3 8 th US/Russian Space Surveillance Workshop Space Surveillance Detecting and Tracking Innovation In recent years it has become feasible to maintain the entire space catalog with special perturbations, and that is now done on a routine basis. This experience has revealed that, in the case of sparse tracking data, which often results in loss of the satellite, special perturbations models do not necessarily provide a significant accuracy improvement over general perturbations methods. Such is the case for many highly eccentric and geosynchronous satellites, especially if they are small. This limits the accuracy of collision risk assessment and maneuver planning especially in the geosynchronous regime, and on the whole the quality of catalog maintenance deteriorates. It is proposed that in this workshop we turn our attention toward the deep space sparse data problem and perfecting the search methods. An enticing solution to mitigate weather and daylight constraints is satellite-based surveillance sensors. Other possible solutions for increasing the amount of data include cooperative networks of optical sensors, longer tracks from optical sensors, methods to optimize the mix of radar and optical tracking (including re-aiming sensors from one to another by imprecise measurement data), etc. Thus, the suggestion is for a workshop in which presentations will report on existing and proposed theories, technologies and algorithms necessary to mitigate the sparse and imprecise data environment for deep space satellites and, hence, to improve prediction accuracy of deep space satellites.
