3 Introduction Location: South-eastern part of Africa Landlocked, bordered by Tanzania, Mozambique & Zambia Surface area : 118,480 Km 2 Water : 24, 400 Km 2 Population : 14 million people Economy largely agro-based Main export routes: Beira, Nacala, Namibia, RSA & Tanzania
4 Malawi s Mineral Sector One large-scale mining operation otherwise ASMs with a few medium-scale operations Contributes 10% to GDP following the commissioning of Kayelekera Uranium Mine by Paladin (Africa) Ltd Expected to rise to 20% by 2016 when other exploration activities proceed to dvelopment stage Mineral resource base very diverse including REEs, coal, HMS, nickel, copper, iron, gold, niobium, uranium, kyanite, phosphate, silica sand, bauxite Potential for oil & gas
5 Government Initiatives Malawi Government has identified mining as one of the priority sectors that can turn around the economy Mines and Minerals Policy launched in April 2013; Mines and Minerals Act of 1981 is being revised; Regulations for Uranium Mining and Milling & for oil and gas exploration are in place; Artisanal and small scale mining policy and Regulations being developed; and Implementation of the Mining Governance & Growth Support Project (MGGSP)

10 Environmental Conservation Efforts In Malawi, environmental protection/management is a constitutional requirement Ministry of Environmental Affairs and Climate Change National Environmental Action Plan 1994 It provides the framework for integrating environmental protection and management issues in all national development programmes
11 Environmental Conservation Efforts cont d Before being granted with a mining licence, an Environmental Impact Assessment (EIA) report has to be produced by investors (scrutinised by Government) Environmental Affairs Development is responsible for the administration, implementation and monitoring of EIA Environmental management measures outlined by investors before being granted with an exploration licence Implementation of a Strategic Environmental & Social Assessment (SESA) sub-project under MGGSP
12 MGGSP 3 main components: Component A: Managing mineral rights & operations; Component B: Generating & managing revenue from the mineral sector; and Component C: Promoting the mineral sector of Malawi
13 Component B: Promoting mineral rights & Operations Objective: To build an efficient, transparent and environmentally & socially sustainable framework for managing mineral rights and operations. (including minerals legislation, licensing, supervision, environment and social management, and stakeholder dialogue)
14 Strategic Environment & Social Assessment The objective is to identify the priority actions that Government can take to foster environmentally sustainable and socially equitable development of Malawi s mineral sector First year Assessment & then the remaining 4 years implementation of recommendations
15 Conclusion Malawi is endowed with different mineral resources which are still untapped Government has identified the mineral Sector as one of the priorities in diversifying the economy base Exploration activities taking place at different stages & expect the contribution of the sector towards GDP to increase Government promotes sustainable environmental management practices in all development activities
