1 THE KINGDOM OF TONGA NATIONAL EMERGENCY MANAGEMENT OFFICE NATIONAL EMERGENCY OPERATIONS CENTRE SITUATION REPORT Event: Severe Tropical Cyclone Gita (TC GITA) Sit Rep No: 04 Date: 15/02/2018 Period:6:00am 14/02/18 6:00pm 15/02/18 This situation report, released by the National Emergency Management Office is to inform its operational partners on the current situation of the impacts of TC Gita in Tonga. This Situation report covers the period stated above. Frequency of reports will depend on availability of new information and evolving operation. Highlights: From Ha apai Reports from Ha apai show no major damages; only minor damages to fruit trees such as breadfruits All major services are operational in Ha apai Deployment of Team to Eua to distribute aid supplies and to conduct damage assessment Electricity has been restored to Popua and Bypass Road as well as major essential services in Nuku alofa and Ma ufanga. TPL will be working to restore power to the Palace Office and the Airport on 16/2 Relief aid distributed affected communities to Lapaha, and Tatakamotonga districts Asbestos on Prime Minister s Office building identified as threat and subject for urgent removal by experts Updated number of affected families at the Tatakamotonga and Lapaha Districts to be at: partial damages 250 and destroyed - 76 Number of Evacuees 4,521 Evacuation Centres 108 (Tongatapu) 22 (Ha apai) Affected families in TBU Tatakamotonga & Lapaha Distircts Partially Damaged: 250 Destroyed: 76 Affected families in HA APAI 0 Affected families in EUA 264 (numbers subject to report from team deployed to Eua 16/2) Situation Report 4: TC Gita 1

2 Source: NEMO Situations Overview Tropical Cyclone Gita was forecasted to be a Category 5 meaning that the winds have reached 110 knots. This is around 220 and 230 km per hour winds. The National Emergency Operational committee met 4 times to date. National Response A State of Emergency has been declared to the whole of Tonga by the Acting Prime Minister of Tonga; Hon. It will commence at 10:00pm on Monday 12 th February 2018 and will expire at 10:00am Monday 12 th March 2018 unless terminated early by the Prime Minister. National Emergency Coordination Centre in OG Sanft Building, Nuku alofa continues to manage and collate information from actors such as Government Representative, Police, Armed Force, Hospitals, District and Town officers and Red Cross Representatives. NEMO continues to provide water to the main water supply at Vaiola Hospital. Community Response Town officers have been working together with the communities to clean up and assess damages in each respective village. Humanitarian Response Tongatapu A team comprising of NEMO and the Donor partners have been deployed out into the field to distribute aid supplies to the affected areas in the Eastern side of Tongatapu. These include the communities of Hoi, Manuka, Afa, Niutoua, Navutoka, Talafo ou, Makaunga, Talasiu, Fatumu, Lavengatonga, Ha asini, Nakolo and Fua amotu. The distribution team will be distributing aid supplies to affected areas at the districts of Vaini, Nukunuku and Hihifo on the morning 16 th February. Eua A team comprising of NEMO and Donor partners have left for Eua with relief supplies as well as to conduct a damage assessment. Relief aid include, shelter kits, hygiene kits, tarpaulins from CARE Australia and water. Situation Report 4: TC Gita 2

3 New Zealand Defence Force Assessment (NZDF) AIRFIELDS Fua amotu Airfield was assessed to be serviceable as there: - no visible damage or obstructions observed on operating surfaces of the airfield - limited damage observed in the car park are with minor debris visible - Moderate damage was observed to the hangar adjacent to the terminal - Limited to moderate damage was observed to the other hangars. - It was assessed that no discernible damage was caused to the operating surfaces by cyclone Gita and that the airfield was suitable for C-130 Operations. Eua Airfield was assessed as being serviceable and operational as there: - was no damage observed at the terminal building and no obstructions or debris were visible on the runway - It was assessed that no discernible damage was caused to the airfield by cyclone Gita WHARVES (Subject to Report from Port Authority) Queen Salote Wharf was assessed to have limited damage. Shipping containers were blown over in the shipyard area No further damage was visible to any other operational areas or vessels to any other operational areas or vessels No debris or obstructions observed restricting access or use of this facility Vuna Wharf was observed to have sustained no discernible damage No obstructions or debris were visible and the access was observed to be clear Ohonua Wharf was assessed as being serviceable and operational at time of imagining. EUA Limited, minor debris was observed in the vicinity of the wharf No visible obstructions to facility use It was assessed that no discernible damage caused to the facility by cyclone Gita VILLAGE/ URBAN AREAS Eua Niuafo ou District - Multiple structures throughout the village have sustained moderate damage Structures were mainly missing roof segments Power lines were intact and roads were clear Tufuvai Village assessed to have moderate to extensive damage throughout Multiple buildings were missing roofs Situation Report 4: TC Gita 3

4 Light structures were knocked down Power lines were intact and roads were clear TONGATAPU Afa Village assessed to have moderate damage Some solid structures missing roofs or roof segments No damage was observed to the communication towers Ha asini Village was assessed to have limited damage Some buildings were missing roof segments piles of debris scattered throughout the village Houma Village was assessed to have limited damage superficial damage to solid structures with some light structures damaged or displaced Kolonga Village was assessed to have limited to moderate damage some solid structures missing roofs or roof segments no damage was observed to the communication towers Lavetonga Village was assessed to have moderate damage throughout Multiple solid structures had damaged roofs Trees were uprooted No damage was observed to the communication towers Niutoua Village was assessed to have limited damage Some solid structures are missing or roof segments Talafo ou Village was assessed to have moderate damage throughout Multiple solid structures had damaged roofs and trees were uprooted No damage was observed to the communication and roads were clear Vaiola Hospital HEALTH FACILITIES was assessed to have no damage Entry roads to the hospital were observed to be clear and no debris was visible It was assessed that no discernible damage was caused to the hospital by cyclone Gita Electricity has been restored to Vaiola Hospital Tatakamotonga Health Facility was assessed as having no damage visible No debris obstructions were observed It was assessed that no discernible damage was caused to the medical facility by cyclone Gita POWER GENERATION MATA OE LA'A Solar Farm: was assessed to be serviceable Have no significant or discernible damage. No debris or obstructions were observed MAAMA MAI Solar Installation & POPUA Diesel Power Plant: were assessed to be serviceable and have no discernible damage. No debris or obstructions were observed. Situation Report 4: TC Gita 4

5 It was assessed that no discernible damage was caused to the solar farm or diesel plant by cyclone Gita. COMMUNICATIONS Communications are currently down in Eua ROADS Roads reported as accessible: - Tatakamotonga - Ha'asini / Hamula, road is fine. - Tatakamotonga (Lavengatonga - Town Hall), road is fine. - Lapaha - Manuka, roads using residential for access. - Lapaha - Afa, road is good. - Liahona, road is clear. - Makapaeo, road is ok. - Matalikufisi, road is ok. Roads reported as inaccessible: - Nukunuku - Vaotu'u, road needs clearing. - Nukunuku - Utulau, road needs clearing. - Nukunuku - Ha'alalo, road needs clearing. - Nukunuku - Ha'akame, road needs clearing. - Nukunuku - Houma, road needs clearing. - Haveluliku - Niutoua, inaccessible. - Tatakamotonga - Fatumu, road blocked. - Tatakamotonga (Haveluliku - Town Hall), road not accessible. - Tatakamotonga (Nakolo) road is covered by blown trees, poles and wires are all down. 6 Sector Report WASH Eua Hospital is currently operated by a Generator after the power was temporarily switched off. WASH Cluster conducted an urgent meeting about their plans to support the affected areas; further information will be provided upon receive. Eua One male patient admitted with severe injury due to flying debris; there are 7 patients who are currently at the hospital. WASH cluster have conducted a detail damage assessment at Hihifo on the 15/02 and will move to Hahake on the 16/2 EDUCATION A number of schools have been affected with minor to major damages. More schools will be added to the list when information is received. 7 HOUSING Report of Damaged to Housing Caused by TC Gita to Tongatapu, Eua and Ha apai (refer to attachment of rapid assessment for full detail) Table 1.1- Damages to housing on island groups Islands House Partially Damaged Totally Evacuation Centers Destroyed Tongatapu - 1, Eua - Ohonua Town Hall - Report from Eua states a number of minor to completely destroyed houses - 4,521 people 52 Yet to be confirmed Ha apai Nil Nil 22 Some government buildings were also damaged by cyclone Gita; Parliament, Ministry of Internal Affairs and Prime Minister s Office. Immediate Threat Asbestos has been identified at the Prime Minister s Office building and is subject for urgent removal by experts. AGRICULTURE Major damage to Root Crops and Fruit trees mainly to banana, breadfruit, and mangoes, coconuts and trees of similar kind. Food Security and Livelihood Cluster have conducted an urgent meeting to decide what proper actions they will take regarding food security in terms of food preservation methods. A detailed assessment will be conducted on 16/2. LOGISTIC & TRANSPORT All of the roads have been cleared of debris; however power lines still remain strewn by the roadsides, fences and houses. HMAF assisted in the clearing by cutting fallen trees and clearing all roads to the Western and Eastern Districts. Police are working on controlling traffic and security. Police have implemented a curfew in the business areas of Nuku alofa starting at 7pm to 8 am. COMMUNICATION Both Communication providers are still operating in all Tongatapu, Vava'u and Ha'apai. TCC is not consistent, with service going on and off. Digicel remains reliable. Difficult to reach 'Eua but it is probably due to a power problem. Situation Report 4: TC Gita 7

8 INFRASTRACTURE Teams are working now to clear some of the major roads around Tongatapu as well as Nuku alofa.
