RESAP Progress Report December 2016 to October 2017 Presentation to the Twenty-first session of the Intergovernmental Consultative Committee on the Regional Space Applications Programme for Sustainable Development Bangkok, Thailand 9 October 2017 RESAP Progress Report December 2016 to October 2017 Presentation to the Twenty-first session of the Intergovernmental Consultative Committee on the Regional Space Applications Programme for Sustainable Development Bangkok, Thailand 9 October 2017 1

Contents I. ICC-20 Results II. RESAP Activities 2016-2017 III. Asia-Pacific Plan of Action (2018-2030) (Document E/ESCAP/ICC(21)/2) ICC-20 Results Emphasized that applications of space technology can provide an important means of implementation for achieving the SDGs and the Sendai Framework. Recognized critical role of space technology applications for evidence-based decision making to address disasters. Identified that applications of space technology and geospatial information cut across many of global goals and related targets. Acknowledged that RESAP has made good progress in supporting sustainable development and strengthening regional cooperation in relevant fields. 2

ICC-20 Results Noted that specific thematic priority areas can address several SDGs through regional cooperation. Commended the cooperative efforts made by RESAP members in providing support to disaster-affected countries with timely response and damage assessment. Requested the secretariat to encourage Asia-Pacific countries to become authorized users of the International Charter on Space and Major Disasters. Requested secretariat to prepare a draft Asia-Pacific Plan of Action for Space Applications (2018-2030). RESAP Activities 2016-2017 1. Geospatial Data for SDGs 2. Regional Drought Mechanism 3. Knowledge products and research 4. Capacity-building programmes 5. Support to disaster-affected countries 6. Delivering One UN and partnerships 3

1. Geospatial Data for SDGs SDGs require integration of various types of data and information. Through the Pacific project on early warning systems, RESAP supported Fiji, Tonga, and Micronesia with two one-month trainings for operating geospatial information platforms for multi-hazard early warning systems. 1. Geospatial Data for SDGs RESAP is developing statistical geospatial indicators to measure and monitor the progress of disaster-related SDGs. 1 st EGM, Thailand, 10 October 2017 2 nd EGM, Kazakhstan, January 2018 (tentatively) 3 rd and 4 th EGM, 2018 A pilot project to test the use of these geospatial indicators will be conducted in the Central-Asia region. 4

Example Source: Martin Brady, "Towards a Global Statistical Geospatial Framework", Australian Bureau of Statistics, November 2015 2. Regional Drought Mechanism Enhance capacity of drought-prone countries to utilize integrated space and in-season ground data and information for drought monitoring and early warning. Create a toolbox or menu of products, information and services to support the management of drought. Cambodia and Myanmar: Training on GIS and development of a tailored drought monitoring and water accounting system, including a DataCube for geospatial data. Mongolia: development of a dzud monitoring system. Sri Lanka: Foster institutional links for more effective use of the drought monitoring system. 6

2. Regional Drought Mechanism 3. Knowledge Products and Research A series of three handbooks on using space applications and geospatial information for disaster risk management. Developed under the ASEAN-UN Joint Strategic Plan of Action on Disaster Management 2016-2020. In collaboration with UN-SPIDER, UNOSAT, AHA Centre, space agencies, national disaster management authorities, regional institutions and experts. 7

3. Knowledge Products and Research Gaps and Needs Analysis Report on geo-portals and geo-databases for multi-hazard early warning systems of Pacific island countries. Example of South-South cooperation. Strengthening regional cooperative mechanisms, connecting regional and national knowledge-hubs for sharing spatial and socio-economic data and lessons learned. The final version of the report will be shared with regional stakeholders in early 2018. 4. Capacity-Building Programmes ASEAN Regional Workshop on Standardization of Methodologies for Multi-hazard Risk Assessment and Integration of Satellite Imageries for Rapid Assessment of Post-disaster Damage and Losses. Training on geo-portals and geo-databases for early warning systems in the Pacific region. International Workshop with AHA Center under the auspices of the ASEAN-UN Joint Strategic Plan of Action on Disaster Management. Asia-Pacific Space Agency Forum with JAXA: Space Applications for Environment (SAFE). 8

4. Capacity-Building Programmes EGM for the development of a strategy for a knowledge hub on early warning systems in the Pacific. Training on multi-hazard early warning systems in the Pacific region. ESCAP-KOICA Fellowship Programme 2017: Capacity building on spatial data and technologies for urban planning and urban disaster management. 5. Support to Disaster-Affected Countries Provided >70 satellite images and damage maps to disaster affected countries: Floods: Bangladesh, Indonesia, Islamic Republic of Iran, Philippines, Thailand, Viet Nam, Lao PDR Earthquakes: Philippines Cyclones: Bangladesh, Philippines, Vanuatu, Vietnam Complex emergencies: Philippines. 9

6. Delivering One UN and Partnerships RESAP supports member countries through its network and its partnerships with international and regional organizations, including UN entities, regional and national organizations These partnerships help improve knowledge and capacity of member countries in the use of space technology applications and geospatial information systems. Asia-Pacific Plan of Action (2018-2030) See document E/ESCAP/ICC(21)/4. To be presented this afternoon. 10
