4 Working Themes The project take into consideration some of the themes included in INSPIRE directive, in particular: Administrative units (annex I), Hydrography (annex I), Transport Network (annex I), 3D elevation models (annex II),

6 GIS4EU point of view We have collected datasets in: Different model schema (for ex. IntesaGIS, Eurogeographics ) languages of Portugal, Hungary, Slovak, Italy and Catalan We use 51 core datasets some datasets are multi-purpose, in particular: 23 datasets applied on Transport Networks 22 datasets applied on Hydrography 28 datasets applied on Administrative Unit 15 datasets applied on Elevation

7 GIS4EU Key Points 1. GIS4EU is dealing with real datasets and real data providers This allowed us to face real problem on the harmonisation process: resources, skill, technical, problems, procedures and tolls, know how, organisation, Knowledge, process and political issues 2. GIS4EU is dealing with Mapping Agency This allowed to have cartographic base element: Do they provide valid information for the INSPIRE Data Models? Do and How they full fill the INSPIRE requests?

8 Jump into harmonisation 1.Harmonisation Why? 1. To move data sets into one of INSPIRE data model means use differs sources: Different nation/region ; Different Data Provides Different Data Sets 2. Means to fish : right place right information right sources right scope

10 Conclusion 1 Elevation Theme General, INSPIRE methodology (D2.6) has been used for developing data specification Step-wise methodology is a good tool for data specification development Methodology has been developed for comparision of existing data sets with GIS4EU Common Data Model (matching tables and critical analysis) Elevation Feature Catalog is also available Harmonization/merging methods is under construction

11 Annex I Themes Conclusion 1 GIS4EU project is a real scenario of the situation that INSPIRE will face when the Implementing Rules enter into force. The methodology used in the project and the experience achieved will be a starting point to deal with INSPIRE adoption. There is a clear need for a harmonised data model such as the INSPIRE data specifications. To ensure that information exchange between local authorities is efficient and lossless Recommended change: Support for multiple hierarchies

12 Conclusion 3 There not Dataset that fully fulfil the Inspire data models, from the GIS4EU experience, none of them is exactly useful to be used in the INSPIRE model. The GIS4EU experience could be important to understand how to harmonise different datasets, even if they can be inside the same organisation. This because it is clear that for fulfil the Inspire request you need different datasets, provided from different proposes, even if they come from the same nation or organisation. => Because there is no in Europe a single dataset that cover the INSPIRE requests completely, we need to harmonise more than one datasets, no matter what is the relative sources.

13 Conclusion 4 1. Put in place the INSPIRE Directive is a matter of: knowledge (in different sector), technical tolls, experiences, resources, procedures, political affairs. 2. One of the major goals reach by the GIS4EU project is to make work together different competence: 1. Owner of datasets 2.Technicians 3. Researchers Without this collaboration all process is really long and Data Providers can more easy put in place the process to transform the Dataset
