4 INSPIRE in SEE WHY SEE? the process of developing SDI has been ongoing for number of years now countries of the SEE are putting considerable efforts in implementation at the highest national level the significance, potential and benefits of the process are acknowledged barriers in the way of provisioned timeline for implementing the Directive: data availability, quality and accessibility, level of cooperation among stakeholders, services availability and Being exclusively applied by a top-down approach, INSPIRE implementation is far from reachable and useful for the envisioned end users.
5 INSPIREing in the bottom-up manner Further motivation is needed in order to have healthy advance of the (sub)national SDI development and interoperability as the INSPIRE requirements define it. In this sense, the significance of using the volunteered geographic information (VGI) has been in focus worldwide and should be emphasised in described regional constellation as one of success factors of the INSPIRE implementation.
6 VGI as the SDI development driver Activism of the lower level of national SDI beneficiaries (NGOs, SMEs) in SEE is significant and shows the need for their inclusion in the SDI. Citizens, organisations and initiatives are producing, needing and obliged to work with data of interest for the SDI. Three projects, support the thesis of VGI inclusion in SDI, show the necessity of more structural engagement in this relation and are applicable to SEE-wide SDIs. Concretely, the approach to these subjects out of primary scope of the SDI and the potential of their inclusion in the process of implementing INSPIRE is being analysed through the practical examples: - education in available geospatial technologies for non-geospatial professionals, - volunteer engagement in urban greenery preservation, - social inclusion of people with disabilities

10 Overview and conclusions JRC Enlargement and Integration workshop presentations showed status of the INSPIRE implementation in a number of SEE countries Further development of implementation process can be fostered by the bottom-up approach Author s experience in the field of NGO engagement brings significant potential for enhancing the process of VGI in SDI development in SEE. Performed and other ongoing relevant projects, focus on the relation between the INSPIRE Directive approach and the end user needs in SEE. The demand that is to be met is shown and it is proposed that in the national SDI the approach towards the use of VGI in sense of INSPIRE should be supported through better legislative and practical cooperation of stakeholders. In the horizon of the process is a strive to add value to the produced data as well as to harness more from the data used in standardised, open and interoperable way.
