2 Abstract: This paper discusses a comparative study of the research performances of four R & D institutes under the Department of Atomic Energy, Government of India. The comparison is made on the basis of scientific publications in several scientific journals in the subjects of common research interests of these institutions. The choice of these institutes is made with a view to their common research goal which is physical science. The data used here is based on ISI Web of Science. Keywords: Comparative Study; DAE Institutes-Comparative Study; Research Survey; R&D Institute.

3 The purpose of this paper is to focus on the performances of four research institutes of India which are under the Department of Atomic Energy (DAE), Government of India. They are the following : Tata Institutes of Fundamental Research (TIFR), Mumbai Saha Institute of Nuclear Physics (SINP), Kolkata Institute of Physics (IOP), Bhubaneswar Institute for Plasma Research (IPR), Gandhinagar Our data is collected from ISI Web of Science.

The Case of TIFR: Out of the first seven categories the first two, namely, ASTRONOMY ASTROPHYSICS and PHYSICS PARTICLES FIELDS are far more prominent categories in the research outputs of the institute. It is also seen that there have been substantial increment in these two areas of research over a period of ten years from 2006 to2015. During this period the publications in the other fields in the top seven subject categories have only marginally changed. There is no noticeable change in the number of publications in these categories during one decade time under consideration. The Institute can be said to have specialized and developed research activities in Astronomy and Astrophysics and Physics Particles Fields.

The Case of SINP: It is seen from the data that the research publications of SINP is more or less maintained in the same level except for the two categories PHYSICS PARTICLE FIELDS and ASTRONOMY ASTROPHYSICS. The data shows that the publications in these two fields have considerably increased multi-folds during the time subsequent to This is a remarkable feature especially with PHYSICS PARTICLE FIELDS in which there has been a sharp increase during after which the trend in the publication seems to have stabilized. The same is true with ASTRONOMY ASTROPHYSICS. PHYSICS NUCLEAR has also experienced increased number of publications during The data suggest that the institute specializes in PHYSICS PARTICLE FIELDS, NUCLEAR PHYSICS and ASTRONOMY ASTROHYSICS.

14 C. The Case of IOP: It can be seen that PHYSICS PARTICLE FIELDS is the only category which can be said to have significantly increased number of publications during last one decade. PHYSICS NUCLEAR has also experienced an increase in publications after 2009 in which time the publications have significantly gone down compared to There is no significant sign of increment in publications of other categories. Notably, MATERIALS SCIENCE MULTIDISCIPLINARY has shown signs of decrease in the publication -activity in that field. The institute seems to have specialized in PHYSICS NUCLEAR and PHYSICS PARTICLE FIELDS.

15 D. The case of IPR: The publications from this institute indicate that PHYSICS FLUIDS PLASMAS and NUCLEAR SCIENCE TECHNOLOGY are the major thrust areas for this institute. These two subjects have an increased number of publications over last one decade, but during the publication have got down. This is more prominent in NUCLEAR SCIENCE TECHNOLOGY. Other subject categories are maintained more or less in the same level of research publications. A significant feature is the introduction of MATERIALS SCIENCE MULTIDISCIPLINARY which started from zero publication in 2006 but maintains its level in publications during last five years. The specialization of this institute is in PHYSICS FLUIDS PLASMAS and NUCLEAR SCIENCE TECHNOLOGY.

17 It appears from the Figure 5 that the research performance in TIFR and SINP in these areas in terms of publications is better than that from the other two institutes. But between TIFR and SINP it could not be concluded which one is better performing. This is because in the period , TIFR has made number of research publications in PHYSICS MULTIDISCIPLINARY while in PHYSICS NUCLEAR, SINP has more publications. In PHYSICS APPLIED, it is moderately higher with TIFR.

18 Conclusions: It is to be noted that based on the present study we could not conclude anything about the best performance amongst these four institutes since the top category for each institute in which the maximum numbers of research papers are published, are not included in the list of common subject areas. Only this can be concluded that TIFR and SINP are the better performing institutes in the common areas of interest among these four institutes. Another feature which is evident from this study is the diversified emphasis in research in these four institutes. Only it can be seen that SINP and TIFR have to some extent similar goals of research as is evident from the publication in the different subject areas from these two institutes.
