7 Statement of problem 4. Hypotheses If the estimated development costs of brownfield is higher than that of greenfield, then the private sectors will choose to develop greenfield. 24 Planning and Engineering Study for Housing Sites in Yuen Long South Investigation The overall objective of the Study is to examine and optimize the development potential of the degraded brownfield land in Yuen Long South for housing purpose and other uses with supporting infrastructure and community facilities, and to improve the existing environment. Proliferation of open storage yards, warehouses, workshops and industrial uses has resulted in degradation of the rural environment.
