1 Hurricane Matthew Status of Operations 6:00 PM October 9, 2016 Statewide Summary All interstates are open today. Districts are actively responding to remove downed trees and debris from roads. SCDOT and contract signal crews are working to repair traffic signal systems. SCDOT Bridge Inspectors are also working to assess conditions such as scour and support structures for damage. Complete road condition assessments will continue and work assignments are being completed for upstate crew deployments. At least 50 maintenance crews from the upstate and midlands are available to assist Districts 5 and 6 with road clearing. The drawbridges on the Intercoastal Waterway in Charleston are available to open to marine traffic. The drawbridges in Horry and Beaufort do not have power yet. The ramps on Exit 22 and Exit 33 on I-95 are now open. Due to ongoing flooding and areas that have not been assessed, motorists are urged to travel with extreme caution until waters recede and roads are cleared. Conditions are still hazardous with the possibility of trees, debris, and lines blocking roads. Power outages are widespread especially from the hardest hit areas. 1,356 Maintenance Employees Working in Response to Matthew 373 / 38 / Bridge Closures Due to Matthew - as of 6 PM. Some road closures have yet to be identified, some will close as water rises Engineering District 1 (Kershaw, Lee, Lexington, Richland, and Sumter Counties) 210 Employees actively working. 68 s closed due to flooding and trees from Hurricane Matthew. 855-GO-SCDOT ( )

2 Conditions: Weather conditions are sunny and breezy. s are mostly dry but still water in some locations. Staffing: 210 employees actively working. Designated District staff are on duty but expecting to end 12-hour shifts on Sunday and return to normal operations on Monday. Crews are working in Lee County and Sumter County clearing roads, with crews from other counties assisting. The District Bridge Inspection Team is inspecting bridges in Kershaw, Lee, and Sumter counties. Signal crews are checking signals in Sumter and making repairs and adjustments as needed. We do not expect any crews to be working Sunday night unless on-call crews need to respond. 18 Maintenance crews are prepped, the Bridge Inspection Team, and 6 signal techs have been identified and are ready to provide assistance to Coastal areas. The 8 two-person teams have been identified and briefed for Wave-1 duties, their deployment has been canceled. Closures: 68 road closures caused by this storm event at this time. Some roads remaining that are closed by trees have power lines in them and require utility company coordination. 2 Evacuation routes in Sumter County are still partially closed because of trees, US 76 and SC 261. Both of these routes are passable. We expect US 76 to be completely passable this evening. SC 261 will require more clearing tomorrow. Engineering District 2 (Abbeville, Anderson, Edgefield, Greenwood, Laurens, McCormick, Newberry, and Saluda Counties) We have 10 Maint. crews From D2 working in District 6. 3 crews are working in Beaufort, 2 crews are working in Jasper, 2 crews are working in Dorchester and 3 crews are working in Colleton for a total of 55 employees. We also have our 4 Bridge Inspectors in District 6 inspecting bridges. All Counties in District 2 are on On-Call Status at this time. Conditions: Pt. Cloudy with light winds Staffing: All counties on On-call Status in District 2. We have 14 Maint. crews in the district ready to deploy if necessary for hurricane assistance. We have 4-2 man teams on standby to deploy as Preliminary Damage Identification Teams where needed. District Signal crew is on standby ready to deploy if needed. Closures: There is one road closures in District 2 on S in Saluda County on a dirt road with a small washout at a crossline pipe at this time related to Hurricane Mathew. Engineering District 3 (Greenville, Oconee, Pickens, and Spartanburg Counties) District 3 is currently at normal operations and continues to monitor the forecast. Plans have been made to provide 53 assistance crews to the coastal counties after the storm, if necessary. These districts are preparing equipment for possible recovery assistance along the coast. Crew and equipment assignments for initial response as well as a second group of crews to relieve the initial response team have been established. District Signal Crews have inventoried available traffic signal material and preparing to deploy for post storm inspections and repairs of traffic signals as necessary. Conditions: Conditions are normal. Staffing: All counties are at normal operations with on-call crews handling issues as normal. 3 Engineering District 4 (Cherokee, Chester, Chesterfield, Fairfield, Lancaster, Union, and York Counties) Chesterfield and Fairfield county on-call crews have been monitoring closure locations throughout the day for possible reopening. In addition, Chesterfield County personnel have been clearing vegetation debris from shoulders associated with yesterday s roadway clearing activities. Most of Chesterfield County (including Chesterfield Maintenance Facility, and Cheraw and Pageland Section Sheds) is without power. District Bridge Inspectors have been deployed to Marion, Dillon and Marlboro counties. SHEP personnel (3 total) have been deployed to assist in I-26 and I-95 operations. All other deployment crews are prepared to depart for District 5 to assist in clearing roadways when needed. Cherokee, Chester, Lancaster, Union and York counties have returned to normal operations. Conditions: Clear and sunny in all counties. Staffing: On-call personnel will continue monitoring closure locations and clear shoulders as needed in Chesterfield and Fairfield Counties during daylight hours. No County or District operations, nor staffing, are planned for nighttime hours. All county and district personnel will report at normal work hours tomorrow (Oct. 10) unless deployed to District 5. Closures: Currently, there is one closure in Fairfield County (due to fallen trees entangled in powerlines) and six closures in Chesterfield County (four due to fallen trees entangled in powerlines; two due to flooding). Fairfield County closure could be reopened during the next 24-hour period. The prospect of Chesterfield County closures reopening within the next 24-hour period is slim due to widespread power issues and downstream flow within the Pee Dee basin. Engineering District 5 (Darlington, Dillon, Florence, Georgetown, Horry, Marion, Marlboro, and Williamsburg Counties) Maintenance Units in District 5 are involved in first push operations on evacuation routes, primary routes, and routes to hospitals and nursing homes. At this time, many downed trees are entangled in power lines and many routes remain flooded. Construction personnel are performing initial assessments of evacuation and other high priority routes for damages and obstructions. The Signal Shop is assessing traffic signal damages. Conditions: Many roads remain impassable or partially open due to flooding and downed trees. We are monitoring 2 dams that may fail due to the heavy rainfall from Hurricane Matthew. The first is Lake Oakdale in Florence County located upstream of I-95, and the other dam is adjacent to US-501 near Rains in Marion County. Staffing: The District Office and all counties are operating on 12-hour shifts. At this time, there are 337 maintenance employees and 45 construction employees engaged in storm response activities. Closures: Rainfall and winds from Hurricane Matthew has resulted in 98 road closures in District 5 so far. Engineering District 6 (Beaufort, Berkeley, Charleston, Colleton, Dorchester, and Jasper Counties) All crews in district 6 are performing assessments and recovery efforts across the district. Signal crews are working to get all signals operational as power is restored. Crews are putting forth maximum effort to complete as much work as possible during the remaining daylight hours. Conditions: Conditions are normal. Staffing: There are currently 340 District 6 staff working the recovery. 4 Closures: There are currently 185 reported road closures in District 6 due to Hurricane Matthew. The Talmadge Bridge into Jasper County from Georgia is open, but Georgia is not scheduled to open at the state line until 5 PM. The National Guard has mobilized on Edisto Island to remove the sand covering the roadway due to the storm surge. Areas in Jasper that are currently being assessed for the first time have considerable debris in the roadways. Engineering District 7 (Aiken, Allendale, Bamberg, Barnwell, Calhoun, Clarendon, Hampton, and Orangeburg Counties) District 7 interstate routes are clear. All District 7 evacuation routes are cleared except for the following: 1) SC-3 in Allendale County due to down trees with power 2) US-176 in Orangeburg (Holly Hill) due to flooding issues and down trees. 3) US 176 West Bound Lane in Calhoun County is closed due to trees down entangled with power US 176 traffic is very heavy. All other routes were assessed today. Crews are out clearing trees, debris, and assessing infrastructure damage. Conditions: Currently conditions are clear. Staffing: 351 employees actively working. Sunday shifts (for Maintenance units and District 7 staff) are from 7 am to 7pm and skeleton crews from 7 pm to 7 am. Closures: 11 road closures due to Hurricane Matthew at this time. Traffic Management Center The State Traffic Management Center is staffed and operational 24 hours a day. Regional Traffic Management Centers are also operational in Greenville and Rock Hill. The State Highway Emergency Patrol (SHEP) is operating state wide, where safe conditions allow, with additional units deployed to the coastal region. Customer Service Center The call center continues to operate on rotating shifts 24/7. Today has been the busiest day yet, with 4,583 calls received between midnight and 4:30 PM. Other Modes of Transportation Freight: CSX Reported a derailment in the town of Wallace in Marlboro County. Location is S-263 and S-177. There are 2 locomotives overturned. There are 2 hopper cars overturned and in Husband s Creek. No injuries reported. The track should be clear and completely open by No other trains are being impacted. Plan is to minimize rail operations beginning Friday through the weekend. R.J. Norman Will be deactivated until after the storm and no employees will be working. 5 HXD (Hilton Head Island) (no changes noted) Landslide access and power issues. Airport currently closed. However, once FBO staff are able to get to the airport, they can reopen the facility. Even without power, fuel will be available from fuel trucks when the airport reopens. MYR (Myrtle Beach) Airport is open. Runways, Taxiways, and Aprons are clear. FAA Facilities without power / not operating. Tower Closed. ILS Out of Service. Fueling Operations Fully Operational (Jet A/ AvGas). Airlines are operating on a modified schedule. Restaurants / Concessionaries are operating on a modified schedule. Rental Car Companies are Open. Damage assessments are ongoing. HYW (Conway) Airport is OPEN. Runway, Taxiways, and Aprons are clear. No Power to Airfield Lights. No Power to Fueling Operations - Fueling Operations Suspended Until Power Restored. (Jet A / AvGas Self Service is available once power is restored). Minor Damage to a Community Hangar. Damage assessments ongoing. NDB is partially submerged in water.
