3 SOUTH DAKOTA SNOW QUEEN FESTIVAL FANTASY AND WONDER SURROUNDS SNOW AND ICE The South Dakota Snow Queen Festival, the largest winter festival in South Dakota, is celebrating its 67th year in The Festival began in November, 1946, when the Aberdeen Jaycees accepted a request from the St. Paul Winter Carnival to bring a Queen of the Snows to the Winter Carnival. The first festival was very local, with contestants coming from towns only a few miles from the Hub City. The Festival is no longer a local event. It now involves more than 800 queen contestants from over 30 communities in the state. Some of the local contests have as many as 20 contestants. Since the first celebrity came to the Snow Queen Festival 67 years ago, the list has grown to include famous names such as Tex Ritter, Myron Floren, Guy and Ralna, and Tom Netherton from the Lawrence Welk Show; Ronnie McDowell; Williams & Ree; and Dan Seals. Miss America 1949, Beebe Shoppe, appeared as the Festival s headliner in Frosty the Mystery Snowman and the Guards also help promote the Festival. The Guards are made up of the immediate past three Festival Chairpersons and Past Committee members. Frosty is an individual, chosen by the Guards, who is known for his or her outstanding service to the Aberdeen community and South Dakota Snow Queen. Frosty s identity remains a secret until the Snow Queen Coronation, where he or she is unveiled by the reigning Snow Queen. Clues about Frosty s identity are given through the media. The person who guesses Frosty s identity is awarded a cash prize. Each year the South Dakota Snow Queen receives a $1000 wardrobe; expense paid trips to the Festivals and Events that the Board of Directors choose to attend, scholarships for college; an 11 X 14 colored portrait; and her crown. 4 CHECKLIST FOR SPONSORING ORGANIZATIONS To facilitate your planning, we suggest you use the following checklist: EARLY PLANNING Complete LOCAL SNOW QUEEN CONTEST INFORMATION SHEET and return to South Dakota Snow Queen Festival by October 6, 2012, to the name and address on front cover. Complete ORIGINAL LOCAL SPONSOR CONTRACT. Make and keep a copy for yourself. Mail the original form, along with your registration fee(s), to the South Dakota Snow Queen Festival by October 20, Sign ORIGINAL LOCAL SPONSOR S SUPPLEMENTAL CONTACT and keep this for your records, should the need arise. Make appropriate number of copies of the SNOW QUEEN APPLICATION FORM and PERSONAL RESUME FORM for Snow Queen candidates and JUNIOR SNOW QUEEN APPLICATION FORM and PERSONAL RESUME FORM for junior candidates. (Keep the original Sponsor s Guide intact for future use.) Meet with potential Snow Queen and/or Junior Snow Queen candidates. o o Give Snow Queen candidates the following forms: SNOW QUEEN APPLICATION FORM SNOW QUEEN CANDIDATE PERSONAL RESUME PHOTO RELEASE FORM Give Junior Snow Queen candidates the following forms: JUNIOR SNOW QUEEN APPLICATION FORM JUNIOR SNOW QUEEN CANDIDATE PERSONAL RESUME PHOTO RELEASE FORM Give the following instructions to the Snow Queen and/or Junior Snow Queen candidates: 1. All resumes MUST be typewritten or the candidate may use a computer to prepare the resume, the same format must be used. 2. All candidates must have a color photograph and PHOTO RELEASE FORM ready to be sent to the South Dakota Snow Queen Festival immediately after the local contest. This photograph must be a HEAD AND SHOULDER SHOT WITH PLAIN, LIGHT BACKGROUND. The candidate should be in regular dress, not in costume or crown. Wallet size, senior pictures are preferred for Snow Queen candidates. School pictures are fine for Junior Snow Queen candidates. GLAMOUR SHOTS TYPE PHOTOGRAPHS WILL NOT BE ACCEPTED. THE PICTURES MUST BE RETURNED TO THE SNOW QUEEN FESTIVAL IMMEDIATELY FOLLOWING THE LOCAL CONTEST SO THAT THE CANDIDATE MAY BE PICTURED IN THE SOUTH DAKOTA SNOW QUEEN MAGAZINE AND OTHER MEDIA. 3.It is acceptable for them to have their hair and make-up for the contest done at the time of the interview. 4. Secure judges for the local contest. It is strongly recommended to use four judges. You may request judges from the South Dakota Snow Queen Festival. Judges from the Festival will bring a judging packet with them. If you use local judges, then the judging packet will be sent to the local contest chairperson. Page 3

5 SNOW QUEEN COMPETITION I. South Dakota Snow Queen Candidate Qualifications A. Age: Candidate must be at least seventeen (17) and not older than twenty-one (21) years of age on January 1 of the Festival year. B. Residency: Candidate must be a citizen of the United States and a resident of the state of South Dakota. If she has moved to South Dakota, she must have lived here for one year by January 1 of the Festival year. This also applies to college and university candidates. Foreign exchange students are not eligible. C. Title: Candidate must be chosen at a local contest. D. Character Status: 1. The candidate must be single and have never been married. 2. The candidate must be in good standing with her school and community. 3. The candidate must have high moral character. E. Availability: Candidate must be available to attend Festivals and Events the Board of Directors choose for you to attend as a visiting queen. F. Relinquishment of Title: The South Dakota Snow Queen Board of Directors has the authority to ask the queen to relinquish her title if qualifications have not been met or if she conducts herself in a manner that is unbecoming to her title. II. Responsibilities of Local Sponsoring Organizations A. Contest: The sponsoring organization shall sponsor a fair and unbiased contest for the selection of a candidate who meets the qualifications listed above to enter the South Dakota Snow Queen competition. This contest shall be held between October 13, 2012 and December 8, B. Candidates: The sponsoring organization has the responsibility to notify the local judges if a candidate does not meet the qualifications or does not act in a queenly manner. If the candidate has another title, she must be notified that Snow Queen Festival appearances are first priority. C. Registration Fee: The sponsoring organization will submit the registration fee to the South Dakota Snow Queen Festival by October 20, D. Transportation/Expenses: The sponsoring organization will furnish transportation to and from Aberdeen for the Festival. Page 4

6 IMMEDIATELY AFTER YOUR LOCAL CONTEST Arrange for your Snow Queen, Junior Snow Queen, and talent winners, along with a parent or guardian for each, to meet with the judges. This MUST BE DONE IMMEDIATELY after the contest, BEFORE PICTURES AND RECEPTIONS so that judges may discharge their duties and travel home. It is particularly important if you are using Festival judges who often travel long distances to judge. Judges will keep this meeting as brief as possible so that your candidates may be photographed and celebrate with family and friends. If using local judges, give the South Dakota Snow Queen Festival instructional packet (included with judging packet) to the newly selected Queen and/or Junior Queen. If you are using Festival judges, they will take care of this. If you are using Festival judges, on the night of your local contest they will take forms and photos with them for submission to the Festival. Complete the LOCAL SNOW QUEEN PUBLICITY FORM and mail to Pam Mahlke, Attn: South Dakota Snow Queen Festival Contests, th St, Frederick, SD VERY IMPORTANT!! If you are using local judges, WITHIN TWO (2) DAYS FOLLOWING LOCAL CONTEST ALL photos and forms must be returned to the Festival. This includes the following: o SNOW QUEEN APPLICATION FORM and/or JUNIOR SNOW QUEEN APPLICATION FORM o SNOW QUEEN PERSONAL RESUME and/or JUNIOR SNOW QUEEN PERSONAL RESUME o Color photograph(s) o Photo Release Form(s) o TALENT COMPETITION ENTRY FORM(S) This is to assure your candidate s photo and sponsorship and your talent entry s name(s) meet the printer s deadline to appear in the South Dakota Snow Queen magazine. PRIOR TO SOUTH DAKOTA SNOW QUEEN FESTIVAL Arrange transportation to Aberdeen as follows: o Junior Snow Queen Candidate January4, 2013 o Talent Entry(ies) January 5, 2013 o Snow Queen Candidate January 12, 2013 Arrange to have a parent or chaperone accompany Queen candidates to and from Aberdeen. This person will be responsible for checking the girls and their luggage into the Festival and out after the weekend concludes. The person who checks the candidate in must also check the candidate out unless other arrangements have been made with the South Dakota Snow Queen Festival. Page 5

7 E. Chaperones: The sponsoring organization will furnish a qualified chaperone or parent to accompany the candidate to and from Aberdeen. This person must check the candidate in at the Snow Queen registration table at motel headquarters and check her out at the Aberdeen Civic Theater, following the coronation. Unless other arrangements have been made with the South Dakota Snow Queen Festival, the person who checks in the candidate must be the person who checks out the candidate. F. Photographs: The sponsoring organization will furnish the South Dakota Snow Queen Festival with a color photograph of the local winner and the Photo Release Form. This photograph must be head and shoulder shot with a plain, light background and a picture of the candidate in regular dress, not in costume or crown. Senior pictures are permissible, wallet size is preferred. No Polaroid or Glamour Shot type photographs will be accepted. The photo and form must be returned with Festival judges or within two days of the contest if local judges are used. G. Dress Code: FLOOR LENGTH GOWNS ARE REQUIRED FOR CORONATION. Additional wardrobe suggestions will be provided to the winner after she is crowned. III. Local Snow Queen Judging A. Local Snow Queen Contest Information Sheet: Please compete this form and return it to the South Dakota Snow Queen Festival by October 6, B. Judges: Judges should not be from your town so that they are not familiar with your queen candidates. A copy of the judging sheet and recommended candidate questions should be provided to each judge. If requested, the South Dakota Snow Queen Festival will provide judges to local Snow Queen contests within 100 MILES of Aberdeen. 1. One team of judges provided by the South Dakota Snow Queen Festival will judge both Snow Queen and Junior Snow Queen candidates if there are fewer than 20 candidates total. More than 20 candidates will require two judging teams. 2. A charge of $0.50 per mile round trip with a minimum of $15.00 is to be paid to South Dakota Snow Queen Festival judges. If two sets of judges are required, then the charge will be doubled. A check or cash should be given to the judges on the night of the local contest. 3. In the event of inclement weather which would prevent the judges from returning home, the sponsoring organization is responsible for providing lodging for the judges. Page 6

8 C. Judging: Candidates shall be judged on the basis of personality, poise, appearance, sincerity, clarity of expression, originality and depth of ideas and insights, self presentation, and on stage presence during the coronation program. 1. Personal Interview: Each personal interview will be five (5) minutes in length. A room appropriate for private interviewing should be provided. The room should be furnished with one long table and chairs for the judges and one straight-backed chair for the candidate. (If two judging teams are used, then two such rooms should be provided.) Allow five (5) minutes for each interview and three (3) minutes between interviews. (In your planning, it is best to plan 10 minutes per interview, which provides time for dealing with unexpected events.) The application form and personal resume of each candidate should be given to the judges prior to interviews. Please have the resumes in the order the candidates will be appearing for interviews. Be certain to attach a picture of each candidate to her personal resume form. Do not staple or attach candidates forms to one another; judges must be able to separate the forms for each candidate easily. Typically, Junior Snow Queen candidates will be interviewed before Snow Queen candidates. 2. Coronation Program: A long table and chairs should be provided for the judges. Judges should be placed with a good view of the stage and somewhat separated from the audience so that audience members are not able to view judges notes as the contest proceeds. Lamp(s) shall be provided on the table. The candidates should appear on stage in the same order in which they were interviewed. D. Coronation Attire: The South Dakota Snow Queen Festival does not furnish coronation robes or crowns. This is a local responsibility. E. Visiting Dignitaries: The reigning South Dakota Snow Queen and Junior Snow Queen will be available on a first-request and as-available basis for your local Snow Queen contest. A donation of $25.00 from your organization will be accepted to pay for expenses. If dignitaries are required to be in attendance during a normal meal hour, the sponsoring organization is requested to provide this meal. Frosty and the Guards will also be available on a first-request basis. IV. Post-Coronation A. Interview: Arrange for judges to visit with the newly crowned Snow Queen, Junior Snow Queen, and talent winners IMMEDIATELY AFTER THE CONTEST, BEFORE PICTURES. B. Publicity Form: Mail the completed LOCAL SNOW QUEEN PUBLICITY FORM to the South Dakota Snow Queen Festival within two (2) days following the contest. This form must be returned with judges if Festival judges are used. C. Photographs: Mail the required photograph and Photo Release Form of the local winner within two (2) days following the contest. The photo(s) and form(s) must be returned with judges if Festival judges are used. D. Snow Queen Application Form and Personal Resume: The newly crowned local winner cannot rewrite her personal resume. These forms must be mailed within two (2) days following the contest. The Application(s) and Resume(s) must be returned with judges if Festival judges are used. Page 7

9 JUNIOR SNOW QUEEN COMPETITION I. South Dakota Junior Snow Queen Candidate Qualifications A. Age: Candidate must be a freshman in high school or ninth grader in Junior High. B. Residency: Candidate must be a citizen of the United States and a resident of South Dakota. If she has moved to South Dakota, she must have lived there for one year by January 1 of the Festival year. C. Title: Candidate must be chosen at a local contest. D. Character Status: 1. The candidate must be single and have never been married. 2. The candidate must be in good standing with her school and community. 3. The candidate must have high moral character. E. Availability: Candidate must be available to attend the following Festivals and Events the Board of Directors choose for you to attend as a visiting queen: F. The local talent competition shall be held concurrent with the Snow Queen contest between October 13, 2012 and December 8, B. There are two talent divisions at the South Dakota Snow Queen Festival Junior and Senior. C. Acts with an average age of under 16 years on January 1 of the Festival year will appear in the Junior division. E. Acts with an average age of 16 years or older on January 1 of the Festival year will appear in the Senior division. F. The talent competition will be held at the Aberdeen Civic Theater, This competition will be held on January G. All talent acts will be judged during the day. Five acts will be chosen from each division to compete in the finals to be held during the coronation in the evening. Page 9

11 II. Eligibility A. The talent act must have entered and won in a local talent contest held in conjunction with the local Snow Queen competition. Each candidate is eligible to compete in only one talent act at the state competition. B. Member(s) of the talent act must be resident(s) of South Dakota. If they have moved to South Dakota, they must have lived here for one year by January 1 of the Festival year. C. An individual cannot be in both the Snow Queen /Junior Snow Queen competition and talent competition in the same state contest. D. The talent act must appear in state competition as it appeared in local competition. This includes no changing of instruments, personnel, or musical selections. E. The length of the act shall be a maximum of five (5) minutes. F. NOTE: Past state winners, as a person or as a group, are ineligible to compete again in the same division. G. Amateur talent only is permitted; professional talent will not be allowed to compete. III. Responsibilities of Local Sponsoring Organization C. Contests: The sponsoring organization shall sponsor a fair and unbiased contest for the selection of talent winners who meet the qualifications as listed above to enter the South Dakota Snow Queen competition. B. Registration Fee: A registration fee will be charged each entry in their respective division at state competition only. The fee must be sent to the South Dakota Snow Queen Festival no later than two weeks after your contest date. C. Transportation: The sponsoring organization will furnish transportation for the talent act contestants to and from Aberdeen in time for the competition. Details as to the time the talent act should arrive will be sent at a later date. D. Expenses: Talent acts must furnish their meals and lodging if needed. IV. Responsibilities of Local Talent Winners C. Make-up and Props: The talent winners shall furnish all make-up, props, instruments, sheet music, and other equipment necessary to complete their talent act. A piano and stage microphones are available for use by the contestants. B. Rehearsal: There is no time for on-stage rehearsals at state competition. The talent winners shall come prepared to perform their complete act as it will be done at the competition, All props and equipment to be used and the requirements for lights and sound should be provided to contest coordinators. Warm-up rooms are available. C. Winning Acts: The winner of each division will perform their selection at the South Dakota Snow Queen Festival Coronation on January 12, Page 10

12 V. Local Talent Competition Judging A. Judges: Judges should not be from your town so that they are not familiar with your talent contestants. If requested, judges from the South Dakota Snow Queen Festival will judge the local talent contest when they are present to judge the local Snow Queen competition. South Dakota Snow Queen Festival judges need not be used if you wish to use other judges. B. Judging: The judging shall be on a basis of amateur talent, audience appeal, talent ability, material choice, and poise on stage. A private room should be provided for judges to convene to make their decision. VI. Post-Talent Competition A. Entry Form: Complete and mail the Talent Competition Entry Form (along with entry fee if not already submitted) within two (2) days following the contest to Georgia Smith, Attn: Talent Contest South Dakota Snow Queen Festival, th St, Frederick, SD 57441, kgacres@nvc.net OR leave everything together and send it Pam Mahlke, (address on front cover). The forms must be returned with judges if Festival judges are used. RESPONSIBILITIES OF THE SOUTH DAKOTA SNOW QUEEN FESTIVAL I. Junior Snow Queen and Snow Queen Candidates A. Chaperones: The South Dakota Snow Queen Festival will furnish adult chaperones for the candidates during their stay in Aberdeen for their respective Festival weekends. B. Food and Lodging: The South Dakota Snow Queen Festival will furnish all meals, lodging, and entertainment for the candidates during their stay in Aberdeen for their respective Festival weekends. II. Talent Entries A. Orientation: South Dakota Snow Queen Festival officials will acquaint talent acts with the stage. There will be no formal on-stage rehearsal. B. Dressing Room: The South Dakota Snow Queen Festival will furnish dressing rooms as required for talent acts. C. Piano and Stage Microphones: The South Dakota Snow Queen Festival will furnish a piano and stage microphones for use by talent acts. D. Information: The South Dakota Snow Queen Festival will furnish further information, including a schedule, to all local talent winners prior to the state competition. E. Prizes: The South Dakota Snow Queen Festival will provide trophy awards to the first, second, and third place winners in each division. Page 11

To furnish to the SDSQF one billfold size head and shoulder photograph of each queen candidate with plain background suitable for newspaper and publicity work, such photographs to be delivered within two (2) days after the date of the local contest. 4. Should the SDSQF designate the candidate of said Local Sponsor as the South Dakota Snow Queen or South Dakota Junior Snow Queen, said candidate shall not make public appearances without the express written permission of the SDSQF, and such permission shall become a binding supplement of this contract. 5. Should the candidate of said Local Sponsor not be designated as South Dakota Snow Queen or Junior Snow Queen, the SDSQF shall have no further obligation in booking public appearances, chaperoning, etc., for the tenure of her reign as local contest winner.

19 For and in consideration of the aforesaid promises and agreements of said Local Sponsor, the SDSQF agrees as follows: 1. The Local Sponsor shall hold an option to renew this contract providing such option is exercised by October 1 of the Festival year following the endorsement of this contract. 2. To furnish meals, lodging, and entertainment for the Snow Queen and Junior Snow Queen Candidates of said Local Sponsor during the time she is in Aberdeen from January 4-5, 2013 for the Junior Snow Queen Candidate and from January 10-12, 2013 for the Snow Queen Candidate. 3. To furnish chaperonage for the Candidate(s) of said Local Sponsor while she is/they are in Aberdeen as contestant(s) in the South Dakota Snow Queen Festival. 4. To take all reasonable precautions against mishaps, but to assume no responsibility for any accident which may occur. IT IS FURTHER MUTUALLY AGREED that the SDSQF is in no way obligated to pay any debts or fulfill any promises made by Local Sponsor or by any of its candidates in connection with the local contest of said Local Sponsor.
