REQUEST FOR PROPOSALS STRUCTURAL ENGINEERING FIRM TO PERFORM A STRUCTURAL EVALUATION OF THE MARKET STREET PARKADE FACILITY REFERENCE RFP 14-148 Addendum Issued: August 22, 2014 ADDENDUM No. 2 Page 1 of 16 The following shall form part of the Request for Proposal documents for the above, first issued by the Purchasing Division on August 7, 2014 and the revisions and additions noted herein and any attachments shall read in conjunction with all other documents. This Addendum shall, however, take precedence over all previously issued Request for Proposal documents where differences occur. Questions: Q1. Can the City confirm the condition of the existing design drawings? Is reinforcing and size provided on the drawings, as well as geotechnical information? Are the drawings clear and legible? A1. The 1984 structural design drawing set is being made available (attached) in addition to the 1984 architectural design drawing set currently available. The clarity of the structural drawing set is equivalent to the clarity of the architectural drawing set. Additional technical information/reports are currently being sought from City Records. Any additional information/reports will be made available to the successful Proponent upon Project award. Q2. With the award scheduled for September 15 and submission date of October 31, as well as a kick-off meeting scheduled for after the award date, is the City confident that it has allowed enough time to complete a detailed condition survey of the parking structure as well as remedial designs, if necessary, to accommodate additional parking levels? A2. The City recognizes that the proposed schedule may need to be flexible in order to see high quality results. However, there is a need to obtain the results of the condition data as soon as reasonably possible. The proposed schedule will be reviewed with the successful Proponent during Project initiation. Proponents are encouraged in their submission to propose a modified schedule, but due to the nature of the Project and third party involvement every effort should be made to complete the required work in the specified timeframe, or a reasonable alternative. Q3. The City makes mention of an unrestricted Excel format file for submitting OSIM data. Can the City provide an example as to how this should look? A3. The intent of this Project deliverable is to receive all OSIM inspection data electronically that is unrestricted and/or in a non-proprietary format. required. A sample data structure template is being made available for reference purposes (attached). Q4. On Page 43, it is stated that the documents would be made available to the successful Proponent. Would it be possible to receive copies of the documents before the proposal deadline? In particular, the Parkade 2009 Repair Tender and Drawing Documents, Trow Associates Inc. A4.. The City will only provide the additional documentation to the successful Proponent that has not been made available during the bidding period. However, as a brief summary of the extent of repairs completed in 2009, the repairs included the following: repairs to poor concrete areas for columns, repairs of minor concrete surface defects, and installation of a FRP reinforcing wrap system w/protective coating. Q5. Will the Proponent be responsible for the removal and resetting of the pavers as part of the detailed condition survey for the Art Stanbridge Walkway? A5. Yes. The successful Proponent is responsible for removing/moving and reinstating the pavers as required for the condition survey. The successful Proponent is also responsible for providing all pedestrian/traffic control devices and equipment to ensure any exposed areas are secured from pedestrian/traffic access (required for entire Parkade structure as well). Q6. Will the Proponent be responsible for the repair of the waterproofing membrane and wearing surface as part of the detailed condition survey for the Parkade structure? A6. The successful Proponent shall repair all areas in accordance with the requirements described in the latest edition of the Ontario Structural Rehabilitation Manual. The SRM outlines requirements specific to repairing waterproofing membranes and wearing surfaces. Q7. Is a corrosion potential survey to be completed on the entire Parkade structure as well as the Art Stanbridge Walkway? A7. For the Art Stanbridge Walkway Yes. For the Parkade the corrosion potential survey shall be limited to only the decks of the exposed levels (top levels) of the structure. Covered levels may be excluded. Q8. Will the City be providing Mechanical and Electrical drawings to the successful proponent? A8. Yes. A full set of structure drawings (including electrical and mechanical) will be made available to the successful Proponent. Q9. The general scope of work for all aspects of the assignment requires work to be done in accordance with the latest editions of the applicable codes. Is the condition assessment of the utilities within the Administration Office area to be completed in accordance with the Ontario Building Code? A9. Yes. The intent of the utility condition assessment of the administration office area is to inspect for the overall condition of each utility and identify any code compliant issues (in accordance with all applicable codes such as OBC, ESA etc ), maintenance and capital needs. Q10. Is there any geotechnical information or are there any geotechnical reports available for this site? A10. Refer to Q1 for answer. Q11. Are the elevators to be included in the evaluation? A11. No. Refer to Section 4.1 General Information of the Terms of Reference. Q12. Are the metal and plastic canopies over the access bridges included in the evaluation? A12. Yes. The canopies shall be included as an element in the detailed visual inspection. Q13. Are the guards for the access bridges included in the evaluation? A13. Yes. The guards shall be included as an element in the detailed visual inspection. Q14. Is the garage lighting to be included in the evaluation? A14. No. Refer to Section 4.1 General Information of the Terms of Reference. Q15. Is the on-site camera system included in the evaluation? A15. No. Refer to Section 4.1 General Information of the Terms of Reference. Q16. Was the current upper level (P3) built subsequent to original construction? A16. No. The present day structure was constructed all at once. Q17. Is the occupied space under Market Street walkway included in the evaluation? A17. The occupied space around and under the Market Street Walkway on the north side of Water/Wharfe Streets shall not be included in the evaluation, note the circular staircase from the Walkway structure to ground level is to be included. Additionally, the evaluation limits of the Parkade structure including the retaining wall is up to, but not including the sidewalk along the south side of Water/Wharfe Streets. Q18. When would the City want the winning firm to submit the Reliance Letter? After the work has been completed? A18.
