The Committee makes the following recommendation as outlined in the "EC-Letter-to- Council" - attached. Please add the attached documents to the Granicus package. 2 Response to questions posed in C. Corrigan of March20, 2015 Reference is made to the attached annual letter from the Town of Los Altos Hills to superintendents of BCS, LASD, MVLA, and PAUSD. Also attached is the annual enrollment report produced by LAH, which illustrates the summary information that is produced from the data provided by the superintendents, as well as the cover letter accompanying the report. 1. Can you please clarify what information it is that you want from BCS? As provided in the past by BCS and continues to be provided by the districts, LAH annually requests the school, grade and street address of their students who appear to be residents of LAH. As noted in the annual request letter, the superintendents are reminded that the Town only needs these 3 data elements. names have never been requested nor received by the Town. The annual letter also serves to renew the Town's promise that only summary data will be made public. The granularity of the resulting public data is at the level of TRA, Tax Rate Area, and street addresses are not divulged. See the attached annual enrollment report for an illustration of what is made public as summary data. 2. Is the information you seek publicly available from the County? If not, why not? We frankly don't know but doubt that the detailed information requested exists at the County. Since the current system has worked so well, dealing directly with the superintendents, the prospect of dealing with the County is not attractive. By way of example of how efficient/routine the current process is, for the academic year, the Town received the data requested from PAUSD and MVLA within 24-hours of the request from the City Clerk. 3. Finally, can you also explain how you intend to use this information? The summary enrollment report produced by LAH shows which public schools are attended by LAH students, how many LAH students are in each grade at each school, how many dollars each LAH TRA (Tax Rate Area) contributes to each school district and how many LAH property tax and parcel tax/bond dollars go to the respective districts, also presented on a per LAH student basis. As a municipality whose public school students are split between several districts and BCS, if the Town does not gather this data, no one else will. In order to make a case that LAH should be considered equally with other district constituencies, and since we represent small percentages of each district's total enrollment, we think the summary report is very important. Among other things, the report highlights the effective financial contribution of LAH students. See the attached cover letter to the superintendents, which accompanied the annual report. 5 To: Los Altos Hills City Council Date: March 27, 2015 The primary purpose of the enrollment report is to provide high- quality data to the City of Los Altos Hills to support the City s claims to keep public education in town and that the local public school is open to all residents of Los Altos Hills. In 2006, the enrollment report was one of the important documents that enabled the City of Los Altos Hills to apply to the County of Santa Clara to create its own school district. The application was denied, but the result of those actions were helpful in obtaining two positive outcomes. Gardner Bullis School (GBS) was reopened and the districts (LASD and PAUSD) entered into an MOU that enables all residents of Los Altos Hills to attend the one public elementary school in town. The Inter- district Transfer (IDT) mechanism includes payments from PAUSD to LASD to support the education of PAUSD students at GBS. (Note: As a matter of practice, residents in the southern parts of Los Altos Hills can also attend GBS using an Intra- district transfer within LASD.) Aided by the enrollment report, the City of Los Altos Hills could decide to pursue Community School status for GBS. Community Schools have a customized set of operational rules as negotiated among the school, its community, and the school district. A Community School receives the full amount of school district tax dollars to support its operations. This is very important in a Community Funded (Basic Aid) school district. In the future, the enrollment report could also be used to support the City s re- application to create a Los Altos Hills city school district, should that become necessary. Because the City of Los Altos Hills is using the enrollment report to monitor and support policy changes in education, it is vital that the data in the report be as accurate as possible. This is why the City of Los Altos Hills requests student street address information. The City has never asked for nor mistakenly received student names from BCS, LASD, MVLA, or PAUSD. Each street address is audited to insure that it is within the defined city limits of Los Altos Hills. Each year, about addresses submitted are found to be outside the defined city limits of Los Altos Hills or to be input errors on the part of parents in the district data bases. While address information is used in the creation of the report, that information is not shared, disclosed, or published in any way. Bullis Charter School (BCS) provided the requested information for at least two years and then stopped. For school year , BCS has thus far not replied to the City s September 2014 request, nor has it replied to subsequent communications.

6 Therefore, the Education Committee makes the following request of the Los Altos Hills City Council: That the City Council instruct the City Attorney take the following actions, things in parallel: 1. Write and send a letter to Bullis Charter School again requesting enrollment data as provided in the letter dated September 25, 2014; 2. This data was last collected for the school year. As in the past collections of data, the student data that is needed includes the following: school name student's grade level student s street address We would also appreciate receiving District revenue limits for the year, as in the past. The Town recognizes the sensitive nature of enrollment data and understands that our handling of it must not jeopardize anyone's privacy. To address privacy concerns, only summary data will be publicly available. Duncan MacMillan, included in this , will act as the contact point for whoever is assigned to deal with this request. At this time, we would appreciate receiving an Excel file showing 11 th -day enrollment data for the school year and, in the case of the Districts, a reply indicating your revenue limit for the year.
