Description of Implementing Organization, if not ADB The Implementing organization Department of Construction, Urban Development and Planning of the Ulaanbaatar city is a government organization which is in charge of maintenance and updating of the Ulaanbaatar city spatial database. The organization has been established in 2000 and consists of 5 departments which are the Construction quality and safety, Urban planning and economics, Administration, Urban development and Information technology. 65 experienced staff specialized in urban planning, land administration, surveying and information technology work for the organization. The yearly budget of the organization is 511 million tugrug (around $375 000). One of the main tasks of the organization is to provide spatial data on land use, environment, hazards, utilities, communications, roads, public transport, buildings, education, health, culture, etc. to Ulaanbaatar city government organizations and citizens. The organization has experiences doing spatial analysis using GIS tools for urban planning, environmental and hazardous management. Recently, Ulaanbaatar city land privatization, road, street lightening and building databases have been developed by the organization. Attempts have been made by them on data exchange negotiations with other data holding organizations. Above mentioned experiences will support to carry out activities of the proposed project. In addition, the organization is working on several community based urban redevelopment projects in ger areas with limited infrastructure to improve people s livelihood, and to reduce air and soil pollutions in the city. They organized a number of participatory meetings and discussions with citizens of these project areas. Since 2000, the organization has been working on more than 10 participatory urban redevelopment projects in central ger areas of the city. C. Proposed Activity 1. Background and Rationale: It is already an obvious problem that the poor suffer more from environmental hazards and pollutions in the city of Ulaanbaatar. The poor lose their capability to work due to health problems caused by waste, water and air pollutions. Also, many families lost their home and properties in the flooding over past decades. In addition, the poor pay more for natural resources such as clean water than the ones who live in central residential apartment blocks, although most of infrastructure developments occur in central areas of the Ulaanbaatar city. However, the municipality is aware of the situation that many vulnerable people live in areas prone to flooding and high voltage power lines due to lack of access to land and they live in areas which have more air and soil pollutions. But, unfortunately, the municipality does not have clear, detailed area-based data about who suffers more from these problems and who needs an urgent support. Therefore, in many cases decision makers, donor organizations support those people who have better living conditions than some others who should be really encouraged. The subproject is offering to introduce the Poverty-Environment Mapping tool which can monitor poverty and environmental conditions of cities and influence decision makers in allocating investments and

targeting activities. By introducing GIS and area based poverty and environmental indicators, the tool will help for decision makers to understand different dimensions of poverty, to allocate resources and investments for priority areas by monitoring urban poverty caused by environmental degradation such as flooding, waste, water and air pollutions. 2. Objectives: The overall objective of the subproject is to monitor environmental changes and explore how they affect the poor by introducing the Poverty-Environment Mapping tool in the city of Ulaanbaatar. In addition, the proposed subproject aims to (i) integrate the poverty-environment indicators into city policies for environmental management and of poverty reduction policy; (ii) promoting environmental transparency and (iii) strengthening the capacity of government and civil society to monitor environmental changes. The Department of Construction, Urban Development and Planning of the Ulaanbaatar city will be the user of the new tool and the partner organization of the subproject and is responsible for future updating and maintenance of a system established under this subproject. The department is also responsible for cooperating and influencing its authority which is the Ulaanbaatar city government to consider the result of annual poverty-environment analysis for budget allocation. The public will have an access to the final product such as environment and poverty analysis maps through a Web Map developed by the subproject. The tool will make transparent the resources invested in urban infrastructure, services and environmental conservation such as how much funding is used for construction of green belts, new roads, schools last year or environmental degradation situations of the city such as areas prone to flooding, communities which lack urban infrastructure and services, etc. By showing this information on maps transparently, the public will have a possibility to react to the city government policy on resource allocations. Introduction of Poverty-Environment Mapping tool in the municipal budget allocation will help the poor to benefit from the decision making targeted to them. 3. Impact and Outcome: Impact: Enhanced poverty-environmental monitoring in the city of Ulaanbaatar. Outcome: The project is expected to initiate the poverty-environment monitoring system and support decision making in resource allocations by applying Poverty-Environment Mapping tool for the city of Ulaanbaatar. 4. Evaluation and Information Dissemination: The results of the subproject will be the poverty-environment maps which will be distributed through Web Map services over the internet. NGOs, public organizations, local administrative units such as districts, khoroos (the smallest administrative unit in the city of Ulaanbaatar), citizens, etc. will have a possibility to compare and monitor poverty and environmental issues over the internet. It is a transparent, participatory and efficient way of providing information. Cities and towns other than Ulaanbaatar can transfer the tool to their communities. 8. Sustainability (in case of Pilot Intervention): The department responsible for future maintenance of the poverty-environment analyses has already a GIS based urban development database and officers of the department have a good capacity to work with GIS applications. All subproject processes such as database updating and development, data collection, migration and GIS analyses will be carried out by consultants in cooperation with staff of the department. And the staff of department will be trained during the project on the job training. Subproject outputs are based on statistical data and data related to poverty, urban services, infrastructure and environment. The intention of the proposed project is to establish a core of the poverty-environment analyses and mapping by developing basic and simple indicators based on available data and financial possibilities. Budget for data acquisition will be used for field data collection and purchasing data from private sectors and international projects. It is a big advantage that most of data necessary for poverty-environment mapping can be provided free of charge by organizations which belong to the city government such as Department of Land, Department of Statistics, Department of Environmental Protection, Air Quality Department, Water Department, etc. 29 departments which hold necessary information for environment and poverty analysis exist under the umbrella of the Ulaanbaatar city government. Ulaanbaatar city has 6 permanent stations for measurement of air quality which provide official information on air quality to the public regularly. Soil quality survey has been updated recently due to land privatization processes. Several projects have been implemented on water quality monitoring in the city of Ulaanbaatar. Furthermore, the implementing agency already holds detailed data on urban infrastructure and services. Existing data might not have a sufficient quality to perform adequate analyses. However,

within the project framework, a core of the proposed tool can be achieved using existing and newly acquired data. The objectives of the subproject meet the needs of the implementing agency, thus, based on project experiences, the implementing organization will be able to improve the proposed tool in the future and carry out further analysis on a regular basis every year. The subproject will organize a number of consultation meetings to discuss about future data exchange and maintenance between these government data holders. It is a big challenge to negotiate with different organizations for data exchange. However, not only organizations which deal with environmental or social issues will benefit from the project outputs. But also, urban planning, utility and other city organizations will be able to use the Poverty-Environment Tool for their future activities. Thus, the other departments of the city are also interested in exchanging data and using the tool in their activities. By contributing to sound and proper environmental and city planning, the tool will help to reduce poverty and create a healthy living environment in the city of Ulaanbaatar. 9. Scope of Replication/Use in ADB Operations and DMCs: One of the priority sectors of the country specified in the COBP is the Municipal Infrastructure and Services. According to the Mongolia COBP 2009-2012, ADB will assist in reduction of soil, water and ambient pollution in Ulaanbaatar by supporting service provision in water supply, district heating, and wastewater management. As explained in the proposed subproject background, the municipality lacks spatial information about in which areas does the city has more environmental pollution and which community needs an urgent support. The proposing Poverty-Environment Mapping tool will support ADB operations by helping in selection of right places for new projects and investments. Environmental sustainability and governance issues are included in the COBP as a country s priority theme. A part of the activities proposed by subproject is that area based information on budget disbursement made for environmental conservation and service provision will be available for public. This will enhance environmental justice and transparency and will improve public participation in environmental planning. The proposed subproject will facilitate the of Ulaanbaatar Clean Air TA by distributing air pollution situation on a Web Map and raising public awareness. In addition, Strategic Capacity Development for Social Sectors TA will support capacity development in statistical analysis and data gathering for the National Statistical Office. Then, National and City Statistical Office staff will be involved in the training proposed by subproject as well. The Poverty-Environment Mapping can be legislated in the municipal regulations as a compulsory work to implement on a regular basis. Within the frame of this subproject, the Poverty-Environment Mapping will cover the areas of Ulaanbaatar city. But in the future the application can be expanded country wide.
