The Project Coordination Team (UEC), within the Ministry of Social Affairs, including the Unite d'execution Centrale and Unites d'execution Regionales, is operational albeit with Page 1 of 5
limited staff. 2. All administrative, fiduciary, and operational manuals have been delivered to the satisfaction of IDA and are being fully utilized. 3. Quarterly operational and financial reports are available (last: Jul-Sep 2013). 4. The report of the baseline survey for impact evaluation of the project is available (April 2012). 5. A project mid-term review took place in July 2012. 6. All procurement has been completed. 7. A supervision mission took place in June 2013. At the component level: - Component 1 - Capacity Strengthening: 443 "Comites Villageois de Developpement" (CVD) and 36 "Comites Communal de Developpement" (CCD) have been created/re-activated and trained; 32 'Plans de Developpement Local' (PDL) have already been adopted. - Component 2 - Priority Response Fund (FAP): The list of sub-projects under the Priority Response Fund has been approved; feasibility and technical studies have been carried out for each of the 112 infrastructures; 60 water points, 10 health centers and 30 primary schools are being rehabilitated and/or constructed. - Component 3 - Local Development Fund (FDL): The implementation of the first 10 PDL has been contracted out to NGOs with the support of decentralized staff from the Ministry of Social Affairs. 10 schools, 12 drying yards, 13 health centers, and 12 water points will be rehabilitated and/or constructed. - Component 4 - Project Coordination, Monitoring and Evaluation: The report of the baseline survey for impact evaluation has been completed; decentralized teams of the Ministry of Social Affairs have been equipped with means of transportation (motorbikes) to facilitate access to isolated rural communities; an M and E system has been designed, from which reports are now available (last: November 2012).
