18 Especial Plan of Civil Protection for flood and floods local actuation plan It's necessary to congratulate the city because of the qualitiy of the work carried out, especially for the risk analysis and for the programmed control, prevention and alert campaigns. Prevention and alert are actions that can affect directly on reducing damage in case of emergency situations. The Comission agrees also to express its congratulations on the extremely careful work that the city has carried out, considering that this Plan may serve as an example for similar cases

24 Operability When the Local Actuation Plan is in warning situacion, must proceed to:

25 LOW RISK Low risk in general about the weather. There are predicted relatively common meteorological phenomena but potentially dangerous for some activities. It's necessary to follow the weather conditions.

26 Recommended preventive actions Keep a close eye on the weather information and the warnings issued by Centre de Coordinació Operativa de Catalunya (CECAT) Prepare of the logistic distribution of the resources of the city making the provision of the available means and the necessary resources for priority areas. For instance, ensure the salt disposal in the city and the necessary material and personal resources to distribute the fluxes to the conflicting points. Keep the main communication roads clean in the event that the meteorological forecasts are met. Notify the local responsibles and the members of the city services Predict the reception points and attention to the population in case of an emergency for snowfall. Cut the automatic irrigation and recommend to the population not to wet the streets to avoid the formation of ice sheets

27 Check the correct operation of the stations of the RESCAT network (the cities which have it) Determine the actions related to traffic control that should be done in the event of snowfall: Establishment of the salt distribution areas (previously stored) and the basic routes to be secured so that they remain open (possible evacuation routes). Checking and signaling the most conflicting points (such as gloomy areas where the ice becomes accustomed to form). Possible road and road cuts and the establishment of alternative routes Foresee the authorization of parking lots for freight vehicles.

29 MODERATE RISK There are predicted inusual meteorological phenomena, with possible involvement on basic activities and / or services. It's necessary to be informed about weather conditions and follow the advice of the authorities.

30 Recommended preventive actions Keep a close eye on the weather information and the road network situation just like that the warnings issued by Centre de Coordinació Operativa de Catalunya (CECAT) In case of the city has an emergency Plan for snowfall, assess the possibility of putting it in PREALERT and activating the action procedures planned in the Plan. Alert the local services so that, in case the weather forecasts are confirmed and begin to snow, start, as soon as possible the tasks assigned to them. Warn and keep the population informed of the risk situacion for snowfall, giving the self-protection measures to take in case of snowfall and make special following of that people that can be considered very vulnerable (elderly people, with medical needs,...) Foresee the opening of hostels Review the status of the generators

31 HIGH RISK Activation on alert. High and/or very high weather risk. Unusual metereological phenomena and/or intensity are predicted more than usual, with probable affections on habitual activities and/or basic services. Must be informed of the weather conditions, follow the directions of the authorities and activate the emergency plans that may be appropriate.

32 Recommended preventive actions those of moderate risk situations assess the possibility of activating the local action Plan Neuprat in alert, iniciating the procedures for action planned in the plan and informing Cecat to be in contact with the Centre de Coordinació Operativa de Catalunya (CECAT) while the risk situacion lasts and with the Consell Asessor Territorial if it has been established evaluate the needs of resources (own or other) to provide accommodation, food and services to people who may need them due to an emergency for snowfall. Prevent the needs in case of evacuated population and/or homeless people: accommodation, food, social services, healthcare...

33 warn and alert the companies providing basic resources of the city so that they are aware of any incident ask the CECAT to activate the regional groups of the RESCAT network whenever necessary prevent the rehabilitation of basic services (water, electricity, gas, telephony, communication channels,...) in the city as a result of cuts in the supply (review the status of the generators).

34 EXTREM RISK Activation on emergency Extrem weather risk. Weather forecasts of exceptional magnitude are predicted with probable affections on habitual activities and/or basic services. Must be informed of the weather conditions, follow the directions of the authorities and activate the emergency plans that may be appropriate.

35 Recommended preventive actions those of high risk situations to call the local emergency committee at CECOPAL activate the local actuation plan (PAM) for snowfall (NEUPRAT) in emergency to be in touch with the CECAT ask for collaboration to the population regarding the cleaning of the steelworks and roofs of houses inform the population of the situation and advise them such as to watch the combustion of stoves or to avoid journeys that are not strictly necessary to be in touch with the population, especially the most vulnerable (elderly people, those who suffer from some illness...). In case of people who need important daily treatment (dialysis, chemotherapy...), go to the Hospital where they are treated

36 to have totally foreseen the cleaning of the streets of the city and those municipal roads that connect with the main roads. Prevent those priority roads to facilitate mobility, especially emergency vehicles and plan for possible places where cuttings are required (have the place ready and have the signals and fences to be located to do so). Have ready the machinery and fluxes. contact the county councils to find out about possible affections in school transport warn and alert the companies providing providing basic resources of the municipality so that they are aware of any incident have the reception points ready in case there is someone on the go who can get trapped in our city get ready both the generators and the fuel that make them work propose possible cancellations of public events

38 in case of the city has an emergency Plan for snowfall, assess the possibility of activate in ALERT or EMERGENCY if they are important affections, start the actuation procedures if there are significant effects, initiate the action procedures provided in the plan and inform the CECAT. inform the population of the situation and give the appropriate instructions, according to the direction of the NEUCAT plan, through the media. alert the local services so that, when it starts to snow, start as soon as possible the tasks they have assigned, for instance: distribution of fluxes and/or cleaning of the streets checking and signaling if necessary, of the most conflictive points of the local road network authorization of parking lots for freight vehicles traffic control
