Nepal, the hotspot of Disasters Nepal is a disaster prone country. Its rugged and fragile geophysical structure; high peaks, the angular slopes, complex geology, variable climate conditions and active tectonic plates make the country very vulnerable to a wide range of natural hazards (UNDP, 2004). Nepal ranked 20th most disaster prone country in the world Nepal ranked 11th most risk country to earthquakes Nepal ranked 30th in terms of flooding These are the major recurring disasters in Nepal: Floods, Earthquake, Landslides, Fire, Drought, GLOF, Avalanches, Hailstone, Windstorm, Thunderbolt, Cloudburst, Epidemics 3 Act and regulation for Disaster Management Natural Calamity Relief Act 1982 (Amended in 1982 & 1992) Water Resources Act 1992 National Action Plan on Disaster reduction 1996 Environmental Protection Act 1996 Local self governance act (LSGA, 1999) National Water Resource Strategy, 2002 National Water Plan, 2005 Three Year Interim Plan (2008-2010 ) 4

Providing relief goods to victims 9 Need for Disaster Information Management System (IMS) in Nepal Despite the fact that the Nepal government and development partners spend significant financial resources on preparedness, mitigation and response every year, a comprehensive disaster database and a unified system of disaster information dissemination is still a key challenge There is lack of effective systems to monitor and archive disaster related data, and the mechanism to engage multiple stakeholders in information management processes 10
Need for Disaster Information Management System (IMS) in Nepal Lack of a standardized national database on disaster for the implementation of immediate relief measures Ensure that response operations are focused upon the correct tasks, in the right order of priority 11 Information Required Pre-Disaster Situation: collation and compilation of baseline data of the country and hazard (to improve the existing knowledge base), risk assessment, prevention, mitigation and preparedness Post-Disaster Situation: Real-time data of the disaster impact and resource to respond, plan for recovery and rehabilitation. 12
Need of Geo-Portal Effectiveness of disaster risk management depends greatly on the efficiency in managing relevant information. In a disaster situation, authorities always need an up-to-date information, particularly the geospatial information to make decisions and actions quickly and timely There is a need of analyzing geospatial data in a geographical information system in the form of satellite imagery, and field data alone cannot be analyzed without geo-referenced system. 13 Need of Geo-Portal The majority of information is spatial and can be mapped. Once information is mapped and data is linked to the map, disaster management planning will be in shape Disaster management personnel can expedite the formulation of mitigation, preparedness, response and recovery programs on the basis of linkage with geo-information system With the use of GIS, it can be identified the disaster management needs prior to an incident 14

It is designed to be extended and modified, and can be integrated into existing platforms. Data management tools built into Geo-Portal allow for integrated creation of data, metadata, and map visualizations. Each dataset in the system can be shared publicly or restricted to allow access to only specific users. Social features like user profiles and commenting and rating systems allow for the development of communities around each platform to facilitate the use, management, and quality control of the data the Geo-Portal instance contains. 16
Features of Geo-Portal It is open source a platform for the management and publication of geospatial data Provides styling and cartography tools Browse and search for geospatial data and web services Upload, manage, and share geospatial data Create and share interactive maps Collaborate and interact with other users to build the Open Geospatial Web has user profiles and features them prominently Deep data security extends to OGC services 17 Training ESCAP is providing us technical support for developing the Geo-portal In the first phase five people from ministry of Home Affairs, Nepal participated in the training at AIT. After developing portal based on the training, ESCAP provide more detailed training to people from Ministry of Home Affairs, National Planning commission, Nepal Police, Armed police force in Kathmandu for establishing the Geo- Portal and data sharing. 18

Sustainability of the Geo-Portal MoHA will lead to make the system sustainable Recently conducted a meeting between different nodal ministries In the first week of May we will organize a work shop for uploading the data and documents related to disaster in the portal Involve people for sharing their practices for the disaster risk reduction Planning to conduct training for district level user as they are the major sources of data. Already developed SMS Based System for the alert and notification for the disaster 37 Expectation from ESCAP Provide support for conducting training for the disaster focal ministries for uploading data into Geo-Portal Short term/long term courses for the Disaster Management Short term/long term training on GIS and Remote Sensing Opportunity to learn/share good practices in other country to use such practices in Nepal Upgrade system to provide information on human resources and equipment related to response and relief and to provide district-wise DRR information Support for data preparation/upload for district risk profile 38
Conclusion ESCAP should continue supporting us as this is very useful portal for DRR. MoHA is co-ordinating between different organization for sharing the data for Geo-Portal. Nepal Portal is One-stop online information on Disaster Risk Reduction for Nepal Repository of DRR information products and tools related to Nepal To provide a platform to discuss DRR issues and exchange information Ensure that response operations are focused upon the correct tasks, in the right order of priority 39 Thank You 40
