2 1 General D Walshe requested approval of the previous Conference Call minutes. Minutes v1.0 deemed approved. 2. Actions Previous Conference Call & IGG D. Walshe provided the Action Item Update: Action Items 948 Data Protection - ESBN to report back on how the COLE process currently records the moving out of an occupant to identify whether the moved out customer details are retained in the ESBN system. If details are retained data protection concerns need to be investigated. This is an action raised by SSE Airtricity in relation to COLE Process recording the moving out an occupant. ESBN will provide a Data Protection Approach Report in At the last IGG, C O Connor reported that the Data Protection Team has yet to contact the Commissioner. J Bracken reported that a new Data Protection Manager in ESBN has been appointed. He will progress this issue with her in due course. He will also follow up on the Data Protection Approach Report. Correct the issue if they are and report to RMDS who will refer to MRSO At the IGG G Halligan reported that he has received a response from the 2 nd Supplier who is partaking in this practice. S mac an Bhaird added that CER is currently considering the rationale of the practice. S mac an Bhaird reported that it is only one Supplier who is partaking of this practise in any substantive way. CER is currently reviewing this issue but has yet to come to a conclusion. Detail to be added to MPD 01 & 02 At the IGG J Gregory reported that this DR is important but because of the current ESBN workload the DR has yet to be drafted. ESBN to provide an update. T O Neill reported that this DR has yet to the drafted but ESBN will endeavour to draft this DR as soon as possible. 3 993 LTCA Next Steps - LTCA WG to convene following CER decision to support appointment of the auditor. Terms of reference to be reviewed to account for pending I-SEM design confirmation. WG to submit update on terms of reference, chairperson, plan for progressing and project managing next stage of LTCA initiative at next IGG At the last IGG, J Gregory reported that she has begun to draft the final version of the Terms of Reference which will include the I-SEM considerations which when complete will be issued to the ReMCoWG participants and CER for sign-off and then issued to the Auditor for formal sign-off. The Auditor had agreed to review the previous Terms of Reference to get a good understanding of the issue. S mac an Bhaird reported that CER would write to ESBN following the meeting regarding the matter of funding. S mac an Bhaird reported that the letter is still in draft form within CER and is waiting for approval before being sent to ESBN. He added that P Stack raised a question at the last IGG on whether it is appropriate or not for the Independent Auditor to make comment on I-SEM and whether a high level opinion on the I-SEM solution would have an impact on LTCA. Subsequently, CER discussed this internally with CER s I- SEM colleagues and CER is satisfied that a high level opinion can be given as long as that opinion is given on the Decision Paper. If the Decision Paper is not published by the time this work is completed then CER will note that the consultation is ongoing and a decision is due in relation to global settlement and I-SEM. Forum Logged: IGG Assigned to: Suppliers/LTCA WG Group Status: Action remains Open Due Date: Green Source Products - Suppliers to submit comments on their timelines for Green Source Submissions based on SEMO's timelines(linked to Action 983) Action logged at the last IGG. CER requested that Suppliers submit comments on their timelines for Green Source Submissions by 18 th January Then RMDS sent a reminder to Suppliers asking them to respond by the 08/02. SSE Airtricity subsequently asked what the timeline is in relation to a decision. CER responded that it would like to make a decision shortly on this. S mac an Bhaird added that CER had received some responses previously as well as the recent SSE Airtricity response. CER wants to issue a decision on this shortly. He urged Suppliers who have any further questions or concerns to submit them to CER before next Monday 15 th February S Donnelly asked any Suppliers if they are having an issue with having to implement this for 2014 and 2015 considering the decision only came out mid to late S mac an Bhaird asked Suppliers to raise any concerns, such as these, that they may have with CER as soon as possible. S Doolin reported that Electric Ireland has had brief contact with a potential Auditor. The Auditor asked questions about the format and structure of the Audit itself and asked if Electric Ireland had any direction for them in terms of how an audit should be conducted. He added that it would be clearly important that there is consistency in format and structure of an Audit that would be undertaken by all Suppliers. S mac an Bhaird replied that CER was not going down the road on recommending an Auditor. He added that as there have been some further questions on this matter CER may set up a Green Source Products Conference Call or circulate an to answer any questions that Suppliers may have. A new Action was opened 1003: CER to set up a Green Source Products Conference Call or circulate an to answer Suppliers Queries. Action 996 deemed closed. 4 997 CER to present the 2016 retail Workplan Action logged at the last IGG. S mac an Bhaird outlined the CER 2016 Retail Workplan. See Section 4 - CER details. He agreed to circulate the Workplan in table form within the next day of two. Action deemed closed. ESBN and GNI have issued a proposal for the Reconciliation Process timelines. Suppliers were asked to review this proposal and revert. 4 Suppliers have responded. RMDS forwarded these responses to CER & ESBN. S mac an Bhaird reported that D Paraschiv is currently reviewing the Supplier responses and will revert with an update in due course. SFTP earlier than delivery of MCR Full MCR (WP publication etc.) will not be delivered until full release. Action logged at the last IGG. Suppliers were asked to respond by 21 st January Only one response received. ESBN agreed to go ahead with making the changed proposed on 2 nd February RMDS issued a mail on 02/02 stating that the Debt Flagging SFTS has been changed with effect from 2nd February This action was deemed closed. Action logged at the last IGG. ESBN to provide an update. M Mulcahy reported that ESBN will issue this detailed description to CER shortly. Forum Logged: IGG Assigned to: ESBN Status: Action remains Open Due Date: Capita Outage Notifications - RMDS to request Capita to provide more notice to Suppliers regarding system information such as slowing or testing, if possible. Action logged at the last IGG. RMDS made contact with Capita on this issue. Capita reported that in all cases they contact RMDS as soon as they are notified of an issue and will endeavour to contact RMDS as soon as possible going forward. J Gregory added that these are not Outages but go-slows on the system. This is a new practise that RMDS has undertaken to notify the Market as Suppliers were not previously notified in relation to this. Capita cannot provide an SLA in terms of notifying the Market but will endeavour to let RMDS know as soon as possible. S Donnelly asked if the Capita response to RMDS on this matter could be sent to Suppliers. J Gregory agreed to issue this response to Suppliers. Action deemed closed. Page 4 of 8

Action logged at the last IGG. RMDS has received 2 responses to date. 1 Supplier opted for Option 2 and the other Supplier opted for either Option 2 or 3. Suppliers were asked to provide a response as soon as possible to RMDS or to provide an opinion at the next IGG in March. See action 996 for details. Forum Logged: Assigned to: CER Status: NEW Action Due Date: CER Update S mac an Bhaird provided the CER update. He outlined the CER 2016 Workplan (Action 997) and agreed to circulate the Workplan following this meeting. Supplier Handbook Review D Paraschiv is working on this review. A Consultation paper will be published shortly. Then CER will move to a proposed decision before making a final decision either in later Q3/16 or early Q4/16. D Mullholland enquired about the Deemed Contracts SI and the decision paper in relation to extra information that needs to be included for Customers coming out of contract. He stated that it would be better if clarification is given in the Supplier Handbook sooner rather than later as the SI has a 6 month implementation time which is up in June S mac an Bhaird replied that he will mention this matter to D Paraschiv. Review of SOLR This will begin shortly and for the first half of the year CER will be scoping out the body of work and looking at the operational side and legal issues. Once the scoping work is finished a consultation will most likely will be required and CER will engage with the Industry to outline findings that need to be addressed. CER will then publish the Consultation Paper and outline the next steps. Supplier Audit & Ad Hoc Compliance Monitoring An information note on the 2015 Audit will issue in Q1/16. The Audit for 2016 will commence in Q3/16 and end of Q4/16. CER is unsure at this stage which part of the Supplier Handbook will be audited. Audit of Price Comparison Websites In the 2015 Audit Auditors found some queries in their Audit that are currently being reviewed. CER hopes to have an information note on this published shortly. The 2016 Audit will commence in Q3/16 and finish by Q4/16. CER may also review the Accreditation Framework in 2016 but this has still to be confirmed. Page 5 of 8

6 Debt Management Debt Transfer and Debt Flagging A Consultation Paper was published some time ago and follow-up workshops took place. CER is looking to publish a decision on Debt Management shortly. The Decision paper should go to the Commission this week. IGG/GMARG ongoing. Market Monitoring Framework Annual and Quarterly Reports - The Switching Report was published recently. G Kelly is working on New Reports and Market Monitoring. CER will schedule individual Supplier Meetings and will finalise areas for clarification, updates and next steps by the end of Q1/16. The new reporting will then be rolled out in 2016 from Q1 to Q4. Annual Average Consumption Figure - CER will review the Annual Average Consumption Figure (5300) for Electricity, (13800) for Gas and the price accreditation framework. This work has gone to tender for the Consultation element and should be finished in Q3/16. White Paper Some actions were outstanding for CER on this matter and CER is looking at the level of competition in the Market. CER will publish an information note on this. Retail Market Code This work will commence in Q3/16 / Q4/16. CER will engage with ESBN in the first instance to scope out this work. Consumer Survey Currently there is a tender out for this Annual Survey. This Annual Survey is undertaken for Domestic and SME Customers for both Gas and Electricity. This Report will be published in Q3/16. Fuel Mix Ongoing. European Work/CEER & ACER Work - CEER are undertaking this work and CER will consider the outputs from it. They are looking at minimising barriers to entry as well as best practise for Price Comparison Websites. CER will be engaging with CEER are much as possible. Any lessons learnt, or best practices that come to light will be taken on board by CER. S mac an Bhaird asked Suppliers who have any questions regarding this Workplan, once it s circulated, to contact CER. K Chapman asked if the CER intend to do a Consultation Paper regarding the Cooling Off Period. S mac an Bhaird replied that the Information Note has been circulated and this is the decision. S mac an Bhaird added that CER would like to raise two DRs in The first DR will pertain to the Cooling Off Period and to implement what was detailed in the information note. The second DR will pertain to New Registrations in the Market. D Mulholland asked if some elements in this Information Note were to be incorporated in the Supplier Handbook. S mac an Bhaird replied that the DR will mainly focus on the timings of messages etc. in relation to general rules on win-back etc. 5. Gemserv Update N Vyas gave the Gemserv update: Gemserv is in week 5/5 of IPT Testing. Completion is nearing and Gemserv is closing off the final tests and waiting for some evidence to come in. Gemserv is currently working on the Assurance Services for the Overall Programme and drafting the Assurance Services for the 2 nd round of IPT. There is continued work with New Entrants entering the Market. Page 6 of 8

7 6. MRSO Update G Halligan advised that there was no MRSO update. 7. ESB Networks J Bracken provided a TIBCO update. J Gregory provided an additional update on IPT. M Mulcahy provided an update on the Multi-site issue. TIBCO Project A Governance Board Meeting took place on Monday 8 th February The TIBCO Upgrade go-live date is pencilled in for the end of April This date was given to Suppliers last Wednesday 3 rd February. The caveat for this date is that performance testing goes well and that no additional problems occur. Also approved at the Governance Board meeting was the participation of a Senior Project Board Member on the weekly Supplier Conference Calls during this critical period. It was also agreed that any defects that have been identified to date will be summarised for Suppliers. The defects will be rolled up into suitable headings so it can clearly show what the issues are and which Suppliers are being impacted by the defects. This output is expected by Friday 12 th February. A TIBCO Audit of the new solution is underway. IPT J Gregory gave an update on IPT. This update was also given on the Supplier Conference Call on this date. There have been 2 IPT Schedules. Schedule 1 & 2 where Suppliers were divided into different groups. Schedule 1 has been 99.3% signed off by Gemserv (5 tests currently outstanding). Schedule 2 which is due to be completed by Friday 12 th February is 95% testing complete. Gemsev has signed off 45% of this evidence. IPT has identified one functional defect in relation to MCR 1122 that relates to Market Message 301. This defect is being fixed and will be tested again in IPT2. There are two issues with the 602 Reconciliation Market Message. There is also one issue with Market Message 601. There were a large number of unexpected technical Webforms connectivity issues that came to light during IPT 1. All these issues will be accommodated into the strategy for testing in IPT 2. There was a lack of confidence from Suppliers in IPT 1 in relation to the high level of issues. IPT 2 will last for two weeks. RMDS is currently undertaking all the planning and preparation for IPT2. It will mean that every Supplier will have to do some testing during this two week period but it will not be as intensive as IPT 1. From a resourcing and planning perspective RMDS has already notified Suppliers of this. The start date for IPT has not yet been confirmed as this will depend on what the Programme decides. 8 Multi-Sites Issue Mary Mulcahy reported that ESBN last updated the IGG in May 2015 on this issue. This issue has now been resolved. The ESBN IT Team has now completed the breakup of the Multi-sites. No Market Messages are going to issue to Suppliers as a result of this work being undertaken. Suppliers will be able to issue Market Message 013 from today 10 th February 2016 for any of the sites that they previously couldn t issue. ESBN still has 669 sites that it wasn t able to automatically break up. If a Supplier issues a Market Message request for one of these sites ESBN will perform a site visit to check the site. 8. Retail Market Design Update J Gregory gave the Market Design Update: Schema / Non Schema/MMR/Co-MMR RMDS is working on the TIBCO Release and Schema / Non-Schema outstanding items that would have been delivered as part of an MMR. Schema 2016 This is still pending but decision dates should be known by ESBN very soon. LTCA No update. From a resource perspective TIBCO has taken up all the focus in RMDS. David Walshe (RMDS) will be taking over the Project Manager Role going forward. 9. Notice Board: Planned Maintenance, Reminders from IGG etc. Outage Dates: There is an outage on the 3rd Sunday of this month, 21 st Feb between 10:00 and 14:00 for a TIBCO matter.
