1 CON EDISON SYSTEM OPERATION DEPARTMENT PROCEDURE SUBJECT: THUNDERSTORM/STORM PROCEDURE PROCEDURE NO.: SO5-2-6 PAGES: 1 OF 10 REVISED BY: S. BUFFAMANTE APPROVED: T. HALLERAN CHIEF SYSTEM OPERATOR DATE: 5/12/ GENERAL 1.1 This procedure is a guide and provides criteria to be followed by the Senior System Operator and System Operator during a Thunderstorm, Hurricane, Tornado, or Snowstorm. 1.2 The following sources will provide information to System Operation concerning the threat of a thunderstorm Subscription Weather Service - Squall Line Forecast (advancing thunderstorms) - reported to the Central Information Group Westchester/Staten Island - Emergency Supervisors Substation or generating station personnel Neighboring utility personnel The CIG Information Supervisor shall follow-up on all reports of thunder and lightning by contacting the Subscription Weather Service. The Service will determine the tracking, in time and direction, of the approaching storm. 1.3 The CIG Information Supervisor will make a hard copy of the SOCCS New York Power Pool "Last Hour Display" (Pages 1 through 4) one hour after the Thunderstorm Watch is terminated. 1.4 The Senior System Operator will complete the Thunderstorm

2 Watch Report form (both pages) and attach a copy of the last hour display. Completed forms are to be submitted to the Chief System Operator and Section Manager of Marketing for historical reference.

3 SUBJECT: THUNDERSTORM WATCH PROCEDURE NO.: SO5-2-6 PAGES: 2 OF DEFINITIONS 2.1 A Thunderstorm Watch is when thunder and lightning storms, tornadoes are within one hour of and approaching the Con Edison System or wet heavy snow with high winds are affecting any overhead transmission corridor. Any one source designated in paragraph 1.2 shall be considered justification by the Senior System Operator to institute a Thunderstorm Watch. 2.2 A Hurricane Watch is when a Hurricane Warning is issued for a hurricane with winds in excess of 87 knots (approximately 100 mph) within 500 nautical miles (approximately 575 statute miles) of the Indian Point facility. 2.3 Major Transmission Facilities: All 345Kv overhead and underground lines/cables. 2.4 Major 345Kv transmission substations: In-City Farragut, Rainey, West 49th Street, East 13th Street, Goethals, Fresh Kills. Northern Area East Fishkill, Pleasantville, Ramapo, Buchanan, Pleasant Valley, Millwood West, Dunwoodie, Sprainbrook, West 49th Street, Rainey. 2.5 Major 138KV Generation Output Facilities: o Astoria Complex (Astoria East, Astoria West, North Queens Substations) o Gowanus Substation (Gowanus Gas Turbine Barges) o Greenwood Substation (Narrows Gas Turbine Barges) 3.0 THUNDERSTORM WATCH CRITERIA 3.1 A Thunderstorm Watch shall be initiated by the Senior System Operator when thunder and lightning storm or tornado

4 activity is reported within one hour of and tracking toward the Con Edison service territory. 3.2 Category I Thunderstorm Watch - A thunderstorm or tornado activity which effects or is forecasted to effect

5 SUBJECT: THUNDERSTORM WATCH PROCEDURE NO.: SO5-2-6 PAGES: 3 OF 10 the entire or a major portion of the Con Edison service area due to a major squall line or widespread severe weather. All major 345Kv transmission facilities which are out of service for scheduled work and are available shall be recalled. All major 345Kv transmission substations listed in section 2.5 shall be staffed The Astoria complex which receives the output of Astoria units 3 through 5, as well as, the Astoria Gas turbines shall be staffed. Gowanus and/or Greenwood substations shall be staffed, only if, gas turbines are on line or expected on line. 3.3 Category II Thunderstorm Watch - A thunderstorm or tornado activity which effects or is forecasted to effect an isolated portion of the Con Edison service area, such as, the Pleasant Valley area, Queens area or Staten Island area due to local storm activity. Only those major 345Kv transmission facilities which are out of service for scheduled work and are available, and are located in or directly supply the effected area shall be recalled. Only those major 345Kv substations which are located in the effected area shall be staffed The Astoria complex shall be staffed only if it is located within the effected area. Gowanus and/or Greenwood substations shall be staffed, only if, gas turbines are on line or expected on line In general, most local thunderstorm or tornado activity effects either the northern area or the in-city area of the Con Edison service territory. Therefore most Category II Thunderstorm Watches will only require the staffing of either the "In City" or "Northern Area" Major 345Kv transmission substations as outlined in section When "light single - celled" thunderstorm activity is forecasted, the Senior System Operator may declare a Category II Thunderstorm Watch without recalling any major 345Kv equipment or staffing any 345Kv substations if in his/her judgement the exposure to lightning

6 strikes and the duration of storm activity is minimal.

7 SUBJECT: THUNDERSTORM WATCH PROCEDURE NO.: SO5-2-6 PAGES: 4 OF Six Lines South Of Millwood: There are two transmission right of ways that run parallel for 4300 feet south of the Millwood station where double circuit towers associated with feeders Y86/Y87, W85/W82 and W99/W93 are in close proximity. When a tornado activity is forecasted to effect this transmission corridor or there is reported solar magnetic disturbances or forest fires a Category II Thunderstorm Watch is to be declared The "All Lines South Of Millwood" DC Contingency case shall be initiated System adjustments are to be made to limit the cable interface flow to HURRICANE WATCH CRITERIA 4.1 If Hurricane Warnings are issued as specified in 2.3 then a Hurricane Watch is in effect. Appropriate action shall be taken by Indian Point personnel to ensure that plant is in a Cold Shutdown condition prior to the arrival on site of a hurricane with winds in excess of 87 knots. 4.2 All operating criteria that is followed during a Thunderstorm Watch will also be followed when a Hurricane Watch has been declared. 5.0 PROCEDURE 5.1 The Senior System Operator shall be responsible to initiate and terminate a Thunderstorm or Hurricane Watch and, after consulting the weather services "Squall Line Forecast", shall designate the Thunderstorm Watch as either Category I or Category II. The Senior System Operator shall also be responsible to coordinate all storm related activities at the Energy Control Center. 5.2 Per section 2.0, those major 345Kv transmission facilities which are out of service and available shall be recalled by the System Operator, and likewise, the major 345Kv transmission substations effected shall be staffed by the Central Substation Department.

8 5.3 The System Operator shall request the Orange and Rockland System Operator to staff the Ladentown Substation only if O&R supervisory control is out of service.

9 SUBJECT: THUNDERSTORM WATCH PROCEDURE NO.: SO5-2-6 PAGES: 5 OF In general, the remaining 345Kv and all 138Kv facilities which are out of service for scheduled work shall remain out of service. However, selected facilities can be recalled if in the judgement of the Senior System Operator system or load pocket security will be jeopardized. 5.5 Major maintenance and construction project shall not be terminated since the equipment can not readily be returned to service. 5.6 All live line work and in service relay testing shall continue except on the major transmission facilities which are located in or directly supply the effected area. Reclosure equipment shall be restored for those facilities on which in service work has been terminated. 5.7 The Senior System Operator shall terminate the Thunderstorm or Hurricane Watch when storm activity no longer threatens the service territory and an "All Clear" is received from the Subscription Weather Service. 6.0 NOTIFICATIONS 6.1 The CIG will notify the following as soon as a Thunderstorm Watch is initiated or terminated. o Central Substations Operations Center o Steam and Gas Dispatchers o All Gas Turbine Sites o All Generating Stations Upon notification from CIG of a Thunderstorm Watch, the Central Substation Operations Center Shift Manager shall assign operating personnel to staff only the effected major 345Kv transmission substations as outlined in section The System Operator will notify the following as soon as a Thunderstorm Watch is initiated or terminated. o The New York Power Pool Senior Pool Dispatcher o The Orange and Rockland System Operator

10 o The Public Service Electric and Gas System Operator 6.3 The Transmission Operator will notify all District Operators as soon as a Thunderstorm Watch is initiated or terminated.

11 SUBJECT: THUNDERSTORM WATCH PROCEDURE NO.: SO5-2-6 PAGES: 6 OF Once the Thunderstorm Watch has been established the CIG will contact Subscription Weather Services hourly to ascertain the thunderstorm status. The CIG will notify the SSO when the thunderstorm has passed and no new thunderstorms are approaching. 6.5 If during a Thunderstorm Watch it is determined that voltage reduction or load shedding will be required, the SSO will insure that the CIG notifies required agencies (as outlined in SOP CG2-2, Procedure for Special Notification to the NYC Police Department of Possible Load Interruptions). 6.6 The CIG will notify the appropriate agencies (in accordance with SOP SO5-14, Procedure for Action when Operating Reserve is Authorized to be Below Required Levels) if voltage reduction or load shedding is actually implemented. 6.7 For a Hurricane Watch, the CIG Information Supervisor will use the Computerized Notification System (CNS) to make the notifications listed below using the following CNS scenarios from the Miscellaneous Notification Menu: Scenario #622 - Hurricane Warning Scenario #623 - Hurricane Termination NOTE: If the CNS is out of service or is not operational, the CIG Information Supervisor shall make the notifications listed below immediately. The following individuals will be notified for the various classifications of hurricanes: Senior Watch Supervisor at Indian Point (914) All Operators at the E.C.C. via direct lines Public Information ( , ) Customer Service Electric Control Centers (#9's) (Direct Lines).

13 SUBJECT: THUNDERSTORM WATCH PROCEDURE NO.: SO5-2-6 PAGES: 7 OF 10 The CIG shall notify the individuals listed in 5.7 whenever Hurricane Warnings are issued for the mid-atlantic coastal area of the United States or as far north as New Haven, Connecticut. The mid-atlantic area extends north of Georgia. 7.0 OPERATING CRITERIA DURING A THUNDERSTORM WATCH 7.1 Immediately upon the initiation of a Category I or Category II Thunderstorm Watch, the System Operator shall enable the "Thunderwatch" multiple contingency cases on the SOCCS DC Contingency Analysis program and shall monitor the "DC MW Contingency Alarm Summary" for the duration of the Thunderstorm Watch. If the SOCCS computer is out of service, procedures as specified in SOP SO5-18 for activities of "Emergency Energy Control Center Computer System" shall be followed. 7.2 The first contingency, a single circuit loss, will be assumed to exist, such as the loss of feeders F38/Y86/W Con Edison will operate to sustain the loss of two 345kV circuits on any single tower structure in addition to the assumed first contingency. For Example: If W93/W79, and transformer 2N at Eastview are the assumed loss; then W97 and W98 may be the next loss. 7.4 Immediately upon the institution of a Thunderstorm Watch adjustments will be made (to the extent possible without voltage reduction or load shedding) to the Con Edison system so that no potential Thunderstorm Watch contingency will result in a Con Edison facility exceeding its LTE (Long Time Emergency) rating. Overhead lines and interutility tie lines can be loaded on a post-contingency basis up to the LTE rating only. 7.5 In-city underground cables can be loaded on a postcontingency basis up to the STE (Short Time Emergency) rating, provided there is sufficient reserve on phase angle

14 controlled feeders to reduce the post-contingency loading to the LTE rating within 15 minutes, without causing any other facilities to exceed their LTE rating. Pre-contingency loading of all underground cables shall not exceed normal rating.

15 SUBJECT: THUNDERSTORM WATCH PROCEDURE NO.: SO5-2-6 PAGES: 8 OF ADJUSTMENTS TO BE MADE IF THUNDERSTORM WATCH POST CONTINGENCY LTE IS EXCEEDED AS DEFINED IN SECTION All wheels to PJM and NEPEX will be terminated to the extent no voltage reductions are required on those systems. 8.2 Bring all units to sustained rating (except any unit limited by silica). 8.3 Place gas turbines in service at base load. 8.4 Transfer steam load to Steam-only Sendout Stations where possible. Reduce steam sendout in Electric Stations as required to increase in-city electric generation. Minimum steam pressure requirements should be maintained. 8.5 Purchase economy or emergency energy from LILCO. 8.6 Request Group II stations to exceed sustained rating to maximum without making smoke. 8.7 Increase loading of gas turbines to peak rating. 8.8 Disregard silica limitations on any units applicable. 8.9 Bring Group I stations to maximum ratings Terminate the NYPA to LILCO Muni wheel Terminate LILCO firm wheels to the extent no voltage reductions are required on the LILCO system. 9.0 CONTINGENCIES OCCUR, AND THE LONG TIME EMERGENCY (LTE) OR SHORT TIME EMERGENCY (STE) RATINGS ARE EXCEEDED Proceed to implement the Emergency procedures as detailed in SOP SO5-12, "Guide For Action In A Major Emergency," Paragraph 6.0.
