two coverages of 39 European states and the French Overseas Departments. Such coverages are generated every 3 years (reference years 2006, 2009, 2012, 2015 and 2018). Acquisition windows corresponding to the vegetation season as predefined by the National Reference Centres of each country https://www. eionet.europa.eu Resolution: 10 to 25 m Dataset IDs: HR_IMAGE_2015, DWH_MG2_ CORE_01, DWH_MG2_CORE_02 DWH_MG2_CORE_01 - Optical HR Pan EU coverages 2011-2013, Antrix (2011/2012), distributed by GAF AG, provided under COPERNICUS by the European Union and ESA, all rights reserved Optical Very High Resolution (VHR) multispectral and panchromatic coverage over Europe: One coverage of 39 European states and the French Overseas Departments. Such coverages are generated every 3 years (reference years 2012, 2015 and potentially 2018) Acquisition windows only applicable as of reference year 2015, corresponding to the vegetation season as predefined by the National Reference Centres of each country https://www.eionet.europa.eu/ldaproles/?role_id=eionet-nrc Resolution: 1-4m Dataset IDs: VHR_IMAGE_2015, DWH_MG2_ CORE_03 Optical High Resolution 2 (HR2) European Multi-temporal Coverages Monthly coverage of 39 European states and the French Overseas Departments with UK-DMC2 and DEIMOS-1 missions (both 22 m), between April and October 2015. Dataset ID: EUR_HR2_MULTITEMP Optical Medium Resolution 1 (MR) (60m) European Composites Monthly coverage, from April to October, of 39 European states, as achieved by the Resourcesat contributing mission. Data were collected over three years: 2011, 2012 and 2014. Dataset IDs: MR_IMAGE_2015, DWH_MG2-3_CORE_08

Optical High Resolution 2 (HR2) Sub-Saharan coverage: One coverage of Sub-Saharan Africa in the 2011-2013 timeframe with DEIMOS-1 (22 m) mission. Dataset ID: DWH_MG2_CORE_09 Optical Low Resolution (333m and 1km) and Medium Resolution 2 (100m) worldwide coverage: daily coverage between Lat. 35 N and 75 N, and between Lat. 35 S and 56 S, and near-full coverage every five days at equator with PROBA-V mission. Data are available since December 2013. In addition, the full archive of SPOT-VEGETATION is available. Dataset IDs: MR_OPT_GLOBAL and LR_OPT_GLOBAL Optical Very High Resolution 1 and 2 (40 cm PAN & 120 cm Multispectral) Urban Atlas 2012: One coverage of 310 Functional Urban Areas (FUA) acquired mainly between February 2011 and October 2013 and completed in 2015. Optical High Resolution Urban Atlas (2006-2009): One coverage of 318 Functional Urban Areas (FUA) acquired with VHR missions (2.5 m pansharpened) between 2006 and 2009 Dataset IDs: VHR1-2_Urban_Atlas_2012, DWH_MG2b_ CORE_30 Area of Interest: The main focus of the optical coverages cover the 33 member countries of the European Environment Agency (28 European Union Member States together plus Iceland, Liechtenstein, Norway, Switzerland and Turkey) and six cooperating countries (Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Serbia as well as Kosovo under the UN Security Council Resolution 1244/99), French oversea departments and Sub-Sahara Copernicus Client - Catalogue and Download Tool Processing Levels: The HR and VHR European optical coverages are available in two processing levels: Radiometrically and geometrically system corrected (level 1A) for users having knowledge of remote sensing applications and orthorectified based on level 1A (level 3), for users with basic knowledge of GIS and remote sensing (in both Europe-wide (ETRS89-LAEA) and national coordinate reference systems). The Urban Atlas 2012 dataset is available as Ortho Ready, for users having knowledge of remote sensing applications (Radiometrically corrected and terrain corrections).

3 ADDITIONAL datasets More data at various resolution are available, both radar and optical, collected since April 2015 in response to Copernicus Services and Union financed research projects requirements and quota allocation by the European Commission on a yearly basis. For which applications? The EO products available within the above mentioned datasets may be useful for a large number of application domains, among which few examples are mentioned in the table below

In addition, the above datasets are processed by the Copernicus Services to provide value added information Products suitable for Public Authority activities. These information products are freely available through the Copernicus website (http://copernicus.eu) on the Copernicus Services dedicated webpages. What are the access and use rights? The main principles for access rights for Public Authority users are: one unified licence covering all Contributing Missions (CCMs), users and data while Sentinel data access is full, free and open right to use, alter, modify and make copies of the downloaded data right to publish the data for non-commercial purposes use of the data by Public authorities must be within the scope of an EU public task the Intellectual property on the data remains with the Contributing Mission Entities Value Added Products (containing sufficient own effort by the user) can be used and re-distributed by the user without restrictions stemming from the CSCDA licence and become the user s Intellectual property.
