Subject: Reductions in Electronic Resources Thread-Topic: Reductions in Electronic Resources Date: Tue, 6 Sep :07: To: UT Faculty From: Ben Pryor, Vice Provost and Dean, College of Innovative Learning Re: Electronic Resource Cancellations The cost of electronic resources increases at a rate of around %7 per year, with some disciplines experiencing increases closer to %14. At the same time, faculty and students depend on the availability of electronic resources that cannot be found for free on the web and that are crucial for successful scholarship and research. University libraries play a fundamental and yet often under-recognized role in the organization and presentation of materials to student and faculty patrons, and until all scholarly communication is made available to the public at no cost, the libraries will bear a costly responsibility for obtaining and providing access to electronic resources. Since 2006, our libraries have been able to restrain spending relative to peer institutions in the state. Our materials budget has been consistently the lowest and our overall budget is almost exactly at the median for all institutions in Ohio and comparable to other institutions our size. However, because our investment in library materials has been so low, we are especially sensitive to additional budget cuts. This year, the overall cut to the College of Innovative Learning including University Libraries was quite large, as were cuts to all other college budgets. Some savings were achieved through the elimination of staff positions, but all areas of our budget were hit, including our electronic resources budget. As a result, and after extensive consultation with library faculty and area specialists, the library had to cancel many electronic resources. At the bottom of this memo you will find a list of electronic databases and journals that are or will not be available via the University Libraries after their access ends date. Please make a note of the resources in your disciplines so you will be prepared to move to other resources once access has ended. These decisions were very difficult and were the subject of vigorous yet collegial debates throughout the summer as we evaluated our options, consulted data (including usage, cost per view/download, importance to a subject, availability through alternative means, etc.), and tried to strike a balance between value to a department or discipline and cost to the institution. It is important to realize that some of the cancelled journals and databases are valuable resources and have been used, sometimes extensively, by UT faculty. Again, the faculty and administration of the library had to make difficult choices. Despite these cuts, our dedication to service remains strong. Librarians can help to find substitutions for lost resources among those we still maintain, or they can facilitate the use of OhioLINK or Interlibrary Loan. Excellent resources are available through the databases we are sustaining, and librarians are prepared to provide support in the use of these resources. We are committed to sustaining our value and to actively engaging information specialists in the intellectual lives of the various colleges, so this is a very good time for faculty to get involved in the collection development process by contacting your department or college liaison (see: < aisons.html).
