INSPIRE Thematic Cluster on Topographic and Cadastral Reference data Anja Hopfstock - facilitator www.jrc.ec.europa.eu Serving society Stimulating innovation Supporting legislation

Status of Thematic cluster participation Topographic and Cadastral Reference Data (103) Main stakeholders: NMCAs, Road and Water authorities (14) (17) (15) (15) (7) (8) (17)

CP Cadastral Parcels Areas defined by cadastral registers or equivalent [Directive 2007/2/EC] ELF Cadastre

CP Cadastral Parcels Geometry: Complex vs. Simple feature geometry See Note3 in 5.3.1.5 Geometry representation (p. 31) Quality of source data Raster data for parts of country No clean topology (gaps and overlaps) Inconsistencies betw AU and CP Attributes missing Data delivery: High volume of GML data

AU Administrative Units Units of administration, dividing areas where Member States have and/or exercise jurisdictional rights, for local, regional and national governance, separated by administrative boundaries

AU Administrative Units AU feature types derived from CP boundaries common unique ETRS89 coordinate are crucial for crossborder data harmonization AU boundaries For FR legalstatusvalue set to notagreed by default! Levels of admin hierarchy 7 levels instead of 6 for FR Requirements for linking data (AU and SU) Direct or indirect reference For values and indicators to be comparable over time temporal information is crucial Feature type Evolution in SU

GN Geographical Names Names of areas, regions, localities, cities, suburbs, towns or settlements, or any geographical or topographical feature of public or historical interest National Land Survey Finland

GN Geographical Names To clarify the requirement for data type Pronunciation What is the purpose of GN theme and it s services? Multiple names Request for change: turn INSPIRE LocalisedCharacterString into PT_free text NamedPlaceTypeValue: discussion of interpretation and mapping missing attribute: importance of names (esp. for populatedplace)

AD - Adresses Location of properties based on address identifiers, usually by road name, house number, postal code

AD - Adresses Definition of address components sufficient? names could be the same in different populated places -> solution via unique identifiers, but means duplication of attribute information in the UID Transformation of simple data structure into complex model incl. challenges regarding the UIDs Discussion of incremental updates Reduce amount of data to be delivered Requires to consider the whole production process Pre-conditions: direct access services, source model close to INSPIRE

BU - Buildings Geographical location of buildings [Directive 2007/2/EC] Use cases Open issue 1: The articulation between Buildings and facilities was poorly tested or not tested at all during the consultation phase. So, there is a real risk that data between these themes will not connect as expected. This will be a point to be carefully monitored by the maintenance process of INSPIRE specifications

BU - Buildings Request for publishing the extended 2D building schema

HY Hydrography Hydrographic elements, including marine areas and all other water bodies and items related to them, including river basins and sub-basins. Where appropriate, according to the definitions set out in WFD and in the form of networks. Physical Waters Hydro Network

TN Transport Network Road, rail, air and water transport networks and related infrastructure. Includes links between different networks. Also includes the trans-european transport network

TN Transport Network Why transfer nodes? Swedish project about intermodal connections Transfer nodes information model (ISO 19147 DIS)

Open issues with Annex I data themes In the amendment of the Implementing Rules, a number of changes have been introduced to the Annex I data models and the xml schemas need to be updated: AD In the Addresses data model, the type of the building association role of the Address spatial object type has been changed from the Building placeholder type to the type AbstractConstruction in the Buildings theme. AU In the Administrative Units data model, the association between AdministrativeUnit and the candidate type NUTSRegion has been removed. HY The candidate types Shore, Wetland and Embankment have been reintroduced into the Hydro Physical Waters model, while the candidate types HydroPowerPlant, InundatedLand, OceanRegion, Pipe and PumpingStation have been removed. TN-Air In the Air Transport Elements data model, the type targetelement of the controltowers property has been changed from the Building placeholder type to the type AbstractConstruction in the Buildings theme.
