2 TRANSCRIBING ORIENTAL NUMERALS IN CATALOGING: RULES, CONFUSION, AND CONSISTENCY Beatrice Chang Ohta Library of Congress Hsu-Kuang Wang University of Oregon Introduction Vernacular numerals and Western-style arabic numerals are extensively used in Chinese, Japanese, and Korean (CJK) languages to express a rich variety of concepts and ideas. The usage of numerals is not solely a linguistic phenomenon; it is often attributed to the cultural and social heritage of a nation, to the civilization and history of a country and its people. In the cataloging of CJK materials, East Asian catalogers constantly encounter numerals, and it is often a challenge, even for an experienced cataloger, to consistently and correctly transcribe all kinds of numerals that can appear anywhere in the body of bibliographic records, such as in author, title, or edition statements, in series tracings, subject headings, and note fields. From the standpoint of cataloging, transcribing numerals is not as important as other issues such as authority work, classification, constructing access points, and subject analysis; however, maintaining the consistency of transcribing oriental numerals in CJK bibliographic records will certainly help improve efficiency of retrieval and the quality of records in the national databases, and achieve uniformity in applying bibliographic standards. The Anglo-American Cataloging Rules, 2nd ed. (AACR2) and "Library of Congress Rule Interpretations" (LCRI) have specific provisions governing the transcription of oriental numerals, namely, AACR2 C.5 and LCRI C.5C. Nevertheless, the rules and interpretations have not provided adequate elaboration, rationale, and examples to illustrate their applications under various circumstances, which results in significant confusion in applying the rules. The inconsistency of transcribing oriental numerals exists on many CJK records in the bibliographic utilities such as the Online Computer Library Center, Inc., Online Union Catalog (OLUC) and the Research Libraries Group, Inc., Research Libraries Information Network (RLIN). AACR2 C.5 and LCRI C.5C have been interpreted either in different ways by different cataloging agencies or have been applied differently by the catalogers from the same cataloging agency due to variations in the catalogers' individual judgment and personal interpretation of the rules. The purpose of our study is to examine the confusion surrounding the applications of AACR2 C.5 and LCRI C.5C, demonstrate the principles of the rules by introducing many examples, and hopefully provide the explicit interpretations of AACR2 C.5 and LCRI C.5C that would be easier to follow. 17

3 1. Numerals in vernacular fields and romanized fields On CJK bibliographic records each vernacular field always has its parallel romanized field. Confusion in applying LCRI C.5C centers around two major issues which are largely responsible for the inconsistency of transcribing numerals in CJK bibliographic records. Question one When transcribing numerals in a cataloging record, should we.apply LCRI C.5C to vernacular fields or to romanized fields in the record? Answer This is a fundamental issue and must be clarified. The original rule of AACR2 C.5C states: "Use Western-style arabic numerals in romanized headings for corporate bodies and in uniform titles." The key words in the rule are "in romanized headings". Thus, AACR2 C.5C and LCRI C.5C are the rules for transcribing vernacular and arabic numerals in romanized fields only, and they do not apply to transcriptions of numerals in vernacular fields. The numerals in the vernacular fields, regardless of whether they are arabic numerals or oriental numerals, should be transcribed exactly the way they appear in the piece being cataloged and should not be changed, except for the numerals in those bibliographic elements that are governed by AACR2 C.5D. Question two In romanized fields of bibliographic records, when should vernacular numerals be transcribed as Western-style arabic numerals and when should they be transcribed as words? Answer It depends on the concept that the vernacular numerals convey; it is a judgment call based on the context. We need to emphasize that the transcription in a romanized field must always mirror the bibliographic information contained in its associated vernacular field, i.e., the words and numerals in a romanized field and in its parallel vernacular field must be a one-to-one equivalent of each other. For CJK materials it is the vernacular information that is presented in a piece and in its chief source, not the romanized information. It is the vernacular bibliographic information along with the physical description that serves as the primary identification of a particular bibliographic entity, while the information in romanized fields is secondary in describing a piece. Based on this argument, the transcription of numerals in a romanized field should always correspond to the way they are presented in the associated vernacular field. We will discuss LCRI C.5C and AACR2 C.5D in greater detail below and examine a variety of annotated examples in light of the rules. These real examples have both correct and incorrect transcriptions of numerals in various elements of the bibliographic description. The purpose of presenting both types of examples is to provide comparison, to reinforce the rules, and to help improve consistency in the future. Only by comparison can one distinguish the correct and incorrect transcriptions. 2. The concepts of oriental numerals (See examples 1-13) As with Western-style arabic numerals, oriental numerals, also called vernacular numerals, have two basic types: cardinal vernacular numerals.. H, etc. and ordinal vernacular numerals %, W,. % H. etc. A cardinal numeral constitutes a numerical concept. An ordinal numeral often, but not always, constitutes a sequential concept. 18

4 The true numerical sequential concept is easy to understand: the second chapter, the third conference, etc. An ordinal vernacular numeral representing a true sequence is converted to an equivalent arabic number in a romanized field. When ordinal vernacular numerals do not represent a sequence, they are transcribed as words in a romanized field. instance, the term "The Third World" represents a political and economic concept rather than a numerical sequence. "Chung-kuo ti i..." 4" S H... represents a sense of superiority and excellence, not a numerical sequence. "Ti erh tz'u shih chieh ta chan" Ife &ytn±& differentiates World War II ( ) from World War I ( ). 3. LCRI C.5C 1) and LCRI C.5C 2): interpretations and clarifications (See examples 14-29) A numerical concept can be expressed in two ways, by a number and by word(s) which represent the spelled-out form of the number, just like an arabic numeral has both number notation and spelled-out form. For example, the arabic number "10" and its English spelledout form "Ten" express the same numerical concept; "100" and its spelled-out form "One Hundred" numerically mean the same thing. However, it is important to notice that when a number is spelled out, the spelled-out form is a word or words and not a number anymore. The same holds true for the vernacular numerals (see the following examples). Transcribing vernacular numbers and transcribing vernacular words in romanized fields are governed by different rules actually. LCRI C.5C 1) applies to the transcription of vernacular words while LCRI C.5C 2) applies to the transcription of true vernacular numbers. 5 According to LCRI C.5C 1), the following terms and many others of the same type, when +-,+-,--r-,h+,h<w-.'&--h r F,75.-ft' e t c - they do not constitute a true sequence, have always to be transcribed in romanized fields as words, not as arabic numerals, regardless of whether they constitute a numerical concept or not. This is not because these terms cannot be converted to their equivalent arabic forms; it is because they appear as words, not numbers. Words, when representing numbers, can constitute true numerical concepts all the time. Although they are transcribed as words, they can usually be traced in the equivalent arabic form in title-added entries such as a 740 field when being justified by LCRI 21.30J. It is not accurate to state that Chinese vernacular numerals from one to nine have no equivalent arabic forms. The vernacular numerals from one to nine and their spelled-out forms are exactly the same, and they do have the equivalent arabic forms 1-9. When they are used in dates, they are naturally converted to the equivalent arabic numerals. Nevertheless, Chinese vernacular numerals from one to nine are rarely used individually as true numbers even when they constitute a numerical concept. They are most often used as words and thus should always be transcribed in romanized fields as words unless they are used in dates or represent a sequence. LCRI C.5C 2) specifies that, when cardinal vernacular numerals represent true numbers, they can be converted to the equivalent arabic numerals in romanized fields. It is common that some cardinal vernacular numerals are used as words to designate a special historical event in which these numerals do not convey either numerical concepts or sequential concepts. Therefore, these numerals should always be spelled out as words, as shown in the following examples, and never be transcribed as arabic numerals in romanized fields. )\ '/^ijjjg Chiu i pa shih pien SEiS^f ssu y"un tung f^ 'JLiUnn L i u i e r h fc * un 9 chieh In summary, the principle of LCRI C.5C 1) is word-to-word, i.e., words representing a numerical concept should be transcribed in romanized fields also as words, not as arabic numbers. The principle of LCRI C.5C 2) is numeral-to-numeral, i.e., vernacular numerals representing true numbers or dates should be converted to equivalent arabic numerals, not words, in romanized fields. 20

Transcribing numerals in the title in romanized field (See examples 30-41) The majority of numerals encountered in CJK cataloging consists of those present in the titles of bibliographic entities. These numerals are often vernacular numerals, arabic numerals, or a combination of both. AACR2 provisions require that the title proper be transcribed exactly as to wording, order, and spelling as found in the chief source, and have enclosed in square brackets information taken from outside the prescribed source. Based on this guideline, numerals in the title should be transcribed in a vernacular field according to the way the numerals appear in the chief source, i.e., vernacular numerals present in the chief source will always be retained in their vernacular form in a vernacular title field and should never be changed to arabic numerals. How vernacular numerals are transcribed in a romanized title field will be governed by LCRI C.5C and based on the concept the numerals convey. Arabic numerals in a title will be retained in both vernacular and romanized title fields. In summary, the way numerals in a title are presented in the chief source is the determining factor on how the numerals should be transcribed in vernacular and romanized fields. The location of parts of a title in subfields =j=a, =Hv+n, or =(=p has nothing to do with the transcription of numerals in the title. 5. Transcribing numerals in dates (See examples 42-55) Dates in Western-style and in vernacular form are often present in the titles of bibliographic entities, and the rule for transcribing the numerals in dates is fairly straightforward in most cases. The dates are always transcribed in the vernacular title field the same way as found in the chief source. For the romanized field, if a date is expressed in vernacular numerals in the chief source, convert the vernacular numerals to equivalent arabic numerals; if the date is already in Western-style, retain it. One grey area in transcribing dates in vernacular form should be noted; it is when the vernacular numerals representing the century in a date are omitted. For instance, if we transcribe t as "79 nien", it can be interpreted as "1979 nien" or "seventy-nine years". To eliminate the potential ambiguity and confusion, it would be preferable to transcribe a shortened vernacular date in word form rather than in arabic form (see the examples 52-55). There is no rule that can cover every single case, and any rule needs to be applied with judgment to ensure clarity and accuracy of the bibliographic description. 6. Transcribing ordinal numerals in corporate bodies and conference names (See examples 56-71) Ordinal numbers belonging to a sequence are frequently part of corporate body and conference names. The guidelines for transcribing them in a romanized field are specified in LCRI C.5C 3) and LCRI C.5C 4). Numerals contained in corporate names should be transcribed in the corresponding vernacular fields the same way as found in the piece, and vernacular numerals should not be changed to arabic numerals while in romanized fields the ordinal numerals are converted to arabic numerals. 7. Transcribing numerals in series (See examples 72-77) Vernacular numerals are commonly present in the title, section or part, and numbering of a series. Since a series statement or a series tracing is really a title statement in its nature, 21

7 LCRI C.5C applies to series exactly the same way as to titles, except for the series numbering which is governed by AACR2 C.5D. The transcription of numerals in a series, including the subfields =f=a, =(=n> or ^p, should follow the same rules that govern the transcription of the titles. 8. Transcribing numerals in note fields (See example 78) Since notes are frequently constructed by catalogers for a variety of reasons, the transcription of numerals is flexible in terms of using arabic numerals or vernacular numerals. Although the common practice is to adhere to LCRI C.5C, personal preference and discretion are generally allowed. In the contents note field (505), AACR2 C.5D will apply. Vernacular numerals in the volume designators are converted to arabic numerals in both vernacular and romanized fields, even though the vernacular volume designators are present in the pieces. 9. AACR2 C.5D: Western-style arabic numerals take precedence AACR2 C.5D states: Use Western-style arabic numerals in the following areas and elements of the bibliographic description: (1) in an edition statement (2) in the material (or type of publication) specific details area unless a particular rule directs otherwise (see 3.3B2) (3) in the date of publication, distribution, etc., element (4) in the physical description area (5) in the series numbering Please note the following principal difference between LCRI C.5C and AACR2 C.5.D: LCRI C.5C only applies to romanized fields, while AACR2 C.5D applies to both romanized and vernacular fields in the bibliographic description, without regard to the forms of numerals present in the piece. For example, the edition statement " % KB M will be transcribed as "Ti 2 pan" in a romanized field and n f 2 HE " in a vernacular field. Conclusions The wide variety of examples used in this study provides us with a better understanding of LCRI C.5C and its applications in different contexts. In the real world, there will always be special cases and exceptions to the rules where catalogers' judgments are called for. Cataloging rules are designed to guide intellectual thinking, but cannot always guarantee consistent results. However, a high degree of consistency can be achieved through a thorough analysis of the rules and through sound decision-making. 22
