4 Utilizes data from the Pooled Fund Study Maintenance Decision Support System (PFS-MDSS). Surface weather observations at Airports and RWIS stations, radar, satellite, numerical models, meteorologist inputs, etc. to get the best representation of the weather that occurred in the State. Removes subjectivity and inconsistences in data gathering. It s safe to say that pretty much everything that is important in the weather as it impacts roads is considered in the process. 7 Air temperature Dew point/relative humidity Wind direction/speed/gusts Pavement temperature Sub pavement temperature Blowing snow Frost/Black Ice Surface Pressure Precipitation type/amount (liquid, ice, snow) Cloud cover, and its impacts on solar (shortwave) and infrared (longwave) radiation 8 4

6 Use MDSS to help calculate road conditions and maintenance actions using the MDSS pavement model. Supplemented with Rd/Weather conditions entered into MDSS by field personnel Accounts for MnDOT s approach to maintenance on each plow route Chemical(s) available, application rates, level of service (LOS) Other maintenance configurations Adjust for varying costs (salt/sand, labor, truck costs, etc.) Surrogate routes spread evenly across state with same LOS and configuration. Keeps MnDOT s specific maintenance variables the same while allowing the weather and pavement conditions drive the index. 11 Road Centric Focuses on the road weather parameters How the weather actually affects the roads Objective Not influenced by agency s response to events Consistent way to gather data Scalable Can produce Statewide results or area to area comparisons 12 6

8 15 Winter Maintenance Response Index Features: Uses same weather variables Output is based on Labor, Materials and Equipment Uses individual plow sections Not normalized reflects costs as entered by DOT, can vary area/area and year/year Objective not influenced by agency response to events Flexible can be used for varying time periods, day/day, month/month, year/year, winter to date, region to region Scalable results can be shown as statewide, maintenance area, subarea, truck station or plow route 16 8

9 Uses: Provides costing information to make business decisions Compare against cost data from maintenance management systems and/or data recorded using Automated Vehicle Location systems See difference between actual costs and theoretical costs Efficiency indicator Can run past winters data to show cost of new practices or products What if scenarios Can show cost of increasing or reducing level of service in similar weather conditions Can be used to develop and verify best practices 17 Clearly define what your goals/objectives are. Do you just want to compare weather severity? Relatively easy Do you want to compare costs of maintenance? More difficult as you have to use actual costs, differing level of service across areas, etc. Salt might cost $40/ton in south and $115/ton in the north Might have weaker winter in an area that ends up costing more because of the higher level of service needed. Commissioners because of the importance of this service to the citizens and the maturity of the data. The new reports provided an interactive view of key snow and ice information. 8/29/

25 Data is available in BI the day after it is entered into our Resource Consumption Application (RCA). This data includes usage, and bare lane indicator data. 29 RCA usage data is combined with the most current cost data from SWIFT/Finance in the nightly ETL process Extract the data from RCA/Finance Transform merge the data and calculate costs Load the data into a database structure known as a Star Schema The center table is known as a Fact table Contains data to be measured, in this case, usage and costs The other tables are known as Dimension tables Or how the data in the Fact table is to be measured 8/29/ /29/
