2 Introduction The development of climate services, enabling nations to better manage the risks of climate variability and change, is dependent on the availability of long term high quality observations on a regional scale. These observations are needed for monitoring, assessments and projections of climate change. The development of these services should be based on available observational data and the requirements of users and stakeholders, which are provided through a continuous dialogue. The development of these kinds of services for the ASEAN region is the red thread in the implementation of the bilateral cooperation of the Indonesian National Agency for Meteorology, Climatology and Geophysics, BMKG, and the Royal Netherlands Meteorological Institute, KNMI, that stems from early 1999 by the signing of a MoU. The scope of the cooperation is serving the greater ASEAN region and is based on three building blocks being: 1. Data Rescue; more specifically addressed by the project Digitization of Historical Data (Digitisasi Data Historis, DiDaH), 2. Disclosure of climate data, climate data management, analysis and climate services addressed by the implementation of the Southeast Asian Climate Assessment and Dataset (SACA&D) 3. Capacity building, addressed by trainings, workshops and conferences. Conference and workshop The International ASEAN SACA&D Conference and Workshop 2014 (IASCW-2014) with theme Past, Present and Future; a display of climate science and services in South East Asia aims to expose the results of and to support the collaboration in the ASEAN region. IACSW is a sequel on the DiDaH and ETCCDI workshop on exploring changes in temperature and precipitation extreme indices for Indonesia, December 2009, and the international workshop on the digitization of historical data, the new SACA&D database and climate analysis in the ASEAN region, April All conferences took place in the BMKG Training Center in Citeko, Bogor, Indonesia. ISCW-2014 will be co-organized by BMKG and KNMI and is supported by ACRE SEA, JCP and WMO and will be face to face with the ACRE SEA conference (Kuala Lumpur, May 2014). Aims of IASCW-2014 The aims of the conference / workshop follow the scope of the cooperation in the ASEAN region and can be summarized as: 1. Establish a dialogue with providers, users and stakeholders on requirements wrt climate applications and research supporting adaptation and mitigation strategies. 2. Foster a regional collaboration, participation and capacity building especially on: - Climate data recovery and data rescue, - Processing, archiving and interpretation of climate data, - Producing climate assessments based on station climate data. 3. Offer a hands-on training on the use of SACA&D in developing climate services. 4. Produce a report such that the findings from the workshop can be disseminated and the visibility of the work will be raised. IASCW-2014 pp2
3 Expected contributions from the participants All ASEAN NMHS s will be invited to present an overview on actual and future contributions to SACA&D, being: 1) additional national climate data sets (inclusive metadata), 2) an overview of ongoing and planned data rescue activities that will lead to the extension of the datasets (length, elements, geographical density, and quality). Next the participants are invited to introduce a (potential) use(r) of the services, provided by the NMHS s with the help of SACA&D, e.g., for food security or water management, or for research to improve their understanding and projections of the (changing) climate in the region. Other invited speakers to the workshop will be from supporting bodies (ACRE, JCP, WMO), Universities and GTI s in the ASEAN region and representatives from Indonesian and (semi) governmental organisations. Oral presentations and posters as well are welcome. Programme components Conference and workshop will consist of presentations, discussions and trainings, divided into the following components: 1. Opening 2. Global and regional studies and initiatives in climate data rescue, management and services 3. The Southeast Asian Climate Assessment and Dataset. Past, Present and Future studies 4. Contributions of present and future ASEAN partners of SACA&D 5. Hands-on training on the use of SACA&D in developing climate services 6. Discussion on outcomes of the conference Publication of proceedings The proceedings of IASCW-2014, including the presentations and papers from speakers will be published soon after the event. Therefore all the ASEAN country nominees are required to submit the extended abstracts (max 1 page A4) of their presentations along with completed nomination forms. However, the nominees finally selected to attend the International Workshop will be required to submit the full manuscript at least 15 days before the commencement of the event. Venue IASCW-2014 will be held at the BMKG Regional Training Centre at Citeko, Bogor, a small village in West Java. The distance of Bogor to Jakarta Capital city is about 47 miles or 75 km. It takes about 4 hours by bus. The temperature during IASCW-2014 is likely to be around o C, and more than 85% in average of relative humidity. The electricity supply is the standard national of Indonesia electricity 220 volt and frequency Hz. The local standard time is 7 hours ahead of GMT. Citeko IASCW-2014 pp3
4 The exchange rate of Indonesia currency is presently approximately IDR to a US dollar. Taxis are metered and cost around IDR from the Soekarno-Hatta Jakarta International Airport to the City, road toll may be added to the fare. Departure tax at the airport is IDR Financial arrangement for travel and lodging Air transport for invited participants from ASEAN countries, will be refunded on the basis of economy class lowest fare. Local transport, meal and lodging for all participants will be beared by the organizers for the period of 19 to 24 May 2014 only i.e. commencing from one day before the event and for additional day after its conclusion. The participants will have to make their own arrangement of stay beyond these days and therefore they are requested to arrange their flight schedules accordingly. Note: 1. Individual participants or their governments / institutions will be required to bear the following costs : - All expenses in the home country incidental to travel abroad, including expenditure for the passport and visa, required medical examinations and miscellaneous expense such as internal travel to / from the Airport of departure in the home country. - Salary and other related allowances for the participants during the conference/workshop. - Cost of medical insurance to cover the period of their participation in the conference/workshop in Indonesia. 2. The organizers will not assume responsibility for the following expenditure in connection with the participants attendance in the conference/workshop: - Insurance, medical bills or hospitalization fees - Compensation in the event of death, disability or illness of participants. - Loss of personal belongings or compensations for damage caused by climatic or other conditions. - Travel or other costs incurred by the dependents accompanying the participants. Immigration & health insurance - Participants of the conference/workshop should have valid visa for entry into Indonesia. The Indonesia Embassy located in the country of the participants should be approached for obtaining an entry visa if required, BMKG will facilitate the assurance of visa by providing the participants with an official letter of invitation. - All participants must be insured before arrival in Indonesia. Submission of nominations All the participants from ASEAN countries, and speakers are required to submit their nomination form directly to BMKG and KNMI as early as possible but latest by three weeks before the start of the conference/workshop. The form should be completed in all respects and no column should be left blank, which would disqualify the applicant from selection. It should also contain an extended abstract (max 1 page A4) of the presentation to be made. IASCW-2014 pp4

ICA&D combines and extends the work of WMO s Expert Team on Climate Change Detection and Indices (ETCCDI) and WMO s Task Team on Data Rescue (TT-DARE). The concept is adopted by the World Meteorological Congress (2012) in the Implementation plan of the Global Framework for Climate Services (GFCS) and a good collaboration has been established with ACRE, because of the mutual interest in data rescue. ICA&D integrates disclosure and dissemination of basic climate data and information on regional climate. This includes climate variability, current and past trends, historical context of significant events, and assessments of climate variability and change. Climate station data, with regular updates, are processed in an automated way to provide useful information such as IASCW-2014 pp5
6 adaptation relevant indices for drought, flooding, heat waves, etc. Trend maps, anomalies and (extreme) event statistics are included. Web users are able to access this derived climate information to help them in their decision making process, e.g. to support disaster risk reduction or food security issues SACA&D is the implementation of the ICA&D concept in the SE Asian region. It is hosted by BMKG, the Meteorological Service of the Republic of Indonesia, in good collaboration with its partner countries. Future developments of SACA&D are foreseen in collaboration with WMO and with the Indonesian-Dutch Joint Cooperation Programme (JCP). Data Rescue - DiDaH Data Rescue is the ongoing process of preserving all data at risk of being lost due to deterioration of the medium and digitizing of current and past data into computer compatible form for easy access. Data Rescue is considered as a high priority within WMO Programs as it is is critically important to ensure that future generations of scientists and other data users have access to all the information necessary for their studies and projects. The DiDaH data rescue project focused on the digitization of historical climate data from the Indonesian region for the period Since the beginning of the project millions of handwritten and printed historical weather and climate observations have been digitized. These rescued data combined with already available data will be added to the SACA&D system. For data rescue activities in the greater ASEAN region cooperation is established with ACRE SE Asia. About BMKG The Indonesian Agency for Meteorology, Climatology and Geophysics (BMKG) is the Non- Ministerial Indonesian Government Institution which is under and directly responsible to the President of the Republic of Indonesia. BMKG s missions, as stipulated in the Republic of Indonesia Meteorological Climatological and Geophysical Act No. 31/ 2009, are performing observations in meteorology, climatology, air quality, and geophysical fields of Indonesia, including the understanding of those phenomena, and providing accurate and reliable data and information services in meteorology, climatology, air quality, and geophysical characteristics of Indonesia. BMKG plays an active role at the international level by being a member of the World Meteorological Organization. About KNMI The Royal Netherlands Meteorological Institute (KNMI) is the national research and information centre for weather and climate change in the Netherlands. KNMI has a long-standing tradition in operational and scientific activities. Operations include weather forecasts and alerts, data dissemination, and climate change services in support of national adaptation. The international field of operation of KNMI includes participation in and leading of a large number of European research consortia (covering operational meteorology, climate change, and satellite programs), capacity building by training courses and bilateral cooperation programs with for instance Indonesian counterparts, and operational weather and climate services. KNMI hosts the WMO regional climate centre node on data for Europe (ECA&D) and provides the programme manager of the EUMETNET Climate Capability in which 25 European Meteorological Services collaborate. 7 About ACRE-Southeast Asia The primary goal of this regional foci is to build both capabilities and capacities within Southeast Asian institutions, agencies and National Meteorological Services to improve and extend historical instrumental, documentary and palaeo databases of SE Asian weather/climate, in order to contribute to the generation of high-quality, high-resolution historical weather reconstructions (reanalyses). These new baselines will allow scientists and policy makers across the region to address weather/climate extremes, impacts and risks in ways and over time spans not previously possible. These aims will be achieved by establishing a regional arm of the international Atmospheric Circulation Reconstructions over the Earth (ACRE) initiative: ACRE Southeast Asia to serve as a body to facilitate the search for, and recovery of, historic weather observations in the region. About JCP The objective of the Joint Cooperation Programme is to carry out a long-term knowledge sharing and capacity building program between the institutes included in the JCP partnership agreements BMKG, PusAir, BIG, BPPT, Balitbangtan, Deltares, KNMI, ITC and Alterra. The ultimate aim is to increase the state of the art of the knowledge base of all the institutes involved and to strengthen the capacity in Indonesia to plan, develop and manage their (marine and fresh) water resource systems. About WMO The World Meteorological Organization (WMO) is a specialized agency of the United Nations. It is the UN system's authoritative voice on the state and behaviour of the Earth's atmosphere, its interaction with the oceans, the climate it produces and the resulting distribution of water resources. WMO has a membership of 191 Member States and Territories (as of 1 January 2014). It originated from the International Meteorological Organization (IMO), which was founded in Established in 1950, WMO became the specialized agency of the United Nations in 1951 for meteorology (weather and climate), operational hydrology and related geophysical sciences. As weather, climate and the water cycle know no national boundaries, international cooperation at a global scale is essential for the development of meteorology and operational hydrology as well as to reap the benefits from their application.
