2 Meet your Response Area Three Team: Response Area Three Commander Lieutenant Jim Morrison I ve been the Response Area Three Commander since September 2008 when Chief Monroe introduced his crime fighting strategy. I ve been with CMPD for over 20 years and graduated with the 107 th Recruit Class in December of My first assignment was in the Westover Division and I ve had assignments in various facets of patrol for most of my career. I m originally from Providence, RI and am a graduate of Rhode Island College where I attained a BA in Criminal Justice. Not only am I a Community Coordinator, I m also the division s Domestic Violence Liaison Officer. I moved to Charlotte in February 1998 from Upstate New York and have no plans of going back! 3 University City Division Response Area Three includes The Triangle which is the area extending from the 29/49 split north to WT Harris Blvd and the Faires Farm area which encompasses all the neighborhoods from McLean Road north to Back Creek Church Road. Response Area Three is home to numerous hotels, Wal-Mart, IKEA, Target, and Reedy Creek Park.

The chart compares years 2014 to 2015 during the month of September. The incident type is in the first column, the 2014 count, the 2015 count, the difference in total, and the final column shows the percent change.

5 Crime Trends comparing September 2014 to September 2015 Larceny from Auto Not much of a change here. We continue to have unlocked vehicles broken into especially in Buckleigh. I have sent out several Nextdoor alerts but it continues to be an issue. The Triangle area is still another trend area where people leave valuables in their vehicles when they go eat, shop, or work out. Residential Burglary No change here. The Caldwell area and Faires Farm were hit the hardest during September. I can t stress enough what a difference observant neighbors and a Community Watch make in getting valuable information to 911 that helps us in making arrests in these cases. Commercial Burglary A 50% increase here. The Caldwell area was the target area this month for copper and appliances. If you live near homes for sale please report any suspicious activity to 911 especially if you see someone removing appliances at odd hours. The suspects have been using trucks for this and have been blending in. Auto Theft A bit of an increase here. Several of these were suspicious circumstances but with that being said, please don t leave your keys in the vehicle, with it running or not. Sexual Assault None reported in September. This is good... again. Armed Robbery Up from 2 to 4 here. One of these was really a domestic assault, one of these was where the victims were up to no good, another was suspicious circumstances, and finally one appeared to be a true victim. Please be aware of your surroundings when exiting your vehicle in public places and even at your own home.

8 On Thursday, May 17, 2012, the Charlotte-Mecklenburg Police Department launched a program intended to target felons carrying firearms in our community. The program urges members of the community to call a dedicated phone line and forward anonymous information with the identity and whereabouts of a felon in the possession of a firearm. The anonymous caller will be eligible for a $ reward if an arrest is made as a result of their anonymous tip. Additionally, anyone in the public who forwards information leading to the arrest of a person illegally carrying a firearm may be eligible for a cash reward. During this campaign the community is asked to call our firearm tip line at to speak with a dispatcher. They will need to give the name and or detailed description of the suspect, and where the person is at the time of the call. Callers will not be required to leave their name, number, or address. A Detective with the Charlotte-Mecklenburg Crime Stoppers will follow up on the dispositions of these anonymous calls and will arrange a time and date to pay out reward money to the caller when applicable. As always, anyone requiring an emergency response from police is asked to immediately call Currently, the campaign has netted the recovery of over 38 guns and 14 arrests. Remember it is anonymous and the call can result in a Cash Reward.

Because the movie Halloween (1978) was on such a tight budget, they had to use the cheapest mask they could find for the character Michael Meyers, which turned out to be a William Shatner Star Trek mask. Shatner initially didn t know the mask was in his likeness, but when he found out years later, he said he was honored. 2. The first Jack O Lanterns were actually made from turnips 3. Halloween is the second highest grossing commercial holiday after Christmas 4. The word witch comes from the Old English wicce, meaning wise woman. In fact, wiccan were highly respected people at one time. According to popular belief, witches held one of their two main meetings, or sabbats, on Halloween night 5. Samhainophobia is the fear of Halloween 6. Fifty percent of kids prefer to receive chocolate candy for Halloween, compared with 24% who prefer non-chocolate candy and 10% who preferred gum 7. The rules of the competition state that the pumpkin must weigh less than 24 pounds and be carved in a traditional way, which requires at least eyes, nose, ears, and a mouth 11. Trick-or-treating evolved from the ancient Celtic tradition of putting out treats and food to placate spirits who roamed the streets at Samhain, a sacred festival that marked the end of the Celtic calendar year 12. Souling is a medieval Christian precursor to modern-day trick-or-treating. On Hallowmas (November 1), the poor would go door-to-door offering prayers for the dead in exchange for soul cakes 13. 17 14. Halloween is short for Hallows Eve or Hallows Evening, which was the evening before All Hallows (sanctified or holy) Day or Hallowmas on November 1. In an effort to convert pagans, the Christian church decided that Hallowmas or All Saints Day (November 1) and All Souls Day (November 2) should assimilate sacred pagan holidays that fell on or around October Black and orange are typically associated with Halloween. Orange is a symbol of strength and endurance and, along with brown and gold, stands for the harvest and autumn. Black is typically a symbol of death and darkness and acts as a reminder that Halloween once was a festival that marked the boundaries between life and death 16. Ireland is typically believed to be the birthplace of Halloween 17. With their link to the ancient Celtic festival of Samhain (a precursor to Halloween) and later to witches, cats have a permanent place in Halloween folklore. During the ancient celebration of Samhain, Druids were said to throw cats into a fire, often in wicker cages, as part of divination proceedings 18. Scarecrows, a popular Halloween fixture, symbolize the ancient agricultural roots of the holiday 19. Halloween has variously been called All Hallows Eve, Witches Night, Lamswool, Snap-Apple Night, Samhaim, and Summer s End 20. Halloween was influenced by the ancient Roman festival Pomona, which celebrated the harvest goddess of the same name. Many Halloween customs and games that feature apples (such as bobbing for apples) and nuts date from this time. In fact, in the past, Halloween has been called San-Apple Night and Nutcrack Night

18 A special message from Captain Garrett: I wanted to take the opportunity to thank the University City Community for the opportunity to serve and close out my law enforcement career in an area in which it began twenty-nine years ago. This is an extremely fast growing community that is served by the most dedicated officers in CMPD that truly care in making a difference in the reducing criminal activity along with improving quality of life issues. I feel extremely grateful and will leave this position with many great memories of success and strong friendships.
