Foreword As a new publication at the time, the Enzo Paci Papers was conceived to serve as a platform for the familiarization of tourism statisticians and economic analysts with the UNWTO work in these fields. A basic aim was to provide, on an annual basis, information that was thought to be useful to them all in connection to three basic themes: - the development of National Systems of Tourism Statistics; - the UNWTO Tourism Satellite Account (TSA) Project; and - TSA based research and development. We started in 2001 and by 2006 decided to cease further publications because of the work burden caused by the international consultation process that the Inter-Agency Coordination Group for Tourism Statistics launched for the revision of the Recommendations on Tourism Statistics 1993 and the updating of the Tourism Satellite Account: Recommended Methodological Framework 2000. The UNWTO understands that the moment has arrived to discontinue the Enzo Paci Papers, making this the final volume. From now on, the efforts of the UNWTO Statistics and TSA Department should rely essentially on the dissemination and implementation of the new International Recommendations for Tourism Statistics 2008 (IRTS 2008) and Tourism Satellite Account: Recommended Methodological Framework 2008 (TSA:RMF 2008), taking much weight off methodological research. The new Programme of Work for 2010 / 2011 identifies those actions that will concentrate most of the financial resources assigned to it: - Finalization of the IRTS 2008 Compilation Guidelines - Implementation of Compilation Guidelines on measuring employment and quality of work in the tourism industries - Running the International Network of Experts in regional economics, mobility and tourism - Linking tourism statistics and sustainability: UNWTO project proposal - Dissemination of TSA data and fostering the macroeconomic analysis of tourism - Standardizing the Statistics Capacity Building Programmes to be implemented in all UNWTO regions - Online TSA technical assistance Thus, time has come to thank all the authors and institutions that have made possible this effort and, by so doing, have contributed significantly to the profound revision of the conceptual framework of tourism statistics; an accomplishment that we can all be proud of. We extend to all of them our special gratitude. Enzo Paci Papers. Vol. 6 2009 World Tourism Organization v
