6 1.2. DESCRIPTION ABSTRACT: This data set comprises the environmental sensitivity summary maps for the shoreline of Cook Inlet and Kenai Peninsula. These data characterize coastal environments and wildlife by their sensitivity to spilled oil during Fall, Winter, Spring, and Summer seasons. The data include information for three main components: shoreline habitats; sensitive biological resources; and human-use resources PURPOSE: The data were collected, mapped, and digitized to provide environmental data for oil spill planning and response. The Clean Water Act with amendments by the Oil Pollution Act of 1990 requires response plans for immediate and effective protection of sensitive resources 1.3. 9 2.0. DATA QUALITY INFORMATION 2.1. ATTRIBUTE ACCURACY ATTRIBUTE ACCURACY REPORT: The attribute accuracy is estimated to be good given the years of ESI experience, the data input methodology, the quality control review sessions, and the digital logical consistency checks. There has been no quantitative accuracy assessment LOGICAL CONSISTENCY REPORT: The digitization of shoreline types, biological resources, and human-use resources is a complex and highly quality-controlled process. However, the data were digitized elsewhere and compiled for this project. There were numerous overshoots, undershoots, and missing attributes. These problems were corrected for all themes except the fish. In this dataset, the undershoots and overshoots were edited for all distances less than or equal to 10 meters. It was decided that slivers of this distance were digitizing errors and therefore fixed to generate clean data. All layers use the shoreline as the geographic reference so that there are no slivers in the geographic coordinates. The shoreline and shoreline types were obtained in digital form from the Alaska Department of Natural Resources. The shorelines were checked for topological and attribute accuracy for the ESI classifications 5 (exposed flats), 8 (sheltered rocky shores), 9 (sheltered tidal flats), and 10 (marshes). The biological data were digitized from 1:250,000 topographic maps, checked using both digital and on-screen procedures, plotted, and sent out for review by the regional specialists. The edited maps were updated, checked once again, and the final product plotted (at approximately 1:450,000 scale). A team of specialists reviewed the entire series of maps, checked all data, and made final edits. To finalize the data checking process, each coverage was checked using a standardized form by two GIS personnel (a technician and the GIS manager), and each attribute database was checked using several programs which tested the files for missing or duplicate data, rules for proper coding, GIS topological consistencies (such as dangles, unnecessary nodes, etc.), and ORACLE to ARC/INFO consistencies. A final review was made by the GIS manager and the data were stored on magnetic media for distribution. -5-

10 2.3. COMPLETENESS REPORT: The maps were intended to provide a regional overview of the environmentally sensitive resources of Cook Inlet and Kenai Peninsula. The resources were selected based on their high sensitivity and vulnerability to spilled oil or their special management status. Cook Inlet and Kenai Peninsula are rich in biological resources and it was not possible to include all of the resources sensitive to oil. Species with widespread, ubiquitous distributions are not shown. Instead, the sensitive resources are depicted where they are most at risk. The following criteria were used: large numbers of individuals are concentrated in a relatively small area; early life stages are present in restricted areas; they come ashore for birthing, resting, or molting; areas important to specific lifestages or migration patterns; they are threatened or endangered; and a significant percentage of the population is likely to be exposed to oil during a spill. Shoreline Habitat Mapping: Prediction of the behavior and persistence of oil on intertidal habitats is based on an understanding of the dynamics of the coastal environments, not just the substrate type and grain size. The vulnerability of a particular intertidal habitat is an integration of the following factors: 1) Shoreline type (substrate, grain size, tidal elevation, origin) 2) Exposure to wave and tidal energy 3) Biological productivity and sensitivity 4) Ease of cleanup All of these factors are used to determine the relative sensitivity of intertidal habitats. Key to the sensitivity ranking is an understanding of the relationships between: physical processes; substrate; shoreline type; product type; fate and effect; and sediment transport patterns. The intensity of energy expended upon a shoreline by wave action, tidal currents, and river currents directly affects the persistence of stranded oil. The need for shoreline cleanup activities is determined, in part, by the slowness of natural processes in removal of oil stranded on the shoreline. These concepts have been used in the development of the ESI, which ranks shoreline environments as to their relative sensitivity to oil spills, potential biological injury, and ease of cleanup. Generally speaking, areas exposed to high levels of physical energy, such as wave action and tidal currents, and low -6-

11 biological activity rank low on the scale, whereas sheltered areas with associated high biological activity have the highest ranking. The shoreline and shoreline habitat were obtained in digital form from the Alaska Department of Natural Resources (see section 2.5.1: ESI). While the map products only display four shoreline types, all of the shoreline classifications are in the digital product. However, only the four shoreline types (exposed and sheltered tidal flats, sheltered rocky shores, and marshes) were checked and edited during the review process. Sensitive Biological Resources: These data denote the key biological resources that are most likely at risk in the event of an oil spill. Four major categories, or elements, of biological resources were considered during data compilation: birds, fish, shellfish, and mammals. The data are organized by season since the map products were designed for fall, spring, summer, and winter. The bird nesting data (NESTS) are the only data with a one-to-many relationship between the nesting sites and species information. Therefore, the nests are located in the basemap directory and have NESTS.LUT (the lookup table between the coverage and the data tables), NESTS.DAT (the biological table containing the species identification number, the concentration, and the seasonality code), the SPECIES.DAT table (containing the species name and threatened or endangered status), and the SEASONALITY.DAT table (the monthly presence and breeding activities). The other biological datasets (fish, mammals, bird polygons, clams, and seal haulouts) are located under each season directory and are self-contained coverages (there are no additional data tables). Each coverage contains a SEASON item which contains either FALL, SPRING, SUMMER, or WINTER. This may seem redundant since the coverages are located under each season directory; however, if the coverages are moved to different locations or merged together, this item may be used to differentiate the seasonality of the data. There are other items on these coverages which are described in section Human-Use Resources: Several human-use, or socioeconomic, features are included in this dataset under the basemap directory. The incorporated city boundaries are polygons in the coverage CITIESP. The locations of the rip zones, keeper beaches (areas of natural accumulation), and currents are in the CURRENT coverage. The mean monthly extent of ice coverage is in the coverage ICE. Data Organization: The data are organized by directories for each season and generic directory (basemap) for non-seasonal data. POSITIONAL ACCURACY HORIZONTAL POSITIONAL ACCURACY HORIZONTAL POSITIONAL ACCURACY REPORT: The shoreline classification and hydrology data were digitized from U.S. Geological Survey (USGS) 1:63,360 topographic quadrangles. It is estimated that the ESI classification has a minimum mapping unit of 100 feet. The human-use features (SOCECON) as well as the rip zones and currents (CURRENT) were obtained digitally from Kenai Peninsula Borough at 1:250,000, except for the roads which were obtained from the 1:100,000 U.S. Census TIGER files. The ice data (ICE), keeper beaches (CURRENT), and beluga whale concentration (MAMMALSP) were digitized from 1:250,000 scale maps. Bird concentration areas (BIRDSP) were digitized from a 1:450,000 scale map. The remainder of the biology data (NESTS, CLAMSP, FISHL, FISHP, HAULOUT, and other mammals in MAMMALSP) were obtained in digital form at 1:250,000 and modified based on information collected from regional experts. Unlike shorelines, which maintain relative spatial stability through time, the biological data by nature migrate across the landscape. Therefore, the data have fuzzy boundaries which must be understood when utilizing this information. There has been no quantitative assessment of the spatial accuracy of these data. -9-

19 PROCESS STEP PROCESS DESCRIPTION: The digitization of the basemap data, biological resources, and human-use resources was a complex and highly quality controlled process. The first layer of information digitized was the shoreline (ESI). The digitized data were checked for completeness for ESI classifications 7 through 10, topological and logical consistency and then plotted. Any errors in the shoreline classification were updated prior to digitization of the biological and human-use layers. All data use the shoreline as the geographic reference so that there are no slivers in the geographic layers. The biological information was compiled onto 1:250,000 USGS topographic quadrangles by an in-house biological and GIS expert using the data from regional specialists in the form of maps, tables, charts, and written descriptions of wildlife distributions. The data were digitized, checked using both digital and on-screen procedures, plotted, and sent out for review by the regional specialists. The edited maps were updated, checked once again, and plotted at final map scale of 1:450,000. A team of specialists reviewed the entire series of maps, checked all data, and made final edits.
