2 Exercise Objectives 1. To identify issues to consider when planning for an ice storm emergency. 2. To encourage development of an operational plan for severe winter weather. 3. To identify individual issues and create a mitigation plan. 4. To reinforce the importance of individual and family preparedness planning.

5 FORECAST: SEVERE WINTER STORM WARNING IN EFFECT UNTIL MIDNIGHT
6 Part 1: Preparation Day 0, 12PM It has been raining all day. Sleet and freezing rain are expected when temps fall into the 20s overnight. Morning rush hour is expected to be dangerous.
7 Preparation What preparations are necessary? Does your clinic have a severe winter weather plan? Would you activate an Incident Command System?
8 Part 2: Initial Response Day 1, 6AM Sleet and ice continue to coat roads overnight and into the morning. Plows and salt trucks are doing their best to clear, but roads are still slippery and dangerous. Travel is not advised.
9 Cars are skidding on roads, but are managing to avoid accidents at this point. Ice continues to build up faster than it can be cleared away or melted.
10 As temps cool, snow develops, and blizzard conditions are forecasted for the remainder of the day.

12 Reaction Are you going to keep your clinic open? Who makes that decision? What is your obligation to your patients in need of medical care? If so, how will you maintain operations? Do you have back-up power? If not, how will you Communicate with staff Communicate with patients
13 Part 3: The Effects of Ice and Snow 12PM As snow continues and conditions worsen Trees coated with ice are beginning to lose branches due to the weight of the ice and snow. Large branches obstructing roads Branches falling on homes Branches falling on power lines and utility boxes.

15 System Failures IT/Computer systems lost Power loss is becoming widespread Do you have back-up power? If so, how long can it be sustained? Phones still functional, but expect loss soon
16 Transportation problems Car/vehicle accidents Pedestrian falls on ice Cars stuck on hills
17 People trapped in cars, homes, and other buildings.
18 Immediate Impact Road conditions are treacherous, so utility restoration is delayed. EMS is not able to travel safely. Communications systems are spotty at best. Loss of heating systems will become a major problem.
19 Power is lost in more than 500,000 homes across the Metro. Power lines are falling everywhere.

21 Shelter-in-Place The County Emergency Management agencies announce that everyone should expect to stay where they are for at least the next 24 hours. The Metro area is at a stand-still.

24 Intermediate Impact People try to leave their homes to buy necessary supplies: Generators or portable heaters Food, water, emergency supplies Medications Traffic accidents Long lines at stores with staff shortages People are in need of medical care due to: Accidents (traffic, falls) Temperature-related injuries CO sickness Burns from fires

26 Plans Shelter-in-Place Plan (staff and patients) Emergency Supplies Staff Family Preparedness Plans
27 Demands Staff working long hours, with unknown time of resolution. Increased patient demand (with less staff). Stress, concern for family at home. Staff need food, clothing, and hygiene while sheltering in place.
28 Extended Impact 100,000 homes without power 1 week later Hypothermia and frostbite Fire and CO dangers Lack of food, water, and sanitation supplies Communications systems still not reliable
