Hazard Vulnerability Analysis (HVA) What is an HVA Systematic approach to recognizing hazards that may effect the ability to care for residents The risks associated with each hazard are analyzed to prioritize planning, mitigation, response and recovery activities. 1

How to Conduct an HVA Pick a model (Kaiser Permanente) Assemble a Multidisciplinary Team Clinical, Facilities, Safety and all facility Staff Include local Emergency Management Review External Hazards Engage local, Regional and State Emergency Management & HVAs Review Internal (Facility) Hazards Conduct and internal and exterior tour Complete HVA Conference Room Review to Complete Why to Conduct an HVA Annually assesses hazards, to assist facility in developing: Mitigation Plans (can infrastructure be hardened to mitigate hazards, or equipment purchased, etc.) Preparedness Plans (what emergency response plans should be in place for known hazards) Exercise / Drill Plans (what should the focus on practice be for the year?) 2

Historical Perspectives in Massachusetts Floods (Mother s Day Storm 2006) Hurricanes (Irene 2011, Sandy 2012) Winter Storms (Blizzard Hercules 2014) Thunderstorms / Lightning Tornadoes (Worcester 1953, Springfield 2011) Massachusetts Emergency Management Agency HVA Thunderstorms Lightning Severe Weather Floods Tornadoes Hurricanes Earthquakes Power Outage During Cold Weather Power Outage During Warm Weather Winter Storms Wildfires Extreme Heat Extreme Cold Hazardous Materials Nuclear Power Plants Terrorism Droughts 3

Hazard Vulnerability Analysis (HVA) Group Discussions Natural Event BLIZZARD Likely in Massachusetts Facility has Flat roofs Facility is high on a hill with narrow driveways There is a good snow plow and shovel crew plan in place There is nowhere for staff to sleep if unable to go home Only 48 hours of fuel in generator tank Technological Event WATER FAILURE Facility on well Has two pumps, both 10 + years old Have an outdated MOU with a local guy for pool water but no external connection Have a response plan to call local Emergency Management or stores for water 15

Hazard Vulnerability Analysis (HVA) Group Discussions Human Event HOSTAGE / ACTIVE SHOOTER No history at facility No security other than receptionist greeting / checking folks in Have discussed an internal response but no plan or practice Local PD has offered assistance Haz-Mat Event CHEMICAL EXTERNAL Facility is near rail yard hauling cargo from all over (< 1 mile) FD reports they respond 3-4 times per year for minor leaks in the yard Facility HVAC intakes are all roof external with no air quality monitoring The facility driveway is right near entrance to rail yard NEXT STEPS Develop a plan to conduct your HVA! Engage your community partners in the process and share your HVA Develop a plan to address the identified high hazards based on your assessment (TOP 10) Conduct this process annually 16
