1 GRISI: Geomatic Regional Information Society Initiative M. Cabello 1, A. GRISI mainly focuses on helping local development stakeholders to create new geomatic services in the following fields: e-economy, e-identity (local promotion), e-government and interregional cooperation. At present, GRISI main objective is to bring geomatic added value to existing or already finished initiatives and to show how Geomatics can be a tool to foster economic development. GRISI work plan is carried on simultaneously by three regional and one national governments: Midi-Pyrénées (France), Navarra (Spain), Abruzzo (Italy) and Latvia. Global coordination is carried on by the Gers Chamber of Commerce (France) who has conceived the GRISI project. GRISI has provided financial support to five interregional initiatives producing new spatial data and web tools: GRISI for SOHO (local promotion), (egovernment), REGIS (interregional cooperation), GISST (e-economy), AGT (eeconomy). The use of OGC standards and similar metadata profile by all partners involved in GRISI has fostered cooperative work among local stakeholders which was one of the expected results of the project. Standards will ensure services integration independently from technologies used in each region. The challenge to incorporate Geomatic concept into the culture and resources of citizens and administration would be encouraged by the use of new technologies, allowing its diffusion to the Global Society Finally, emphasizes that thanks to GRISI, local stakeholders, especially those involved in spatial services, have discovered how INSPIRE can provide new cooperation opportunities within spatial data issues. The expected outcome is that they will now apply the GRISI good practices to their own local projects regarding spatial data harmonisation and integration. 2 Global coordination is carried on by the Gers Chamber of Commerce (France) who has conceived the GRISI project. In 2005 all participants analysed the available Geographical Information, SDI developments and EU funded projects in their regions, presenting the state of art in January Based on this knowledge and previous experiences, four SDI were implemented in Through 2006, in order to streamline the implementation of various geomatic tools in these 4 regions, GRISI partners have decided to apply INSPIRE European directive to the project actions. INSPIRE has therefore become the common framework for GRISI partners although they work in very different local context. Consequently, each partner has set up a regional GRISI Spatial Infrastructure (SDI): - which serves local reference data that allows new spatial data creation; - which uses GRISI metadata profile, based on ISO and Dublin Core standards; - and finally includes OGC-compliant web services to explore and use data and metadata. Thanks to regional GRISI SDI, local development agencies are able to produce spatial data, to describe it in a catalogue or create new spatial web services. This enables local stakeholders to take part in the GRISI SDI development. Five interregional initiatives have been developed during 2007, producing new spatial data and web tools: GRISI for SOHO (local promotion), (e-government), REGIS (interregional cooperation), GISST (e-economy), AGT (e-economy). We will focus the paper in and GRISI for SOHO initiatives. Concretely, while learning on the GRISI regional SDI, the project participants will be able to create and distribute their own geographical data and visualization services. Beyond GRISI, the participants have discovered the opportunities of cooperation offered by the application of the INSPIRE guideline recommendations and have acquired the sufficient expertises to implement these recommendations in their own projects. Such it is the case of the project supported by GRISI and led by organisms of Navarre (city of Pamplona) and South of France-Pyrenees (APEM) and in which participate, in addition, the City Council of Pescara (Italy) and Bauskas District (Latvia) and " Services of the Region of Pamplona" (Navarre) and the Department of Local Administration of the Government of Navarre as local partners. The idea of this subproject arises from the City council of Pamplona like the vehicle to offer a series of services to the citizens that allow improving the answer from the Administration to their requirements. The requirement of the users to locate public buildings geographically to carry out different formalities, sanitary services, or different places of cultural interest for visiting, are every day more usual to find this information through the web. The frame that s allows this project comes from the collaboration among the participants of Navarra in the Territorial Information System of Navarra (SITNA). The goal of is therefore the creation of indexes of the public services on the areas of work (Pampelune and the French Pyrenees, Pescara and Bauskas) supported on the regional SDI.

3 These directories are dedicated to local authorities, emergency services, associations and citizens. Each partner have used services and data from their regional/local SDI in order to create a web local directory. Each partner has then incorporate new services and spatial data into the GRISI SDI. The idea has been not to create a single system with information and tools for all partners but various local systems that could be combined to answer any specific user s request. Reference PYRÉNÉES NAVARRA Profil IDENA The cooperation that opens up with other Local Entities also reinforces the interest to increase the spatial information of different public sources, improving the informative services and optimizing the works inside the Public Administration. The main objective of the project is, therefore, to provide to the citizen the services that allow improving the e-government on the part of the Administration. The general objectives of the project are: Π Incorporate the geographical component to buildings and places of interest for the citizenship Π Endow to this information of the necessary metadata according to the profile defined in the mark of the Project GRISI Π Prepare a search system and localization of this services through Internet Π Present the visualization services through the Geoportal of the Infrastructure of Spatial of Pamplona

4 Π Fulfil the requirements of the Infrastructure of Spatial of Spain and of the proposal of Directive INSPIRES by the relating one as much to the harmonization as to the form of implementing the services The activities that has been carried out along the year 2007 : Π Evaluating and defining the information of interest for the population Π Define and to develop searching services and localization of the geographical information. Π Visualize the information through different supports. They are experiencing besides the classic presentation on computers through Internet, the diffusion in kiosks and by means of PDAs. Π Develop Geoportals based on Regional/Local Spatial Infrastructures. Π Transfer experiences, results of the works and good practices among the regions. As a result they expect to improve and energize the relationship generated between citizens and Public Administration demonstrating that georreferencing is a component facilitator of this interaction. GRISI for SOHO is carried on by the Gers Business and Innovation Centre (Midi- Pyrénées, France) in cooperation with Ariège Expansion (Midi-Pyrénées, France) and NASURSA (Navarra, Spain). This project aims at showing how webmapping can be used to attract freelance workers in rural areas. Online multilingual maps are indeed a simple and friendly way to present the local opportunities offered in several rural areas for freelance workers (i.e. public services, broadband connections, schools, transports, etc). Webmapping will also help freelance worker to analyse and compare local services and to find contacts with local authorities. bases and geoportals have been created and integrated in Navarra and Midi-Pyrénées SDI s and will therefore be used by other local organisations. Conclusions The five subprojects that have been carried out during 2007 are closely related with INSPIRE Directive, not only in the SDI development, but also in implementation of services. This is one of the challenges that could be reached at the end of the project if we as GRISI partners or different stakeholders involved could demonstrate the added value that supposes the use of this kind of services in the wide context of modernization of the Information Society. In addition, we also highlight that the use of OGC standards and similar metadata profile by all partners involved in GRISI has fostered cooperative work among local stakeholders which was one of the expected results of the project.
