2 COOMET.EM-S Fnal report Abstract To support the Calbraton and Measurement Capabltes (CMCs declared b members of COOMET n the framework of the CIPM-MRA, the COOMET Supplementar Comparson was organzed. Electrcal standard of low-frequenc (50/53 Hz power were compared at 3 Natonal Metrolog Insttutes (s of COOMET to establsh the relatonshp between the electrcal unts of AC power at these laboratores. The results of ths comparson are descrbed. The dfferences between almost all laborator s values and the reference values were wthn the expanded measurement uncertantes at a coverage factor k= []. 3 COOMET.EM-S Fnal report Introducton The COOMET supplementar comparson of the electrcal power standard n range of frequences 50 Hz and 53 Hz (comparson number n KCB COOMET.EM-S whch conducted under the CООМЕТ 344/UA/05. Ths project s the comparson of Natonal standards of electrcal power and power factor between the countres partcpants of the regonal metrologcal organzaton COOMET. In these comparson took part three natonal metrolog nsttutes: SE Ukrmetrteststandard (Ukrane, BelGIM (Belarus, BIM (Bulgara. Relevance of the comparson results are expected at the level of better than 0.005%. The SE Ukrmeterteststandard (UMTS was selected as the plot laborator, whch s responsble for provdng travellng standard, coordnatng the schedule, collectng and analzng the comparson data, and preparng the draft report. Travellng standard and measurement nstructon 3.. escrpton of the travellng standard Selected travellng standard s Radan Research RM 5-04 precson electrc power standard s/n 448 (RM RM 5-04 s the most versatle portable standard avalable for provdng as man as 6 dfferent measurement functons whch are confgured b specal wa. RM 5-04 s capable for measurng electrcal actve power. Wth the help of button SELECT can be selected the measured value: Wh/kW, VAh/kVA, VARh/kVAR, mvh/v, mah/a. In Supplementar Comparson of 50/60 Hz Power was measured electrcal actve power so t h ad to be selected klo Watt (kw n the menu of button SELECT and the constant of the frequenc output s pulse/kws. The measure process of measurng actve power s full automatcall wth the help of connector output count number of pulses whch s drectl proportonal to the measured actve power. The output frequenc of RM 5-04 s pulse/s. RM 5-04 s well-suted for test applcatons that requre multple measurements wth hgh accurac and stablt. In addton to ts auto rangng capabltes, RM 5-04 features three summng current nputs whch can be used to perform closed lnk testng. A test current of 50 amps maxmum can be used b applng 50 amps to each of the nputs. All errors are n percent of readng at an combnaton of the normal operatng condtons. Note: Stablt s ncluded wthn the maxmum accurac specfcatons for all measurement functons. All other measurement functons other than Watt hours and VAR hours have an accurac of ± 0.% maxmum. Power factor s referenced to Watt hours and t s also assumed that voltage s the reference vector. Appearance of RM 5-04 s shown on Fgure. The partcpants of the comparson should have learned the documentaton before comparson conductng. 3. Unpackng and packng Travellng standard wll be transported n a contaner, whch s desgned for safe transportaton of the standard. Upon arrval, partcpants should check the contaner and make sure that all parts are present accordng to the lst. After the measurement model should be carefull packed back nto the contaner, n whch t has arrved. Lnear dmensons of contaner: 700 mm x 50 mm x 0 mm. The weght of contaner (wth the content s about 0 kg. If the damage of the contaner s detected, travellng standard should be packed n new contaners, whch wll provde the necessar protecton durng transportaton. Upon recept of travellng standard t s necessar to check the contaner for external damage and verf the completeness of travellng standard n accordance wth the attached lst. Page 5 of 9

It must be carefull removed from the contaner. Openng the corpus of RM 5-04 s strctl prohbted. If some defects of travellng standard are found, the partcpatng laborator should have mmedatel to nform the plot laborator b fax or e-mal. If the repar of travellng standard s needed, the partcpant of comparsons should send travellng standard n a plot laborator. Partcpants must nform the plot laborator b fax or e-mal about the arrval of travellng standard b usng the form shown on Fgure 3 []. Operatons before measurements Before the measurements, t s necessar to famlarze desgn features and work prncples of travellng standard b usng techncal descrpton (user manual of RM Connecton travellng standard n accordance wth the scheme s shown on Fgure Measurements Fgure 5 Connecton scheme for travellng standard RM 5-04 Before the measurements of actve power n the RM 5-04 b measurng the output pulses t must be warmed up for 4 hours (connected to the man power suppl. Current and voltage sgnals must be connected for 4 ho urs before measurement. Followng these procedures, short-term shutdown sgnal current or voltage from travellng standard wll not lead to loss of the standard s characterstcs. But f the power suppl of travellng standard wll be turned off, then the procedure of warmng up must be made over agan. Man measurements should be performed wth the nput sgnals and envronmental condtons such as: Voltage: 0 V ± 0. %; Current: 5 A ± 0. %; Power factor:.0, 0.5 Lag, 0.5 Lead devaton from the nomnal value not exceedng ± 0.00%; Frequenc: 50 Hz ± 0.05 Hz and 53 Hz ± 0.05 Hz; Temperature: 3 C ± C; Humdt: 0 % 70 %; Suppl voltage: 0 V ± 5 %; Frequenc of the suppl voltage: 50 Hz ± 0. Hz. 4.3 Uncertant of the measurements Uncertant of the measurements should be calculated accordng to the GUM (Gude to the expresson of uncertant n measurement JCGM 00:008 [3] (GUM 995 wth mnor correctons, JCGM 0:008 [4]. 8 COOMET.EM-S Fnal report measurements should be gven a model that descrbes how the measurement result was obtaned consderng all nfluencng quanttes (voltages, currents, etc.. For each of the nfluencng quanttes should be gven the descrpton of the source of uncertant and an assessment of ths uncertant. All nfluencng quanttes, ther uncertantes, nfluencng coeffcents, degrees of freedom and levels of confdence should be gven n the budget of the uncertant. The budget of the uncertant should nclude such number of nfluencng quanttes and ther uncertantes, whch ensures the hghest level measurements of electrcal power for each of the laboratores. 5. Behavor of travellng standard Travellng standard RM 5-04 model provdes extreme lneart coupled wth extreme stablt. In addton, hgh resoluton and repeatablt permts rapd and accurate sngle revoluton testng both n the feld and n the lab wth the approprate optcal pckup. The RM-5 s well-suted for test applcatons that requre multple measurements wth hgh accurac and stablt. The frst da of startng comparson was 8 Januar 008. Comparson fnshed 9 ecember 0.UMTS has performed repeated measurements on travellng standard for 35 months. urng the course of ths comparson the drft effect s calculated. From these measurements after analzng specfed that the behavor of travellng standard s the lnear ft and can be seen n Fgures 6. Measurement results of the supplementar comparson 6.. Results of the partcpatng nsttutes Each laborator whch partcpates n the comparson should provde a r eport wthn 6 weeks from the date of departure travellng standard. The report should be send to the plot laborator b e-mal: ermatec@ukrcsm.kev.ua. The report must contan: descrpton of the method of measurement; descrpton of the measurng scheme; confrmaton of the traceablt of measurements performed (f partcpatng laboratores does not have realzaton sstem of the unt of electrcal power, must provde proof of traceablt from another laborator; temperature and humdt n the laborator durng the measurements; measurements: the values of amendments for the travel standard (6 values for the frequences of 50 Hz, 53 Hz and power factor:.0, 0.5 Lag, 0.5 Lead; values of the correspondng standard uncertantes, the effectve values of the degrees of freedom and expanded uncertant; detaled budget of the uncertant, whch wll be ncluded n the report of the comparsons. The partcpatng laborator wll be nformed f the sgnfcant dfference between ts results of measurements and prelmnar reference value wll be found. Other nformaton about the measurement results wll not be reported. Appendx A s presented the methods of measurement and the measurng schemes of s. 20 COOMET.EM-S Fnal report Concluson The comparson was organzed to measure the actve power at a nomnal values of 0 V, 5 A, 50 Hz and 53 Hz at.0, 0.5 Lag, 0.5 Lead power factors. Ths comparson s dentfed as the COOMET.EM-S and was carred out as the COOMET project no 344/UA/05. The results from all out of three partcpants are n agreement wth the Reference Values. In ths comparson, the partcpants report three dfferent methods to realze the traceablt of the unt of actve power. The results from these dfferent methods are n good agreement wthn the reported uncertantes. urng analzng the data on the results of the supplementar comparson at 50 Hz and 53 Hz s determned that the data on the frequenc of 53 Hz rather better than of 50 Hz, ths s related to pckups external stress felds that lead to varatons n the load current wth a frequenc beat frequenc equal to the dfference between the current source and voltage suppl. Methods of measurement UMTS The base of State Standard of electrcal power s precson comparator of electrcal power COM 303 that s used for storage, measurements and transfer of the electrcal power unt to other devces. The correcton factors of comparator COM 303 are determned durng electrcal power unt reproducton procedure.
