National Development Framework To accelerate growth in the economy, Govt in 2007 approved the Comprehensive National Development Planning Framework Policy (CNDPF) Provides for the development of a 30 year Vision implemented through: three10-year plans; six 5-year National Development Plans (NDPs); Sector Investment Plans (SIPs); Local Government Development Plans (LGDPs), Annual work plans and Budgets. 5
National Vision Statement, A Transformed Ugandan Society from a Peasant to a Modern and Prosperous Country within 30 years. 6
Who is in charge of data collection in Uganda? The Uganda Bureau of Statistics (UBOS) 7
UBOS Established by the 1998 UBOS Act Plays a dual role in the development and maintenance of the National Statistical System (NSS): 1. It is the Principal Agency responsible for collecting, processing, analyzing and disseminating official statistics; 2. It is also responsible for coordinating, monitoring and supervising the National Statistical System (NSS). THE NATIONAL STATISTICAL SYSTEM Data Producers Institutional Framework Ministries, Departments & Agencies Policies, Principles, procedures, & Statistical production practices Households, Businesses, Individuals Research Training Institutions Data Suppliers Data Users 11/24/2015 9
How is Information Collected Mode of data collected Examples Censuses Population & Housing Census Census of Business Establishments Agricultural Census Surveys Long Term Census and Survey Program Specific Base line Surveys like the NUSAF Support to MDAs Administrative Data MDAs Local Governments 10
Censuses NPHC-2014 Use the Local Government Administrative Structures District Planner- District Census Officer σ They recruit and Train Enumerators σ UBOS signs MOUs with the Chief Administrative Officers σ Publicity done by the District σ Funding given to the Districts 11
Census UBOS Distributes and Retrieves all Census Materials to the Head quarters Data processing is done Centrally by UBOS The data is stored in the UBOS Servers Grouped data is shared with stakeholders 12
Survey Surveys The Bureau has Long Term Census and Survey Program Spells out the surveys to be undertaken in the country, e.g. Uganda National Household Survey (UNHS) Uganda Demographic & Health survey(udhs) Periodicity 3 Yearly 3 Yearly National Service Delivery Survey(NSDS) Uganda Business Inquiry (UBI) Uganda National Panel Survey (UNPS), Informal Cross Border Trade, Annual Business Inquiry, Non Profit Institutions Survey etc 4 Yearly 5 Yearly Annually 13
How is Survey Data collected UBOS develops Instruments, survey methodology & reviews with Stakeholders Recruits & trains Field & data processing Staff Recruitment and supervision done centrally Teams are constituted of 4-5 people each with a driver and given a specific area to cover Editing and coding is done in field and office Questionnaires retrieved to UBOS for data capture 14
Survey Data Once complete, the data analysis is done and report writing Shared in dissemination workshops at the centre and the regions Through the website Data is stored on UBOS Servers The Public can have copies of the reports Grouped data is shared to ensure confidentiality 15
Disaggregation of data For Business Surveys disaggregation is by Industry Classification and region For socio economic surveys disaggregation is by region, rural and urban. For all, there is disaggregation by sex There are different regional tiers depending on the level of sampling 16
Regional disaggregation Traditional Regions CENTRAL EASTERN NORTHERN WESTERN 5 Sub- Regions 10 Sub-Region 17 Sub-Regions % Share of Popn Kampala Kampala Capital 5.07 1 Lower Central 4.8 9 Central 1 Upper Central One 5.98 7 Central Eastern Northern Western Upper Central Two 1.32 3 Central II Mid Central 4.07 1 Near Central 4 4 East Central Near East 10.49 10 Upper East 6.07 8 Eastern Far East 4.8 8 Mid East 5.02 6 Karamoja North East 3.98 7 North Upper North 5.56 6 Lower North 4.88 7 West Nile North West 9.4 8 Western Upper West 5.98 5 Mid West 6.94 7 South West Lower West 7.94 10 Far West 3.72 4 Number of Districts 17
Administrative Data Collected through Administrative Action by MDAs and LGS Data is stored in independent systems HMIS LOGICS EDMIS IMIS Independent data bases in the LGs and MDAs etc Admin data is a challenge 18
Action Triggered Government holds a bi-annual and Annual Government Performance Reviews (GAPR) Uganda operates a decentralised system of Governance; there are 112 Districts and 16 Sectors constituted of Ministries, Departments and Agencies (MDAs) GAPR is a retreat of: Ministers Permanent Secretaries Heads of Local Governments Heads of Agencies 19
The Govt Sectors CLUSTER Economic Infrastructure and Competiveness Human Development SECTOR Energy and Mineral Development ICT Tourism, Trade and industry Works & Transport Education Health Water and Environment Social Development Sector (gender labour & social Development) 20
The Govt Sectors CLUSTER Rural Development Security, Justice and Governance SECTOR Agriculture Lands, Housing and Urban Development Accountability Justice, Law and Order Legislature Public Administration Public Sector Management Security 21
Mode of Assessment Done by OPM and NPA Out put for each sector is reported against target If results are differing, specific actions are taken e.g Increase indoor spraying to reduce Malaria Increase Advocacy for embracement of Family Planning Increase revenue sources/ expand Tax collection etc etc 22
Challenge For the assessment to be effective, there is need for good quality data Absence of data inhibits good assessments To stem this UBOS developed the Plan for National Statistical Development (PNSD) PNSD is a Strategic Plan for Strengthening Statistical Capacity across the NSS developed by PARIS21 23
THE REPUBLIC OF UGANDA PNSD MWE UBOS SSPS The PNSD is based on the Sector Strategic Plans for Statistics (SSPSs) SSPSs are building Blocks MEMD DENIVA MoES UNCST BoU MAAIF MoFPED URA www.ubos.org; email: ubos@ubos.org; Tel:256 414 706000; Fax: 256 414 237553
WHY the PNSD? Ensure coordination and management of the National Statistical System (NSS), Strengthen institutional and organisational frameworks, Reduce duplication in data production Increase appreciation of statistics Improve allocation of resources for statistical activities. Establish an M&E system for SDGs, Uganda s Vision 2040, NDP II, BFP etc Establish an integrated NSS. 11/24/2015 Uganda Bureau of Statistics Plot 9 Colville Street, Kampala Uganda Website: www.ubos.org Tel: +256(0)-41-4706000 E-mail: ubos@ubos.org 25
Fully integrated/coordinated NSS Agriculture etc NEMA UBOS Water&Lands NWSC Education
What else is being done? National Planning Authority, Office of the Prime Minister, Ministry of Finance Planning & Economic Development and UBOS Developing a hierarchical set of indicators Output, Outcome and Impact Once determined the core list of indicators are measured and monitored at different levels 11/24/2015 Uganda Bureau of Statistics Plot 9 Colville Street, Kampala Uganda Website: www.ubos.org 27
What is being done Impact and Outcome - through Surveys/ Censuses done by UBOS Output indicators produced by LGs and MDAs Monitored by MoFPED- through the Output Budget Tool NPA & OPM through the GAPR Next is to map the NDP II indicators to the SDGs 28
Conclusion We believe with this clear indicator set up, we shall be able to measure progress in the achievement of the NDPII and SDGs This will be done by supporting each MDA and LG to have a strategic plan for statistics This will guide the production of data required for the NDPII and the SDGs 29
Next Steps Finalise the Indicator development for NDPII Align the NDPII to the SDGs Support the Development of SSPS for MDAs and LGs 30
