4 Reporting Requirements and Implementation North Carolina of Justice Report on Domestic Violence Related Homicides Occurring in Calendar Year 202 Reporting Requirements North Carolina General Statute directs all state and local law enforcement agencies to report specific information on domestic violence related homicides committed on or after July, 2007, to the North Carolina Attorney General s. Implementation After the enactment of North Carolina General Statute 4-2.7, the North Carolina of Justice and the State Bureau of Investigation developed the Domestic Violence Related Homicide Report form in consultation with the North Carolina Sheriffs Association, the North Carolina Association of Chiefs of, the North Carolina Council for Women/Domestic Violence Commission, the Coalition Against Domestic Violence, and the North Carolina Victim Assistance Network. Each law enforcement agency in North Carolina must complete a report for each domestic violence related homicide committed in its jurisdiction. The report is to be completed upon the filing of charges, or when charges would have been filed against the offender if other circumstances (like the death of the offender) had not intervened. Reporting of domestic violence related homicides is an ongoing requirement for all state and local law enforcement agencies.
5 Data Analysis 202 Statistics Domestic violence related homicides as reported by state and local law enforcement for calendar year 202 totaled victims were female 44 victims were male 8 offenders were female 04 offenders were male 7 of the 22 victims had received protective orders from a court; in 3 instances the protective order was current at the time of the homicide. None of the offenders were on pre-trial release for a domestic violence incident when they committed their homicide(s). Number of Domestic Violence Related Homicides County Total domestic violence homicides were reported in the 2008 report. Since that report, subsequent investigations have uncovered additional domestic violence homicides domestic violence homicides were reported in the 2009 report. Since that report, subsequent investigations have uncovered one additional domestic violence homicide. NOTE: Information in this report represents data submitted by state and local law enforcement agencies to the State Bureau of Investigation as of February 28,
6 Relationship Between Victim and Offender as a Percentage of Total Reports Relationship Current or former spouses Relationship Definitions Relationship 2 Persons of opposite sex who live together or have lived together Relationship 3 Related as parents and children, including others acting in loco parentis to a minor child, or as grandparents and grandchildren Relationship 4 Have a child in common Relationship 5 Current or former household members Relationship 6 Persons of the opposite sex who are in a dating relationship or have been in a dating relationship (A dating relationship is one wherein the parties are romantically involved over time and on a continuous basis during the course of the relationship. A casual acquaintance or ordinary fraternization between persons in a business or social context is not a dating relationship.) NOTE: Information in this report represents data submitted by state and local law enforcement agencies to the State Bureau of Investigation as of February 28, 203. In this graph, some offenders may be counted in more than one relationship category. 3
