4 The Land Use theme INSPIRE definition territory characterised according to its current and future planned functional dimension or socio-economic purpose (e.g. residential, industrial, commercial, agricultural, forestry, recreational) [ ]. Land use may be characterised as ordinary mapping of existing functions as an objective picture of the use and functions of a territory, but may also be plans characterising how land may be utilised at present and in the future. 5 Land use / land cover There is a multitude of different ways to describe land use. This is [ ] partly due to the confusion between land use and land cover in existing datasets. 28 Conclusions Attempt to describe in a normalized yet complete way the datasets concerning spatial plans of very different kinds and origins Goal of interoperability is still far away (for technical and cultural reasons) Need to deal with different data resolutions Need to go against planners love for «creativity» Need for digital plans to have legal value Participation in the Testing phase of data specifications for INSPIRE Annex II and III, involving stakeholders who participated in Plan4all data models validation phase
