1 A BEALE-KATO-MAJDA CRITERION WITH OPTIMAL FREQUENCY AND TEMPORAL LOCALIZATION XIAOYUTAO LUO arxiv: v3 [math.ap] 19 Apr 018 Astract. We otain a Beale-Kato-Maja-type criterion with optimal frequency an temporal localization for the 3D Navier-Stokes equations. Compare to previous results our conition only requires the control of Fourier moes elow a critical frequency, whose value is explicit in terms of time scales. As applications it yiels a strongly frequency-localize conition for regularity in the space B, 1 an also a lower oun on the ecaying rate of L p norms p < 3 for possile lowup solutions. The proof relies on new estimates for the cutoff issipation an energy at small time scales which might e of inepenent interest. 1. introuction Consier the three-imensional incompressile Navier-Stokes equations(3d NSE) t u+(u )u ν u = p u = 0 (1.1) u(x,0) = u 0 (x) where u(x,t) is the unknown velocity, p(x,t) is the scalar pressure. In this note we normalize the kinematic viscosity ν > 0 to 1 an consier spatial omain Ω = R 3 or T 3. In [16] Leray constructe gloal weak solutions for initial atum with finite energy. Suchsolutions oeythe energyinequality u(t) +ν t t 0 u u(t 0 ) for all t [0,T] an a.e t 0 [0,t] incluing 0. Although the uniqueness an gloal regularity of such solutions remain open questions. The classical result of Layzhenskaya-Proi-Serrin states that if a Leray-Hopf weak solution lies in L q t Lp x for q + 3 p 1 with p > 3, then the solution is smooth an unique in the class of all Leray-Hopf weak solutions with the same initial ata. Since then there have een extensive stuies on refining such type of criteria, for instances [1, 3, 5, 10, 1]. The ifficult en point case L t L3 x was proven with the work of Escauriaza- Seregin-Šverák [11] an later improve to L Bs,q 1+3/s with 3 < s,q < in [13] y Gallagher, Koch an Planchon. Another orerline case when the time integraility inex is 1, which is the main focus of this paper, is the Beale-Kato-Maja criterion []: T 0 u t < u is regular on[0,t]. (1.) Note that this conition oes not require any issipation an therefore also applies to the 3D Euler equations. One of the main motivations of this paper is to fin the optimal frequency an temporal localization in the BKM-type criteria. Throughout this paper we use the notation I p (T) = [T λ p,t) for each p N where T is the possile time oflowup an λ p = p. The localize BKM criterionstates as follows. Theorem 1.1. There exist universal constants c an δ BKM such that if a regular solution u of (1.1) on (0,T) satisfies that lim sup p then u is regular on (0,T]. T T cλ p u p t δ BKM, (1.6) We note that the importance here is that the frequency localization is explicit in terms of time, which is natural in view of the scaling of the NSE u λ (x,t) = λu(λx,λ t). As a consequence of this theorem we otain regularity conition involving only a fixe numer of Fourier moes aroun the critical frequency at each time scale, which is a strong frequency localization criterion in B, 1, the largest critical space for the 3D NSE. This together with the result of Seregin [0] an shows that if a lowup occurs then u p ecomes unoune for any p 3. It remains an open question whether the supercritical norms u(t) p for < p < 3 ecome unoune when the solution lows up. We are ale to otain a partial result in this irection. Noticing that when p < 3 the right han sie of (1.8) goes to zero as t T, if a solution lows up, then there is a lower oun on the ecaying rate of u(t) p for p < 3.

We conjecture that similar result shoul hol for the convergence rate of u(t) u(t ) as t T. 1.. Some remarks on the main results. Remark 1.4. It is clear that Theorem 1.1 improves over the classical BKM. However it is ifficult to compare with the results of Planchon[], Cheskiov-Shvykoy[6, 5] an Cheskiov-Dai [7]. One of the reasons for such ifficulty is that Theorem 1.1 use L norm in space while those results use Besov norms in space [7, 6, 5] or space-time mixe Besov space []. All liste results can e viewe as the steps towars the following conjecture: T lim sup u p t 1 uis regular. p T cλ p Remark 1.5. We note that Theorem 1.1 is a universal criterion. One can easily erive a family of Layzhenskaya-Proi-Serrin-type criteria from it. For example suppose r + 3 s = 1 with s > 3 then (1.6) hols if T lim sup u p r st 1. p T cλ p Remark 1.6. Since the frequency localization is explicit in terms of time scales, our critical wavenumer λ q(t) = c(t t) 1/ is L,w while in the conition (1.4) an (1.5), the results of Cheskiov-Shvykoy [6, 5] an Cheskiov-Dai [7] respectively, the wavenumer Λ(t) was only known to e Λ L 1 for Leray-Hopf solutions an no explicit formula is known so far for Λ(t). Remark 1.7. Previously regularity of weak solutions in B, 1 is known if the norm u L t B, 1 is small or the jump limsup t T u(t) u(t) B 1 is small (cf. [6])., The smallness assumption in (1.7) is only for a single moe on the associate time interval an hence is satisfie uner these two smallness conitions. Moreover the norm u(t) B 1 are allowe to have large jump or even low up at t = T, uner the conition (1.7). This is in line with the form of (1.6), which in a sense tells us that if lowup occurs then on the Fourier sie it must e uner the curve λ q(t) = c(t t) Organization of the paper. The rest of the paper is organize as follows. In Section we riefly introuce Littlewoo-Paley theory an notations use in this paper. The iea of proving the main results is to first otain regularity in terms of small issipation an then to o ootstrap y a ynamical argument. These will e one in Section 3 an Section 4 respectively. With all ingreients in han we prove the main results in Section 5.

Energy, issipation an flux In this section we evelop necessary estimates on the cutoff energy, issipation an the energy flux. The proof for this proposition is essentially a moification of the one given in [9]. The novelty here is that we make full use of the natural cancellation property on the interval of regularity. Dissipation at small time scales In this section we will ootstrap regularity from max{d p,e p } λ α p if α > 1. In view of the classical result of Caffarelli-Kohn-Nirenurg this shoul e viale since the critical scaling for regularity is D p λ 1 p. The proof of this criterion uils on the ieas evelope in [17]. The intuition is that if the issipation is small on high frequencies, then energy on low frequencies are controlle.
