5 Overview Review of IROWG-5 main recommendations Noting two are carried forward from 2016 Outline IROWG-5 discussions relating to commercial options COSMIC-2 equatorial launch Slide: 5

6 Main Recommendations IROWG-5 Ensure that both, equatorial and polar components of COSMIC-2 are fully funded and launched; IROWG recommends targeting at least 20,000 occultations/day to be made available to the operational and research communities (NWP, climate and space weather); International space agencies (in particular NASA, ESA and CNSA, where LEO- LEO and GNSS-RO&-Reflectometry proposals are pending) to support mission preparation and implementation projects towards LEO-LEO microwave occultation and GNSS-RO&-Reflectometry demonstration missions. This should include recommending new OSSEs for the LEO-LEO observations. IROWG recommends that CGMS should encourage GNSS providers and agencies to make ICDs (Interface Control Documents) of GLONASS and Beidou Open Service signals available as soon as possible, in order to allow RO instrument providers to design and develop the future receivers without uncertainties due to missing information. 7 IROWG-5 Discussions (1) RO in the forefront of commercial data discussions. A concern is, it will hinder scientific exchange if there is a long period of uncertainty. IROWG should not/does not take a view on how missions are funded. Our main aim is to ensure measurement continuity and maximise the number of high quality RO observations that can be freely exchanged. Slide: 7

8 IROWG-5 Discussions (2) The COSMIC-2 mission retains strong support and credibility in the community. Clear heritage: COSMIC has delivered high quality RO observations for operational applications for over 10 years. SPIRE has clearly made good progress, but a detailed analysis of the data is still required. IROWG strongly supports the NOAA Commercial data pilot study: IROWG needs this study to determine and describe the actual capabilities of the various options. IROWG offers support to the NOAA commercial data pilot study if required. Slide: 8

10 Quality of COSMIC-1 One important aspect is the coverage of the lower troposphere: Statistical comparison of refractivity, retrieved at UCAR CDAAC, between COSMIC and ECMWF (Jan 2017) Over tropical Pacific ocean to avoid the effect of terrain (-30 < lat < 30; -180 < lon < -120) > 90 % of profiles penetrate to within 1 km of surface Slide: 10

11 COSMIC-2 equatorial launch: Dec hour occultation locations for COSMIC-2 equatorial constellation Very few COSMIC-2 profiles beyond 40 latitude (though there are RO profiles from MetOp and FengYun) Slide: 11

15 Summary Recommendations from IROWG-5 reviewed. They include: Need to launch COSMIC-2/FORMOSAT-7 Polar Occultation target is 20,000 profiles per day (see, Harnisch, et al, 2013: Scaling of GNSS Radio Occultation Impact with Observation Number Using an Ensemble of Data Assimilations.
