The project was Page 1 of 5

successfully negotiated on June 11-12, 2013, the first Transition Fund grant to be negotiated with Moroccan counterparts. A Project Operations Manual received the World Bank s no objection prior to negotiations. The grant agreement was signed on July 25th, 2013 and the condition for effectiveness, i.e. the establishment of a fully staffed Project Management Unit (PMU), was promptly met. The Project became effective on August 27th, 2013 and PMU started working as of September 1st, 2013. The first World Bank supervision took place between September 22 and October 4, 2013 to ensure early identification and resolution of implementation bottlenecks. The first Withdrawal Application by the Ministry of Economy and Finance (MEF) was submitted to the World Bank on October 31, 2013 for a total amount of MAD 4,500,000, following the creation of a Special Account by the Trésorerie Générale du Royaume. The PMU and the MEF are currently discussing how to resolve the administrative constraints to disburse the payment for project expenses. The PMU is hosted in a temporary venue of the Ministry of Youth and Sports (MYS) in the Agdal neighborhood of Rabat and will be moved to a permanent venue by early December. In addition to the PMU consultants, the MYS has seconded two of its permanent staff to the PMU, including the person responsible for the Ministry s Fonds d Insertion des Jeunes and an expert of the Budget Directorate. The PMU has already benefited from several sessions of hands-on training on Financial Management and Procurement with World Bank specialized staff during and after the supervision mission. It will also receive two full-day procurement training in December. The World Bank has provided the No Objection for the Request for Proposals related to the communication strategy, as well as for the of Terms of Reference for Component 1 and Component 2 contracts. The selection process of the firm responsible for the communication strategy will be completed by November. The publication of the expression of interest for the largest contracts, i.e. for components 1 and 2, is underway and, given the required procurement processing time, it will take several weeks for the consulting groups to be selected. All the above-indicated good progress is the result of the strong ownership of the project by the MYS and its staff with the full support by MEF.
